MINUTES

Tuesday, December 2, 2014 SPECIAL MEETING 5:00 PM
• CALL TO ORDER
Mayor DeRosa called the Special Meeting of the City Council to order at 5:00 p.m.
• PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member Aguilar.
• INVOCATION (MOMENT OF REFLECTION)
The Invocation was offered by Father Luis Guido.
• ROLL CALL AND STATEMENT OF PARTICIPATION BY THE CITY CLERK
Present 4- Mayor Kathy DeRosa, Mayor Stan Henry, Council Member Gregory S. Pettis,and Council
Member John Aguilar
Absent 2- Council Member Shelley Kaplan,and Council Member Mark Carnevale
• AGENDA FINALIZATION
1. PUBLIC COMMENTS
Theresa Hooks, Cathedral City, was called to speak. She wished the members of the new City Council the very
best as they take office. She thanked Mr.Aguilar for coming forward and serving the community. She enjoyed
interacting with the residents and thanked them for sharing their homes and hearts with her. She thanked the
many venues that provided an opportunity forthe candidates to speak and share their positions. She is excited
about moving forward and making the community a place they can be proud to call home.
Paul Marchand, Cathedral City, was called to speak. He thanked the Mayor for all of her efforts and indicated that
she will be missed. He feels that there is still a lot of work to be done and prays that the new Council will be
sustained and upheld and that God will give them the grace to get the work done.
Connor Erb, Cathedral City, was called to speak. He thanked the Mayor for always supporting the High School,
the students and their events.
Pastor Darin Erb, Cathedral City, was called to speak. He thanked the Mayor and the Council for their investment
to the community and his students. His loyalty from Mayor DeRosa is now passed onto Mayor Henry. He looks
forward to partnering with the new Council.
Larry Davis, Cathedral City, was called to speak. He thanked the Mayor for her support. He is very thankful for
the support of the Council over the past ten years. He also thanked the Police and Fire Chiefs for their years of
service to the community. He wished the new Council the very best.

Joe Knight, Cathedral City, was called to speak. He indicated that he is a long time resident of the City. He
expressed his concerns with regard to the Medical Marijuana dispensaries and with the possibility of a Council
Member running a dispensary. He congratulated the new Council Members and thanked the Mayor for her
service.
Art Gregory, was called to speak. He invited everyone to attend the 5th Annual Boys and Girls Club event on
December 3, 2014 at the Pickford Theater from 6:00 p.m. to 9:00 p.m.
Father Luis Guido, was called to speak. He thanked the Mayor and Council for their service and expressed how
proud he is to be a resident of Cathedral City. His announced that the Church is always open for the community
to attend.
2. LEGISLATIVE ACTIONS
2.A. 2014-183 Declaration of Results for the November 4, 2014 Municipal Election
Recommendation: Staff recommends that the City Council adopt a Resolution declaring the
results of the November 4, 2014 election as certified by the Riverside
County Registrar of Voters.
Council Member John Aguilar, thanked the Council for the opportunity to serve the community in this capacity.
He thanked City Staff for all of their work that they do on a daily basis. He congratulated the new Council and
wished Mayor DeRosa will in her retirement.
Council Member Pettis, congratulated Henry Chan for being re-elected as the City Treasurer and Gary Howell for
being elected as the City Clerk. He wished Mayor DeRosa well in her retirement and thanked Alan Olson for his
years of service to the community.
Council Member Henry, thanked Mayor DeRosa for her many years of service to the community and wished her
the best in her retirement. He thanked Council Member Aguilar for stepping in to fill the vacated seat on the
Council and for serving his community.
Mayor DeRosa, thanked Council Member Pettis for getting her involved many years ago and indicated that it was
an honor and pleasure to serve with him. She sees a very bright future for Cathedral City and is looking forward to
the Council doing good business. She thanked Council Member Aguilar for his service to the community and
feels that he did an outstanding job and was an asset to the Council. She thanked Council Member Henry for
stepping up and for running for Mayor and wished him the best. She congratulated the new Council Members and
wished them the best. She thanked the residents for all of their support and for allowing her to serve. She
congratulated Henry Chan and Gary Howell on being elected to their respective offices.
A motion was made by Council Member Pettis,seconded by Council Member Aguilar,to approve a
Resolution declaring the results of the November 4,2014,Election as certified by the Riverside County
Registrar of Voters. The motion carried by the following vote:
Aye: 4- Mayor DeRosa, Council Member Pettis, Mayor Henry,and Council Member Aguilar

2.B. 2014-184 Swear-In Newly Elected Officials
Recommendation: There is no action for the Council to take. Per the Elections Code,
the City Clerk shall swear-in the Newly Elected Officials upon
certification of the Election Results.
Deputy City Clerk, Tracey Martinez, swore-in City Clerk Elect Gary Howell.

TEMPORARILY ADJOURN THE CITY COUNCIL MEETING
Mayor Henry temporarily adjourned the City Council Meeting at 5:55 p.m.
RECONVENE CITY COUNCIL MEETING
Mayor Henry reconvened the City Council Meeting at 6:00 p.m.
ROLL CALL
Present 4- Mayor Stan Henry, Council Member Gregory S. Pettis, Council Member Shelley Kaplan,and
Council Member Mark Carnevale
Absent 2- Mayor Kathy DeRosa, and Council Member John Aguilar
2C. 2014-185 Selection of Mayor Pro Tern
Recommendation: Staff recommends that the City Council select a Council Member to serve
as Mayor Pro Tern for a two-year term.
A motion was made by Council Member Kaplan,seconded by Council Member Carnevale,to appoint
Greg Pettis as Mayor Pro Tem.The motion carried by the following vote:
Aye: 4- Council Member Pettis, Mayor Henry, Council Member Kaplan, and Council Member Carnevale

3. COUNCIL REPORTS
Council Member Kaplan, was pleased to see the Council Chambers full. He expressed his appreciation to all
those who supported him throughout the election process and is grateful to be able to serve the community. He
congratulated the new Council Members and is looking forward to working with them and City staff.
Council Member Carnevale, thanked Kathy DeRosa for her years of service and commitment to the City. He also
thanked her for getting him involved many years ago. He congratulated the new Council Members. He thanked
his family and all those who helped him throughout the election process. He thanked everyone for the opportunity
to serve.
Mayor Pro Tem Pettis, expressed his excitement with the new Council and is looking forward to moving forward.
He thanked all those that were in attendance.
Mayor Henry, thanked everyone for attending the meeting and celebrating with the Council. He thanked family,
friends and the community for all their support. He feels blessed and honored to be able to serve the community
as Mayor. He looks forward to representing the community and moving the City forward. He encouraged the
community to get involved and help make Cathedral City a better place to live.
