Pettis, Council Member Shelley Kaplan, Council Member Mark Carnevale,and Council Member John Aguilar Mayor Pro Tem Greg Pettis participated via telecom Marriott Wardman Park Hotel 2660 Woodley Rd NW Washington, DC 20008 • AGENDA FINALIZATION li PUBLIC COMMENTS Valerie Schechter, Cathedral City, was called to speak. She felt that the Balloon Festival was a great success. She would like to see the Council look into the possibility of allowing Medical Marijuana growing facilities in Cathedral City. Jens Mueller, Cathedral City, was called to speak. He stated that pickleball is the number one growing sport and is a fun and social game. He presented the Council with a proposed pickleball pavilion. Christopher Thomas, Palm Desert, was called to speak. He presented some brief facts about Pickleball and encouraged the Council to install pickleball courts. STUDY SESSION A. 2015-49 Compassion and Choices Presentation Joe Barnes, Compassion and Choices,gave a presentation on SB128, End of Life Option Act. He encouraged the Council to support the Bill. Alan Carvalho, Cathedral City, was called to speak. He stated that he supports SB128 and encouraged the Council to support the Bill. It was the concensus of the Council to bring a Resolution of Support to Council for consideration on a future agenda. B. 2015-50 Art in Public Places Program -Municipal Code Title 11, Chapter 11.45 Cathedral City Page 1 City Council Study Session STUDY SESSION February 25,2015 Pat Milos, Community Development Director,gave an overview of the Art in Public Places Program. It was the concensus of the Council to bring back an Ordinance with the following: Change the 5%of the fiscal year ending fund balance designated for education to 10%. Clean-up some of the language that refers to RDA. Make sure that there are no changes in State Law that should be incorporated. C. 2015-45 Cathedral City Hot Air Balloon Festival Chris Parman, Communications and Events Manager,gave a summary report on the 2015 Cathederal City Hot Air Balloon Festival. The Council all agreed that it was a successful event and thanked Chris for all of his hard work and dedication. CLOSED SESSION The City Council temporarily convened into Closed Session at 5:55 p.m. A. 2015-47 CLOSED SESSION: CONFERENCE WITH REAL PROPERTY NEGOTIATOR pursuant to Government Code Section 54956.8 Property Location: Parcels 2, 5, 6, 7, 8, 9, 10 of Parcel Map No. 36428 located East, South, Southwest and West of Margot Murphy Place. Negotiating Parties: City of Cathedral City as Successor Agency to the Former Redevelopment and M&M Property Company, LLC., Conneaut Partners, LLC. Property Owners: City of Cathedral City as Successor Agency to the former Redevelopment Agency The City Council reconvened at 6:33 p.m. with all Council Members present(Mayor Pro Tem Pettis via telecom) Deputy City Attorney Nicholas Hermsen announced that the Council met in Closed Session and there was no reportable action taken. LEGISLATIVE ACTIONS 5.A. 2014-250 Caltrans Program Supplemental Agreement No. 017-N -East Palm Canyon Drive Preventive Maintenance Project. A motion was made by Council Member Aguilar,seconded by Council Member Kaplan,to approve a Resolution of the City council of the City of Cathedral City,approving program supplement No.017-N to administering Agency State Agreement for Federal-Aid Projects No.08-5430R between the City of Cathedral City and the State of California,acting thrugh the Department of Transportation,for the purpose of administering and disbursement of Federal Funds for the Agency construction of Pavement Prevention Maintenance on East Palm Canyon Drive in Cathedral City.The motion carried by the following vote: Aye: 5- Mayor Henry, Mayor Pro Tern Pettis, Council Member Kaplan, Council Member Carnevale,and Council Member Aguilar Enactment No: Reso 2015-10 5.B. 2015-40 Resolution Authorizing a 2014 Water-Energy Grant Program Application A motion was made by Council Member Kaplan,to approve a Resolutionseconded by Council Member Carnevale,to approve a Resolution of the City council of the City of Cathedral City,California, endorsing the application for the 2014 Water-Energy Grant Program and conditionally accepting Grant if offered,and designating Project Representative,Contract Manager and Fiscal Agent.The motion carried by the following vote: Aye: 5- Mayor Henry, Mayor Pro Tem Pettis, Council Member Kaplan, Council Member Carnevale, and Council Member Aguilar Enactment No: Reso 2015-11 6. COUNCIL REPORTS Council Member John Aguilar, reported that on President's Day Council Member Carnevale and himself rode in the Date Festival Parade in Indio. It was a great experience and he was happy to represent Cathedral City. Mayor Henry stated that their attendance at the Parade was appreciated. Council Member Shelley Kaplan, reported that he was able to attend the Fair on Monday, he and Mayor Pro Tem Pettis had an opportunity to walk through the SCRAP gallery. He stated that Oscar Night was a fun event, he atended along with Mayor Henry and Mayor Pro Tem Pettis. Movies in the park will be held this Saturday night, "How to Train Your Dragon Two"in Panorama Park and he reminded everyone about Throw Back Thursdays. LGBT Days will be held next month. There is a great committee of businesses working on the event and it should be another event the City will be proud of. He announced that there will be a Fireworks Discussion Item on a future City Council Agenda in March. Councilmember Mark Carnevale, stated that the Balloon Festival was a great event. He reported that he attended Cathedral City Page 3 Printed on 3/24/2015 City Council REGULAR MEETING February 25,2015 his first homeless committee meeting and he looks at the homeless problem differently after just one meeting. He feels that it is important to be a part of the solution. He and Council Member Kaplan met with Liz Lane, liaison with Southern California Edison. He also reported that he and Council Member Aguilar participated in the Date Festival Parade,it was great fun. He also reported that he had an opportunity to read a Dr. Seuss book to a third grade class at Cathedral City Elementary School.He read Dr. Seuss Book to a third grade class.He emphasized that it has been a good week. Mayor Pro Tern Greg Pettis, reported that they are working hard in Washington D.C. to bring additional money and revenue to the cities. He reminded everyone that on Thursday, at the CVAG building, there will be a public hearing on Passenger Rail at 5:30 p.m. He encouraged the public to get engaged and participate. Mayor Stan Henry, congratulated the Chamber and Ultra star on Oscar night, it was a great event. He reported that the Orion Awards will be held on Friday night and there are still tickets available. He announced that the community lost two great individuals this past week, Bruce Haltman and Scott Hines. He reported that the Grand Opening for In-Shape will be held on Monday, March 2, 2015 at 3:30 p.m. He stated that he received an email with a link for a Mayor's Fitness Challenge and he will look into it more. He praised Chris Parman for all of his work, Cathedral City is being put on the map by all of the work he is doing. He stated that the Pancake Breakfast put on by Applebees was great. 7. CLOSED SESSION The City Council temporarily convened to Closed Session at 7:00 p.m. 7.A. 2015-48 CLOSED SESSION: Public Employees Performance Evaluation Per Government Code Section 54957 (B)Title: City Manager The City Council reconvened at 7:54 p.m. Deputy City Attorney Nicholas Hermsen announced that the Council met in Closed Session to discuss an Employee Performance Evaluation per Government Code 54957(B) Title:City Manager, the following action was taken: The Council approved to renew the City Manager's Contract with a 2.5% COLA, effective as soon as possible.
