Pettis,Council Member Shelley Kaplan, Council Member Mark Carnevale,and Council Member John Aguilar • AGENDA FINALIZATION Mayor Henry announced that he will be moving Item 2E.Parks and Community Events Commission Public Input Process and Reccomendation for the Naming of the Amphitheater Park before Item 2C. • STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK • CLOSED SESSION Mayor Henry announced that the City Council will temporarily adjourn to Closed Session to hold a conference with Real Property for approximately 13.5 acres south of East Palm Canyon Drive at Date Palm Drive. The Council temporarily adjourned to Closed Session at 3:00 p.m. 2018-174 Conference with Real Property Negotiator Pursuant to Government Code Section 54956.8. Property Location: Approximately 13.5 acres south of East Palm Canyon Drive at Date Palm Drive Negotiating Parties: City of Cathedral City as the Successor Agency to the former Redevelopment Agency and the City Urban Revitalization Corporation Property Owner: City Urban Revitalization Corporation Under Negotiations: Price and Terms for potential sale of real property The City Council reconvened at 4:40 p.m. Mayor Henry announced that the City Council met in Closed Session to hold a Conference with Real Property Negotiator Pursuant to Govemment Code Section 54956.8 regarding 13.5 acres south of East Palm Canyon Drive at Date Palm Drive,and there was no reportable action taken. 1. PUBLIC COMMENT Cathedral City Page 1 City Council Study Session STUDY SESSION May 9,2018 Josie Diaz, on behalf of ICUC, was called to speak. She presented the City Council with a plaque in recognition of their leadership in the growing success of the community. 2. STUDY SESSION 2.A. 2018-170 Update on Annexation into the Desert Recreation District Mr.Kevin Kalman from the Desert Recreation District gave an overview of the services provided through the District, what would be necessary to annex into the District, and what the possible next steps should be. Richard Altman, Cathedral City, was called to speak. He stated that he would like to see the Desert Recreation District work with the Boys and Girls Club. Alan Carvalho, Cathedral City, was called to speak. He stated that he agrees with Mr.Altman and would like to see the Senior Center and Boys and Girls Club included in the Desert Recreation District. It was the consensus of the City Council to direct staff to schedule another Study Session item to discuss the time frame of annexing into the Desert Recreation Distict and the CFD formation, what type of community outreach would be done and whether or not the City Council would like to proceed. Staff was also directed to work with the District on program costs. 2.13. 2018-160 Update on the Dream Homes Neighborhood Place-Based Initiative progress John Corella, City Engineer, stated that the Desert Healthcare District, Loma Linda University and EI Sol Neighborhood, with the City support have initiated a Place-Based Initiative within the Dream Homes Neighborhood Communty. These organizations have been working with community champions to conduct a community health needs assessment in the neighborhood to gather specific information, develop goals and initiate strategies that will build a stonger and sustainable community. Individuals from Loma Linda University and the Desert Healthcare District provded an update on the Dream Homes Place-Based Initiative progress and the upcoming Community Engagement Health Fair. 2.C. 2018-164 Banking Services Request for Proposal This item was heard at the end of the Regular Meeting due to the lack of time under Study Session. Tami Scott,Administrative Services Director,gave an overview of the results of the Request for Proposal for Banking Services. It was the consensus of the City Council to move forward with a one-year contract with Wells Fargo Bank as recommended by the sub-committee. 2.1). 2018-179 Revisions to the City Council Policy Manual This item was continued to June 13, 2018. 2.E. 2018-169 Parks and Community Events Commission Public Input Process and Recommendation for the Naming of the Amphitheater Park Deanna Pressgrove, Parks and Community Events Commission Liaison, indicated that the Parks and Community Events Commission approved a subcommittee to work directly with Chris Parman to develop an outreach program for the naming of the Heritage Amphitheater Park. She supports naming the amphitheater after her sister'The Ofelia Bringas Amphitheater Park". Lawanda Roy, Palm Springs, was called to speak. She supports naming the park after Ofelia Bringas. Saul Chavez, Cathedral City, was called to speak. He supports naming the amphitheater after Ofelia Bringas. Adolfo Mitre, Cathedral City, was called to speak. He supports naming the park after Ofelia Bringas. Ernesto Guitierez, Cathedral City, was called to speak. He supports naming the new amphitheater park after Ofelia Bringas. Gloria Luna, Cathedral City, was called to speak. She supports naming the amphitheater after Ofe/ia Bringas. Alicia Mitre, Cathedral City, was called to speak. She supports naming the amphitheater after Ofelia Bringas. Ernesto Rosales, Coachella, was called to speak. He supports naming the amphitheater after Ofelia Bringas. Isabella Bringas, La Quinta,granddaughter of Ofelia Bringas. She stated that she would like to see the new amphitheater named after her grandmother. Alberto Ochoa, Cathedral City, was called to speak. He supports naming the amphitheater after Ofelia Bringas. Jesus Degollado, Cathedral City, was called to speak. He supports the amphitheater being named after Ofelia Bringas. Paul Shirley, Cathedral City, was called to speak. He supports naming the park after Ofelia Bringas. Joe Velasquez, Cathedral City, was called to speak. He supports naming the new amphitheater after Ofelia Bringas. Richard Altman was called to speak. Supports naming the new amphitheater a name that will bring business to the community. He does feel that we should honor Ofelia Bringas with a plaque or statue. Josie Diaz, Cathedral City, was called to speak. She stated that she supports naming the new amphitheater after Ofelia Bringas. She understands that the Council has a decision to make and whatever it is they will support the Council. Frederico Carreon, stated that he supports naming the amphitheater after Ofelia Bringas. Jeana Tjerina, Cathedral City, was called to speak. She supports naming the park after Ofelia Bringas. Sylvia Chavez, was called to speak. She supports naming the park after Ofelia Bringas. Council Member Mark Carnevale, stated that he feels that the amphitheater should be named something generic. He does feel that Ofelia Bringas should be honored in some manner. Council Member John Aguilar, suggested creating a sub-committee to find a venue that will honor Ms. Bringas. Cathedral City Page 3 City Council Study Session STUDY SESSION May 9,2018 Council Member Shelley Kaplan, feels the amphitheater should be geneficly named and feels that there should be a way to honor Ms. Bringas,perhaps a recognition wall for her and other members of the community and an exhibit at the museum. Mayor Pro Tem Greg Pettis, also feels the amphitheater name should be generic. He also feels the amphitheater may not be the best venue to honor Ms. Bringas. There are a number of ways she could be honored and would like to create a sub-committee to come up with some ideas to honor her and to name the park. Mayor Stan Henry, stated that the residents brought to light a part of the past that may have been forgotten. He would like to establish a sub-committee made up of Joe Velasquez, Henry Bringas,Alice Daby, Council Member Mark Carnevale and Mayor Pro Tem Pettis, to look at ways to honor Ms.Bringas and others as well as names for the amphitheater. 3. Pettis, Council Member Shelley Kaplan, Council Member Mark Carnevale, and Council Member John Aguilar • AGENDA FINALIZATION • STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK 1. PUBLIC COMMENT 2. COUNCIL REPORTS Council Member Mark Carnevale reported that he attended the General Plan Workshop, Greater Palm Springs Visitors Bureau Rally. He also attended the SCAG conference, a big topic was bike paths in Southern California. Next week he will be attending the Public Safety Meeting,Animal Campus Meeting and Harvey Milk Diversity Breakfast. He announced that Battle of the Badges will be held this weekend and on May 16th, Nicolinos will host Dinner with Patsy,proceeds will benefit the Police Cadet Program and the Homeless Liaison fund for supplies. He reported that Run For The Wall will be held on May 16th, hundreds of motorcycles do a ride for veterans. He also attended the CVREP fundraiser. He announced that Officer Hodge sends out a weekly report on the homelessness issues and his last report indicated that 41 individuals were picked up, 7 camps were taken care of, they outreached to 9 individuals and cited 6 and removed 35 carts. Council Member John Aguilar reported he attended the CVREP fundraiser, which was incredible, they may have reached their goal. He also attended the United Way kick-off campaign for the City and employees. Council Member Shelley Kaplan attended the CVAG Transportation Committee meeting on Monday. They voted to provide additional funding to move forward with the evaluation process for an interchange at Davall and the 10 freeway. He attended the Tourism Rally that was held by the Coachella Valley Visitors Bureau. He stated that 7 billion dollars per year is brought into the Valley because of tourism. The Health Care District is going through a zone process, they are encouraging people to participate in the process. He also attended the CVREP fundraiser. He wished everyone a Happy Mother's Day. Mayor Pro Tem Greg Pettis attended the SCAG Conference, over 800 people from all over Southern CA were in attendance. Cathedral City High School ROTC Honor Guard presented the flags. He reported that he has attended both general plan updates that have been held, the third of four will be held next week. He attended the CVREP Fundraiser Event, which was a good event bringing a lot of people to Cathedral City that have never been here or not for a very long time. He attended the RCTC monthly Board Meeting in Riverside. The State Treasurer and the Chairwoman of the Board of Equalization have been speaking on the process the State is going through for banks for the cannabis industry, which would get them out of the cash business. May 19th is the last movies in the park will be held, which will be Mary Poppins. Mayor Stan Henry attended the CVREP Fundraiser Event, which wwas held on Monday. Their first performance at the theater will be a musical. They are setting the stage to house a 35 member orchestraat the back of the stage. He presented a proclamation on behalf of the City Council, to the Coachella Valley Water Agency for their 100 Year Anniversary. He attended a Shelter for the Storm board meeting. He received a letter from the Agua Caliente Band of Indians announcing an opening on their Planning Commission. Anyone interested should submit a letter of interest and resume by Friday June 1, 2018. On Friday moming the Agua Caliente Cultural Musem ground breaking will be held. The League of California Cities dinner will be held on Monday, May 14, 2018 in Palm Springs. A 2x2 meeting will be held with the PSUSD. He wished everyone a Happy Mother's Day. 3. Resolution Declaring Its Intention to Levy and Collect Assessments for the City of Cathedral City Street Lighting and Landscaping Maintenance District No.1 for Fiscal Year 2018/2019. Resolution for Preliminary Approval of the Engineer's Report for the City of Cathedral City Street Lighting and Landscaping Maintenance District No.1 for Fiscal Year 2018/2019.
