HomeMy WebLinkAboutOrd 213 ORDINANCE NO. 213 AN ORDINANCE OF THE CITY OF CATHEDRAL CITY, CALIFORNIA, ADDING CHAPTER 2 .22 TO THE CATHEDRAL CITY MUNICIPAL CODE AND CREATING A TRANSPORTATION AND STREETS COMMISSION I: The City Council of the City of Cathedral City does ordain as follows: SECTION 1. Chapter 2 .22 is added to the Cathedral City Municipal Code to read as follows: Chapter 2 .22 TRANSPORTATION AND STREETS COMMISSION Sections: 2 . 22 . 010 Created. 2 .22 . 020 Chair--Committees--Staff. 2 .22. 030 Meetings--Rules of Procedure 2.22 . 040 Functions, Powers and Duties 2 .22 . 010 Created. There is created a Transportation and Streets Commission for the City. It shall consist of five members, serving without compensation, appointed in the manner and for the terms prescribed in Section 2 . 04. 060 and 2 . 06. 010, respectively, of this code. 2 .22 . 020 Chair--Committees--Staff. Designation of chairpersons for the Commission shall be governed by Section 2.06. 020 of this code. The Commission shall be authorized to appoint and fix the membership of such number of standing and temporary Committees as it may find expedient for the performance of its duties. The City Manager may appoint an Executive Secretary and other staff and provide such compensation for their services as may be authorized by the City Council and by the annual City budget of expenditures. . 2.22. 030 Meetings--Rules of Procedure. The Commission shall meet at least bimonthly (but need do so only during the period of the year from October 1st through the following May 31st) at such time and place as shall be fixed by the Commission by its I: standing rules. A majority of the existing appointed members of the Commission shall constitute a quorum for the transaction of business. The Commission may establish such rules and regulations as it deems necessary for the conduct of its business. In matters relating to the holding of regular and special meetings, the Commission is bound by the provisions of the Ralph M. Brown Act of the State (Section 54950 et seq. , California Government Code) . - 1 - G31176 2.22. 040 Functions, Powers and Duties. The Commission shall function in an advisory role to the City Council, and to the City Manager and Community Services staff, as appropriate. To fulfill this role, the Commission shall have, among others which may be delegated by the City Council, responsibilities to advise the City Council and City Staff on the following matters, when requested to do so, or on its own initiative: A. Traffic circulation and safety within the City; B. Future street, highway and freeway plans and needs; C. River and estuary crossings; D. Street, highway and freeway funding sources and availability; E. Transportation facilities; F. The proposal of mass transit recommendations; G. Transportation problems; H. Railroads, grade separation projects, and street crossings; I. Sunline Transit Agency operations within the City; J. Responsive and shuttle service such as taxicabs, minibuses, trams, dial-a-ride, bicycle use and related activities; K. Other transportation related matters that may arise. SECTION 2 . EFFECTIVE DATE. This ordinance shall be in full force and effect thirty (30) days after passage. SECTION 3. POSTING. The City Clerk shall within 15 days after the passage of this ordinance, cause it to be posted in at least the three (3) public places designated by resolution of the City Council; shall certify to the adoption and posting of this ordinance; and shall cause this ordinance and its certification, together with proof of posting, to be entered in the Book of Ordinances of this City.
