Mayor Henry called the Study Session Meeting to order at 4:35 p.m.

PUBLIC COMMENTS
Scott Robinson, Cathedral City Boys and Girls Club, was called to speak. He thanked the Council for their
ongoing support and for attending the Youth and Community Awards. They look forward to the continued support
and relationship with the City. He announced some of their upcoming fundraisers. He stated that the Rancho
Mirage Chamber of Commerce has nominated the Cathedral City Boys and Girls Club for the Non-Profit of the
Year Award. He invited everyone to attend the Starfish Awards. He feels that moving forward there will be a lot of
great opportunities. He indicated that the Cathedral City Chamber of Commerce has been a great friend to them
and they are very appreciative of their support.
STUDY SESSION
A. 2015-90 Budget Briefing Presentation
This item was continued to the Study Session Meeting scheduled to be held on April 8, 2015.
B. 2015-103 Discussion of City Codes Regarding Residential Landscaping
This item was not heard, it will be presented to the City Council at a future Study Session Meeting.
C. 2015-93 The Cathedral City Safe and Sane Fireworks Program
Interim Fire Chief,John Muhr gave an overview of the history of the fireworks Ordinance.
John Kelly, Vice-President TNT Fireworks, was called to speak. He clarified the differnece between illegal and
State approved fireworks. He indicated that they are supportive of Cathedral City and the regulations set forth in
the Municipal Code related to fireworks and looks forward to the discussion that is taking place this evening.

Dan Foster, representing Cathedral City Baseball and Softball, was called to speak. He indicated that they rely
on the monies raised with the sale of Safe and Sane Fireworks and it benefits all of the children that participate in
the program. He supports the program and encouraged the Council to allow it to continue.
Art Gregoire, Cathedral City, was called to speak. He indicated that he does not support the use of Safe and
Sane Fireworks in Cathedral City. He encouraged the City to look into the statistics and not allow the program to
continue.
Sue Townsley, Cathedral City, was called to speak. She supports the display of fireworks,however, she does not
believe they should be sold to the general public. She expressed her concern with the effects fireworks have on
various members of the community and feels they are a fire hazard, especially during this drought.
Gillian Cross, Cathedral City, was called to speak. She indicated that she would like the sale of fireworks to be
banned in Cathedral City.
Karen Panico-Willis, Cathedral City, was called to speak. She expressed her concern with the word banned. She
feels the Fire Chief and Police Chief should be able to decide whether safe and sane fireworks should be allowed
based on environmental conditions for that year. She feels that if we are not going to allow the sale of Safe and
Sane fireworks, then we need to provide some type of local celebration.
James Price, Cathedral City, was called to speak. He has mixed feelings regarding this issue, however,he would
like the sale of Safe and Sane Fireworks to be banned in the City. He suggested that the Council and community
think out of the box and come up with some other ways for the non-profits to raise funds. If the program
continues, he would like everyone to have an opportunity to be able to have a booth, not just the chosen few.
Alan Carvalho, Cathedral City, was called to speak. He shared a news clip regarding fireworks. He indicated that
it is a hot topic and that he is opposed to allowing the sale of Safe and Sane Fireworks in Cathedral City.
Jane Rasco, Cathedral City, was called to speak. She indicated that she is opposed to the sale and discharge of
Safe and Sane fireworks in Cathedral City. She would like to see them banned. She suggested the City offer
some type of public display for 4th of July.
Antonio Bacio, Cathedral City, was called to speak. He requested that the City Council ban fireworks in the City
and that safety should be the first concern of the City.
Elizabeth Bamrick, Cathedral City, was called to speak. She shared a personal story regarding a pet that she
had with a fear of the sounds created by the discharge of fireworks. She supports the residential ban of fireworks
but would like to see a public display provided.
Pastor Pamela Chesterman, Calvary Christian Center, Cathedral City, was called to speak. She supports the sale
of Safe and Sane Fireworks and encouraged the City Council to allow the program to continue.
Keith Coleman, Cathedral City, was called to speak. He indicated that he is opposed to the sale of safe and sane
fireworks and feels that there are other alternatives for raising funds for local non-profits.
Andrew Jaramillo, Cathedral City, was called to speak. He supports the sale of Safe and Sane Fireworks and
encouraged the City Council to allow the program to continue.
Tyrone Pearson, Cathedral City, was called to speak. He feels that the people need to have the freedom to
decide on their own.
Rosario Luna, Cathedral City, was called to speak. She supports the Safe and Sane Fireworks Program in the
City.

Christina Vargas, Cathedral City, was called to speak. She supports the sale of Safe and Sane Fireworks in the
Cathedral City.
Chris Belotta, Cathedral City, was called to speak. He opposes the use and sale of fireworks in Cathedral City
and would like to see them banned.
Allen Worthy, was called to speak. He feels that fireworks are dangerous.
It was the consensus of the Council to allow the program to continue for 2015 and to bring back the discussion
for the potential of allowing the voters of Cathedral to vote on whether or not to allow the sale and discharge of
Safe and Sane Fireworks in Cathedral at a future election with the discussion of going to a Charter City.
D. 2015-85 Cathedral City Chamber of Commerce Service Provider and Lease
Agreements
Leisa Lukes, Economic Development Manager, gave an overview of the current Chamber of Commerce Service
Provider and Lease Agreement.
Valerie Ward, Chairman of the Board for the Cathedral City Chamber of Commerce, was called to speak. She
thanked the Council for the many years of support. She encouraged the City Council to continue with the support
to the Chamber of Commerce. She indicated that it is their goal to become self sustaining and they have been
working on a 3 and 5 year plan to accomplish their goals.
James Price, Cathedral City, was called to speak. He indicated that he does not support the City supporting the
Chamber of Commerce with the$50,000.00 and does not feel that they should be able to utilize space at City Hall
to house their office. He is opposed to corporate warfare and would like to see them become self-sufficient.
Karen Panico-Willis, Cathedral City, was called to speak. She feels that Chamber of Commerces are essential to
all cities. She feels that the Council needs to have faith in the Chamber of Commerce and would like to see them
continue to support of the Chamber.
Roger Culbertson, Cathedral City, was called to speak. He requested the City not cut funding of the Chamber of
Commerce. A City would not be business friendly if they do not support their local Chamber of Commerce. He
feels that we need to work together. There are areas of improvement that need to be made but in order to
accomplish those changes they need adequate funding.
Sue Townsley, Cathedral City, was called to speak. She supports the Chamber of Commerce and would like the
City to continue the funding support.
Kendra Culbertson, Cathedral City, was called to speak. She is involved with the Chamber of Commerce and
believes in the work that they do. She supports the Cathedral City Chamber of Commerce and encouraged the
City Council to continue with the financial support.
Alan Carvalho, Cathedral City, was called to speak. He feels that having two groups does not make a divided
City. He feels that the Chamber of Commerce should be willing and able to stand on their own. He expressed his
concern with the Chamber of Commerce not supporting Measure B.
Gillian Cross, Cathedral City, was called to speak. She supports the Cathedral City Chamber of Commerce. She
encouraged the Council to continue the funding support.
Tom Stepher, Cathedral City, was called to speak. He supports the Chamber of Commerce and encouraged the
Council to support the Chamber of Commerce with the funding and location support.
Janie Ash, Cathedral City, was called to speak. She supports the Chamber of Commerce and encouraged the
City Council to do the same.

Tyrone Pearson, Cathedral City, was called to speak. He spoke about playing by the rules and commended the
Council for the work that they do for the City.
Lesa Bodner, Cathedral City, was called to speak. She supports the Cathedral City Chamber of Commerce and
provided a list of accomplishments. She encouraged the Council to continue the support and invest in the
Chamber of Commerce.
Phyllis Mongiello, Executive Director, Cathedral City Chamber of Commerce, was called to speak. She feels that
the City should be proud of the Chamber of Commerce. She encouraged the City Council to continue to support
the Chamber.
Allen Worthy, was called to speak. He supports the Chamber of Commerce and encouraged the Council to
continue their support of the local Chamber of Commerce.
Terry Nelson, Cathedral City, was called to speak. He stated that the Council has heard a lot of information this
evening and that they should consider evrything they have heard when making their decision.
One Mann,Rancho Mirage, was called to speak. He commended the Council for looking at the Service Provider
Agreement with the Chamber. He indicated that he has been a member of the Chamber for many years and
believes in them. He supports the Chamber and encouraged the Council to do the same. He suggested that they
consider increasing the amount of financial support provided to the Chamber.
Lynn Mallotto, President, CEO Cathedral City Chamber of Commerce, was called to speak. She indicated that
she is proud to represent the Chamber of Commerce, businesses, the City and its residents. The Chamber
provides many services essential to the economic development of the City. The membership has grown and she
feels that they are doing a pretty good job. She thanked the Council for their support and encouraged them to
continue the support so that they can move forward in a positive manner.
It was the consensus of the City Council to form a sub-committee that includes members of the Council, the
Chamber of Commerce and City Staff to work on the Service Provider Agreement. The two Council Members that
will participate on the sub-committee are Mayor Pro Tem Greg Pettis and Mayor Stan Henry.

4.A. 2015-76 Resolution Authorizing the City to Join the Statewide Community
Infrastructure Program
Mayor Henry opened the Public Hearing for discussion, there being none,he closed the Public Hearing.
A motion was made by Council Member Kaplan,seconded by Mayor Pro Tem Pettis,to adopt a
Resolution authorizing the City to join the Statewide Community Infrastructure Program;authorizing
the California Statewide Communities Development Authority to accept applications from property
owners,conduct special assessment proceedings and levy assessments within the territory of the City
of Cathedral City;approving Form of Acquisition Agreement for use when applicable;and authorizing
related actions. The motion carried by the following vote:

6. COUNCIL REPORTS
Council Member Carnevale, received his Budget Workbook and is looking forward to reviewing it and going
through the process. In preparation of the ISCS,he met with the Buxton Group. His restaurant will be doing the
liquor for the LGBT Days Disco. He requested that an Ordinance on Cannabis Cultivation be placed on a future
agenda for discussion.
Council Member Kaplan, attended the Boys and Girls Club annual awards event, which was very nice. He
attended the ground breaking for the revised Jefferson Interchange. It will be under construction for a couple of
years. The Rotary will hold the Movies in the Park on Saturday, "It's a Bugs Life". He and Mayor Henry will be
attending the Agua Caliente Investors Forum on Friday. He encouraged everyone to attend the LGBT Days
events.
Mayor Pro Tem Pettis, reported that he attended the CVEP Board of Directors Meeting. He also met with the new
District Director for Dr. Ruiz about the Passenger Rail Program and some of the things going on in the City. He
attended the SunLine Board Meeting. He reported that the Council will be doing a neighborhood meeting on
Thursday, March 26th at the Community Presbyterian Church,no City business will be conducted. He announced
that the 3rd Annual Walking for Water Event will be held on April 18th.
Mayor Henry, reported that he welcomed 500 kids at the Desert Princess along with Supervisor Benoit for the
County Youth Summit. They had guest speakers that sopke on Impaired Driving, Self Defense and Diversity
Discrimination. He along with Council Member Kaplan will attend Invest Coachella Valley at Agua Caliente on
Friday. He also announced that the Shelter from the Storm Gala will be held on Saturday. He indicated that he
will be attending the Neighborhood meeting on March 26th.
