• CALL TO ORDER
Mayor Henry called the Study Session Meeting of January 28, 2015 to order at 6:00 p.m.
• ROLL CALL AND STATEMENT OF PARTICIPATION BY THE CITY CLERK
Present 5- Mayor Stan Henry, Mayor Pro Tern Gregory S. Pettis,Council Member Shelley Kaplan, Council
Member Mark Carnevale, and Council Member John Aguilar
• AGENDA FINALIZATION
Mayor Henry announced that Item 1. Introduction of the New Dean at Cal State San Bernardino, Palm Desert
Campus will be pulled and rescheduled to a later date.
He stated that"Flat Stanley"will be joining the Study Session Meeting. A third grade class from Stewart
Nebraska has sent them out and requested that a letter be sent back to them reporting where they have gone. A
letter will be sent indicating that"Flat Stanley" attended the Study Session Meeting and that the meeting can be
viewed on-line.
PUBLIC COMMENTS
Mayor Henry opened Public Comment.
Richard Altman, was called to speak. He thanked the Council and staff for doing a great job with the kick off
meeting for the "LGBT Days"

STUDY SESSION
1. 2015-9 Introduction of the New Dean at Cal State San Bernardino, Palm
Desert Campus -Sharon Brown Welty
This item was pulled and will be re-scheduled to a later date.
2. 2015-6 Expenditure Plan for the Supplemental Law Enforcement Services
Grant for Fiscal Year 2014/2015
Police Chief Crum gave an overview of the Expenditure Plan for the FY 2014/2015 Supplemental Law Enforcement
Services Account(SLESA)Grant, which is the implementation of a Police Cadet Program for adults between the
age of 18 and 23 years of age.

Mayor Henry called the Regular Meeting of the City Council of January 28, 2015 to order at 6:30 p.m.

Council Member Kaplan led the Pledge of Allegiance.

Council Member Carnevale offered the invocation.

Mayor Henry announced that there were no items to add or delete.
1. SPECIAL PRESENTATIONS
The Riverside County Date Festival and Fair Queen and her Court introduced themselves and invited everyone to
attend the Fair.
2. PUBLIC COMMENTS
Mayor Henry opened Public Comment.
Valerie Schechter, Cathedral City, was called to speak. She thanked the Council for all of their efforts and is
excited about all of the changes that are happening in Cathedral City.
Alan Carvalho, Cathedral City, was called to speak. He thanked everyone who attended the Public Arts
Commission event on Martin Luther King Day. He feels that it was a great event with a good turnout and thanked
everyone for their support.
Chris Harami, Cathedral City, was called to speak. He would like an update on what is going on with the vacant
land throughout the City.
Mayor Henry closed the Public Comment.

Approval of the Consent Agenda
A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to approve
the following Consent Agenda Items with Mayor Pro Tem Pettis abstaining from Item 3E.Second
Reading of an Ordinance Amending Official Zoning Map,Change of Zone No.14-001,Council Member
Aguilar abstained from the December 10,2014 and December 17,2014 Minutes under Item 3A.
Approval of City Council Minutes and with a correction to the January 12,2015,Study Session Minutes
in the Roll Call section where is stated John Aguilar was the Mayor not a Council member. Motion
carried by the following vote:

3.A. 2015-8 City Council Minutes of December 10, 2014, December 17, 2014
and January 12, 2015
The Minutes of December 10,2014,December 17,2014 were approved. The minutes of January 12,
2015 were approved with corrections as indicated in the motion.
3.B. 2014-227 Establish Improvement Area 7-CFD No. 2006-1 and Authorize a
Special Tax Levy
A Resolution was approved to establish Improvement Area No.7 of the City of Cathedral City
Community Facilities District No.2006-1 (Law Enforcement,Fire,Paramedic and Park Maintenance
Services)and authorized the Levy of a Special Tax within said Improvement Area.

3.C. 2015-1 Approval of Grant SLESA FY 14/15
Approved the Expenditure Plan appropriating Supplemental Law Enforcement Services(SLESA)for
FY 2014-2015 allocation to implement a Police Cadet Program for adults between the age of 18 and 23.

3.D. 2015-2 Resolution -Associate Membership in WRCOG for the California
Hero Program
Approved a Resolution consenting to the inclusion of properties within the City's jurisdiction in the
California HERO Program to finance distributed generation renewable energy sources,energy and
water efficiency improvements and electric vehicle charging infrastructure and approving the
amendment to a certain Joint Powers Agreement regalted thereto.

3.E. 2015-4 Second Reading Ordinance Amending Official Zoning Map,
Change of Zone No. 14-001
Approved the second reading of an Ordinance amending the official zoning map from R1 (Single
Family Residential)to R2(Multiple Family Residential)for one parcel located on Assessor's Parcel
Number 680-452-045.

3.F. 2015-3 Ratification of Labor Agreement- Fire Management Association

3.G. 2014-226 Ordinance Second Reading -Special Tax Levy -Improvement Area
6 -CFD 2006-1
Approved the second reading of an Ordinance of the City Council acting as the Legislative Body for
Improvement Area No.6 of the City of Cathedral City Community Facilities District No.2006-1 (Law
Enforcement,Fire,Paramedic and Park Maintenance Services)authorizing the levy of a Special Tax.

3.H. 2015-7 Special Use Permit- Day of the Young Child
Approve SUP#14-044 for the Day of the Young Child Event on March 28,2015.

4. PUBLIC HEARINGS
4.A. 2015-14 Mitigated Negative Declaration for Date Palm Drive Improvements
North of Interstate 10
Pat Milos, Community Development Director, gave an overview of the project and the environmental review
process.
Mayor Henry opened the Public Hearing for discussion to the public, there being none, he closed the Public
Hearing and returned discussion to the City Council.
A motion was made by Council Member Aguilar,seconded by Council Member Kaplan,to adopt a
Mitigated Negative Declaration for Capital Improvement Project No.8668,for construction of
Improvements to widen Date Palm Drive North of 1-10 to Varner Road,subject to the findings outlined
in the staff report. The motion carried by the following vote:

5. LEGISLATIVE ACTIONS
5.A. 2015-5 Effective Date of Ordinance No. 732 and 733 -North City Extended
Specific Plan (SP 12-001)and Change of Zone(CZ 12-001)
Leisa Lukes, Economic Development Manager,gave an update on the annexation of the North City Extended
Specific Area(Messenger Annexation). This is a receive and file item only.
5.B. 2015-11 Special Use Permit-CCBC Special Events
A motion was made by Mayor Pro Tem Pettis,seconded by Council Member Aguilar,to approve SUP#
15-002 for an event on March 14,2015 through 1:00 a.m.on March 15,2015 and an event on May 2,
2015 through 1:00 a.m.on May 3,2015.The motion carried by the following vote:

6. COUNCIL REPORTS
Council Member Kaplan, thanked Mayor Pro Tem Pettis, Council Members Aguilar and Carnevale for their
participation in the Boys and Girls Club garden clean-up. He reported that the Martin Luther King event that was
hosted by the Public Arts Commission was a great success and commended the Commission on doing a great
job. He congratulated everyone on the kick-off event f o r LGBT Da y s. The first Town Square event was great and
commended Chris Parman for doing a great job. The Agnes Pelton Society will be hosting the "City Talk"event
on Sunday in the Council Chambers. The following weekend the Agnes Pelton Society will be holding their Home
Tour Event. He encouraged everyone to come out and enjoy the event. The Rotary will hold their Movies in the
Park on Saturday at Panorama Park. He commended Mayor Pro Tem Pettis on his work with the Grand Opening
of the new SunLine building.
Council Member Aguilar,reported that he was able to attend the Council and Staff retreat. He felt that it was a
great opportunity for Council and Staff to come together and discuss the future of Cathedral City.
Council Member Carnevale, reported that he was able to attend the League of California Cities conference and
enjoyed the opportunity. He also reported that he attended the Bonta Restaurant grand opening and the Public
Arts Commission Event on Martin Luther King Day. He felt that the attendance was better than anticipated and
that it is a good sign of where the City is going. He reported that he participated in the Council Member and City
Staff retreat and was glad that he had the opportunity to participate in the process. He attended the kick-off
meeting for the LGBT Days event and also reported that he had the opportunity to read to a kindergarten class at
Agua Caliente Elementary School.
Mayor Pro Tem Pettis, reported that Planning Commissioner Sergio Espericueta participated in the Boys and Girls
Club clean-up and expressed how nice it was to have all the people there helping with the project. He announced
that he attended the dedication of the new SunLine building. He requested that the SunLine Music Festival Event
be included in the upcoming events list. He reported that he and Mayor Henry were able to meet with Senator
Stone in Sacramento regarding Cathedral City's Property Plan. He is hopeful that results will be seen soon. He
announced that former Mayor, Conrad Negron, of Indian Wells passed away.
Mayor Henry, thanked Senator Stone for taking the time to meet with him and Mayor Pro Tem Pettis. He reported
that he also attended the Goal Setting Workshop and thanked Staff for their time and effort that they put into the
two-day workshop, he felt that it was very informative and they did a great job. He looks forward to the future of
the City and feels that good things on the horizon.
7. CLOSED SESSION
The City Council temporarily convened into Closed Session at 7:15 p.m.
The City council reconvened at 7:55 p.m. with all Council Members present.
City Attorney Charles Green announced that the Council met in Closed Session and there was no reportable
action taken.
