HomeMy WebLinkAboutCC Reso 2015-18 RESOLUTION NO. 2015-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CATHEDRAL CITY, CALIFORNIA, APPROVING THE COST — EFFECTIVE / PUBLIC INTEREST FINDING THAT IT BEST SERVES THE CITY OF CATHEDRAL CITY TO CONTRACT WITH PETROCHEM MANUFACTURING, INC. TO PROVIDE RUBBERIZED EMULSION AGGREGATE SLURRY TO BE FURNISHED TO A LICENSED CONTRACTOR FOR APPLICATION TO EAST PALM CANYON DRIVE. WHEREAS, Cathedral City has received a grant from Caltrans to undertake pavement preventive maintenance on East Palm Canyon Drive, Federal Project number STPL 5430(032), and WHEREAS, the City of Cathedral City is responsible for complying with the Federal Highway Administration (FHWA) and the California Department of Transportation (Caltrans) procedures and determining the eligibility of costs reimbursed for construction work; and WHEREAS, a Cost-Effectiveness/Public Interest Finding is required to satisfy FHWA and Caltrans reimbursement eligibility procedures; and WHEREAS, the City of Cathedral City requires Centrally Mixed Type II Rubberized Emulsion Aggregate Slurry (REAS) to be applied by a qualified and licensed contractor on East Palm Canyon Drive as a pavement preventive maintenance procedure; and WHEREAS, Petrochem Manufacturing, Inc. (PMI), manufactures and supplies Type II REAS that is centrally mixed in accordance with Section 203-5.5.3 of the "Greenbook" Standard Specifications for Public Works Construction 2015 Edition; and WHEREAS, the City of Cathedral City previously solicited and received public bids from qualified and licensed contractors to furnish and apply Type II REAS to East Palm Canyon Drive; and WHEREAS, the bids previously received were 56% above the funds available for the project and were rejected by the Cathedral City City Council; and WHEREAS, PMI has offered Cathedral City the same pricing received by the City of Los Angeles for the purchase of Centrally Mixed Type II REAS, and WHEREAS, the pricing received by the City of Los Angeles and offered to Cathedral City is cost effective and will allow Cathedral City to complete the preventive maintenance project within the existing budget. NOW, THEREFORE, BE IT RESOLVED, DETERMINED, AND ORDERED BY THE CITY COUNCIL FOR THE CITY OF CATHEDRAL CITY, AS FOLLOWS: That the Council directs and authorizes the Mayor to sign this Resolution as the City's Representative. SECTION #2. EFFECTIVE DATE This Resolution shall take effect upon its adoption. SECTION #3. CERTIFICATION That the City Clerk shall certify to the passage and adoption of this Resolution; shall enter the same in the book of original Resolutions of said City; and shall make a minute of passage and adoption thereof in the records of the proceedings of the City Council of said City, the minutes of the meeting at which Resolution is passed and Y� 9 adopted.
