Mayor Stan Henry called the April 25, 2018, Study Session Meeting to order at 4:30 p.m.

1. PUBLIC COMMENT
David Abelon&Jamie Bark, Family YMCA of the Desert, were called speak. They gave an overview on the
services and programs they provide to the entire Coachella Valley.
2. STUDY SESSION
2.A. 2018-154 Interview Applicants for Planning Commission
The City Council interviewed the following three applicants that submitted applications to serve on the Planning
Commission:
Stephen Burchard
Laurie S. Holk
Grant Linhart
If it is the desire of the City Council to appoint one of the applicants, the appointment will take place during the
Regular City Council Meeting held on April 25,2018. _
2.13. 2018-153 Update from the Greater Palm Springs Convention &Visitors
Bureau
Scott White, President(CEO, Greater Palm Springs Convention and Visitors Bureau provided the annual update
on the work and progress of the Greater Palm Springs Convention and Visitors Bureau for hospitality and tourism
in the Coachella Valley.

Valerie Schechter, Cathedral City, was called to speak. She announced that she will be moving to Los Angeles
and will not be seeking reappointment on the Parks and Community Events Commission. She thanked the City
Council forgiving her the opportunity to be a part of all of the wonderful things that have been going on in the City.
She stated that having five members on the Commission should be okay.
Alan Carvalho, Cathedral City, was called to speak. He stated that he supports having the Parks and Community
Events Commission be a five body commission. He stated that he is proud to be a part of Team 2014. He feel
that everyone should be proud of the impact they have had on the City and gave kuddos to everyone.
It was the concensus of the City Council to direct Staff to bring back an Ordinance reducing the .Parks and
Community Events Commission from a seven member commission to a five member commission.
3. CLOSED SESSION
The City Council adjourned to Closed Session at 5:39 p.m. to discuss the Closed Session items listed on the
Agenda.

• CALL TO ORDER
Mayor Stan Henry called the Regular City Council Meeting of April 25, 2018, to order at 6:30 p.m.
• PLEDGE OF ALLEGIANCE
Council Member John Aguilar led the Pledge of Allegiance.
• INVOCATION (MOMENT OF REFLECTION)
Council Member Mark Carnevale offered the Invocation.

• AGENDA FINALIZATION
Mayor Henry stated that he would like to remove item 3D.Appoint Mayor Stanley E.Henry as the Voting Delegate
and Mayor Pro Tem Greg Pettis as the Alternate Voting Delegate for the SCAG General Assembly Meeting, from
the Consent Calendar for discussion and a separate vote. City Manager Charles McClendon stated that he would
like to remove item 38.Annual Approval of the City's Investment Policy, from the Consent Calendar,for
discussion.
• STATEMENT OF PARTICIPATION BY THE DEPUTY CITY CLERK
1. PUBLIC COMMENT
There were no members of the public that wanted to address the City Council.
2. COUNCIL REPORTS
Council Member Mark Carnevale reported that he attended the DVBA Meeting, a presentation was given on the
future of power in the Valley. Last week he met members from the Path of Life and other cities to dicuss more
outreach programs in the valley. Path of Life has committed to provide more outreach teams, at no cost to
Cathedral City, Desert Hot Springs and Palm Springs. They will also have a special needs funds to help out with
the homeless and will be doing a marketing and education campaign throughout the valley. He reported that he
attended the Super ACE Hardware Store grand opening,he met with the Desert Recreation District and attended
the Desert Health Care District Meeting. Local Elks Club will be recognizing their Citizen of the Year. He
reported that he received an email from Officer Hodge. His email was realeted to the Coachella Valley Rescue
Mission addressing a homeless woman that has now been placed in a home. He feels that this is a wonderful
success story. He wished everyone a Happy Cinco de Mayo.

City Council REGULAR MEETING April 25,2018
Council Member John Aguilar reported that the Desert Recreation District meeting is an effort to move along the
annexation of Cathedral City into the District. He stated that a full presentation of the analysis will be presented
to the City Council at the May 9th Council Meeting. He stated that at the Health Care District Meeting there was a
hearing on the consideration of them moving forward with changing from at large elections to districts. He would
like to have this information available on our website and to have them come and provide a presentation to the
City Council.
Council Member Shelley Kaplan congratulated The District on their new development and the start of Phase 11.
The fee schedule for desert community energy has been released and will be distributed to everyone soon. He
reminded everyone that the Cathedral City High School is doing the theater production of Grease and encouraged
everyone to go and see it. He stated that CVREP is moving forward with their fundraiser. He announced that
COD has purchased the Palm Springs Mall and will be putting a campus in its place.
Mayor Pro Tem Greg Pettis reported that he attended Dinner with Patsy, a casual dinner to raise money for
different agencies/groups. The last one benefited the Boys and Girls Club. He attended the Mobile Source Air
Pollution Reduction Committee Meeting at AQMD. He stated that there are several dollars available for grants.
He announced that there were several members of Congress in the area over the weekend to see what is
happening in the Valley. He also reported that he had an opportunity to speak at the cannabis conference in
Palm Springs, which was a good event with good participation. He reported that the Senior Inspiration Awards
were held over the weekend. One of the COP's from Cathedral City was recognized. He reported that he attended
the Riverside County's Mayor Summit, which he felt had a good turnout and provided good information.
Mayor Stan Henry reported that Kerry Banks from the Police Department retired after years 20 years with the City.
There was a City Hall at Your Corner held at City Hall. It was a small group but good discussions. He reported
that every Tuesday for the Month of May the City will hold meetings to take input on the General Plan. Locations
and times will be placed on the website. He attended the County Mayor's breakfast, where they discussed
districting and everything that goes along with it. There will be a spaghetti dinner held at the Boys and Girls Club.
The Greater Coachella Valley mixer will be held on May 3, 2018 at the Palm Springs Air Museum.
2.A CITY MANAGER REPORT
City Manager Charles McClendon reported that several workshops will be held in the month of May to take input
on the General Plan Upate "Imagine 2040"from the community.

A motion was made by Council Member Kaplan,seconded by Council Member Aguilar,to approve the

Mayor Stan Henry stated that he will not be able to attend the SCAG General Assembly Meeting on May 3, 2018
afterall and would like Mayor Pro Tem Pettis to be appointed as the Voting Delegate an Council Member Shelley
Kaplan as the alternate.
A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to appoint
Mayor Pro Tem Greg Pettis as the Voting Delegate and Council Member Shelley Kaplan as the
Alternate Voting Delegate for the SCAG General Assembly Meeting to be held on May 3,2018.The
motion carried by the following vote:

Spike
Mitch Spike, Palm Springs International Airport Commissioner,provided an update on the Palm Springs
International Airport Commission and gave an overview of the items that have been discussed and their plans for
the future.

A motion was made by Mayor Pro Tem Pettis,seconded by Council Member Aguilar,to appoint Laurie
Holk to the Planning Commission to fill a vacant seat,effective immediately,with a term continuing to
June 30,2019.The motion carried by the following vote:

Task Order in the amount of$35,000 for Albert A.Webb Associates Inc.to prepare plans,specifications
and cost estimates for two pedestrian hybrid beacons(HAWK SYSTEM)as part of the CVAG Bicycle
and Pedestrian Safety Program.The motion carried by the following vote:

first reading of an Ordinance,by title only,an Ordinance amending Section 3.12 and eliminating

A motion was made by Council Member Kaplan,seconded by Council Member Aguilar,to approve the
Public Arts Commission's recommendation to place the Betty Gold Tiron IV within the East Palm
Canyon Median and the allocation of$13,300 from the Public Arts Fund for the installation and lighting
of Trian IV. The motion carried by the following vote:

5.F. 2018-149 American Traffic Safety Contract Renewal
Ernesto Guitierez, Cathedral City, was called to speak. He questioned if there are any statistics on accidents
prior to entering into a contract with ATS. He stated that he supports ending the contract with ATS and would
rather see the officers on the street.
A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to cancel
the contract with American Traffic Safety.The motion carried by the following vote:
