AN ORDINANCE OF THE CITY OF CATHEDRAL
CITY ADOPTING SPECIFIC PLAN RIGHT-OF-WAY
ALIGNMENT PLAN NO. SP 10-019 FOR THE AREA
BOUNDED BY RAMON ROAD, AVENIDA EL PUEBLO,
E AVENIDA XIMINO AND ALISO ROAD.
WHEREAS, it has been proposed that a specific plan of land use be
adopted as referred to hereinafter, for that certain area and block of land in
the City of Cathedral City bounded by Ramon Road, Avenida El Pueblo,
Avenida Ximino and Aliso Road (as extended); and
WHEREAS, pursuant to requirements of the Planning and Zoning Law of
the state of California, this City Council and the Planning Commission have
each held at least one public hearing on said proposal, with notices thereof
having been given in compliance with the applicable provisions of said Planning
and Zoning Law; and
WHEREAS, the Planning Commission has made its report to this City
Council, regarding the proposed adoption of the said specific plan of land use;
and that said plan is consistent with the City's adopted General Plan; NOW
THEREFORE,
The city council of the City of Cathedral City does ordain as follows:
SECTION 1. Pursuant to state and local environmental guidelines, it has
been determined that the Specific Plan encompassed in this ordinance is not
considered to have a significant impact and therefore a negative declaration is
approved.
SECTION 2. The Specific Plan on file with the City Clerk entitled
Specific Plan No. 10-019 dated April 16, 1987, including final approved
conditions and exhibits hereby is adopted as the Specific Plan of Land Use for
the real property shown on the Plan and generally encompassing the area
bounded by Ramon Road, Avenida El Pueblo, Avenida Ximino and Aliso Road as
shown on Exhibit A, dated April 6, 1987; and said real property shall be
developed substantially in accordance with the Specific Plan unless the Plan is
repealed or amended by the City Council of Cathedral City.
SECTION 3. Allowable uses and other land use regulations within the area
of Specific Plan No. 10-019 shall be as prescribed in the PCC zoning district
except as otherwise herein provided. The regulations encompassed by Specific
Plan No. 10-019 in combination with those regulations contained in Division B
of Article V of the Cathedral City Zoning Ordinance shall supplement the said
PCC regulations, but shall supersede the same to the extent of any
inconsistency between the two sets of regulations and to the extent that both
such sets cannot be applied in compatible fashion.
SECTION 4. The Official Zoning Map of the City, Division B of Article II
of Ordinance No. 80, the Cathedral City Zoning Ordinance, hereby is amended
by modifying the zoning designation PCC-S and showing in lieu thereof a letter
S within a circle, with regard to the real property encompassed by Specific
Plan No. 10-019 as shown on Exhibit A, dated April 6, 1987 and comprising the

area bounded by Ramon Road, Avenida El Pueblo, Avenida Ximino and Aliso
Road.
SECTION 5. Pursuant to Section 1.c.(2) of Division B of Article V of
Ordinance No. 80, the Cathedral City Zoning Ordinance, the City Clerk is
authorized and directed to cause Specific Plan No. 10-019 together with a
F certified copy of this Ordinance to be recorded in the Office of the County
Recorder of Riverside County, and said Specific Plan No 10-019 shall not
become effective until thirty (30) days after the date of adoption of this
Ordinance or until the date of recordation, whichever is later.
SECTION 6. EFFECTIVE DATE. This ordinance shall be in full force and
effect thirty (30) days after passage.
SECTION 7. POSTING. The City Clerk shall within 15 days after the
passage of this ordinance, cause it to be posted in at least the 3 public places
designated by resolution of the City Council; shall certify to the adoption and
posting of this ordinance; and shall cause this ordinance and its certification,
together with proof of posting, to be entered in the book of ordinances of this
City.
The foregoing ordinance was approved and adopted at a meeting of the
City Council held on May 6 , 1987 by the following vote:

SPECIFIC PLAN 10-019
April 16, 1987
I: PROJECT LOCATION
Specific Plan 10-019 is bounded by Ramon Road , Avenida El Pueblo ,
Aliso Road (as proposed to be extended) , and Avenida Ximino as
depicted in the Study Area Map , Exhibit A, April 6 , 1987,
attached to the Specific Plan Ordinance .
PROJECT PURPOSE AND INTENT
The purpose of this Specific Plan is to implement the completion
of the intersection of Ramon Road with Cathedral Canyon Drive ,
provide for the proper intersection design of side streets in the
vicinity of said intersection , establish controls and incentives
to minimize direct lot access unto Ramon Road and to provide
development standards for commercial development of the study
area . To implement this plan certain streets will be widened and
vacated and alley systems will be modified to encourage common
reciprocal accessways among individual lots within the block.
Traffic studies have been performed which indicate that the
existing public improvements in the study area and traffic
conditions create severe traffic hazards and require correction.
These hazards presently deter commercial development of the area
and are beyond the scope of being solved by individual property
owners . However with the implementation of this plan these
deficiencies can be resolved , facilitating the development of
commercial property.
DEVELOPMENT CONDITIONS
1 . All development shall conform to the requirements of the base
zone district and regulations contained contained herein .
"General Provisions" regulations contained in Division B of
Article V of the Cathedral City Zoning Ordinance shall
supplement the said base district regulations .
2. Streets/Alleys/Vacations/Utilities
Prior to the issuance of building permits on any site within
the specific plan area , in addition to any other public
needs , the necessary width of right-of-way for alley (or
common accessways ) and street purposes shall be dedicated or
vacated as illustrated in Exhibit D, dated April 9, 1987 to
the satisfaction of the Director of Community Development ,
including but not limited to the necessary installation of
underground and aboveground utilities . The extent of said
dedications/vacations or establishment of common accessways
necessary for the development of individual lots shall be
determined at time of site plan review or review by City

Council of capital projects . Said property owner shall also
guarantee the improvement of necessary public improvements ,
accessways and utilities to the ultimate standard prior to
permit issuance , including but not limited to pavement
widening ( reconstruction) , curbs , gutters , parkways ,
sidewalks , drive approaches , buffers/screens , landscaping ,
irrigation .
3 . Street/Alley Vacations
The City may elect to vacate certain portions of streets and
alleys within the Specific Plan area . Such vacation should
conform to the concept plan , Exhibit D, dated April 9 , 1987
in a manner deemed appropriate by the City Council .
Disposition of excess properties shall be as prescribed by
law as determined by the City Council .
4. Common Accessways/Parking
Direct permanent access to individual lots will be prohibited
as shown on Exhibit D, dated April 9, 1987. Where feasible
as determined by the City , the development will be required
to construct common accessways and furnish reciprocal access
and circulation agreements to benefit properties within the
designated block . Common parking facilities will be
encouraged , particularly along designated alleys and common
accessways where common access is already available. Access
drives and parking patterns for individual lots taking access
from Ramon Road will be prohibited , based upon traffic
conditions along Ramon Road , particularly at the intersection
of Cathedral Canyon Drive. However , a drive approach leading
into an approved common accessway may be permitted at the
intersection of Cathedral Canyon Drive and Ramon Road as
depicted on Exhibit D, dated April 9 , 1987 provided that said
access is signalized . A new common accessway to Ramon Road
may also be permitted at Avenida Valdez . Where possible ,
left turn access from Ramon Road should be maintained . The
length and location of the proposed raised medians shall be
designed in a manner to allow safe left turn movements into
said existing driveways .
5. Building Placement
The developer is encouraged to situate or group the main
structures to the front of the lot and parking and loading
functions to the rear of the building . Parking shall be
screened from public view from Ramon Road and adjacent
residential zones .
6. Setbacks/Landscaping
Front yards (Ramon Road ) : 20 feet from ultimate
right-of-way line.

Side yards : none
Street side yards : 10 feet from ultimate
right-of-way line.
Yards adjacent Aliso Road 10 ft . from ultimate
right-of-way
Rear yards : none
No buildings , accessory structures or appurtenances shall be
permitted in any required yard area . No parking , maneuvering
or loading shall be permitted in these required yards except
when cross vehicular access is being provided and where
adjacent to an alley . Said required yards shall be fully
landscaped , including the adjacent public right-of-way as
approved through site plan review. The type and nature of
hardscape , including sidewalks , street trees and landscaping
features shall be determined during site plan review.
It shall be the responsibility of the property owner of any
existing or proposed development to maintain all landscaping
on private property and public rights of way .
7. Buffers/Screening
All fencing and screening material shall either be decorative
masonry or stucco treatment integrated with the architectural
features of the project .
Where a project or parcel abuts or is across the street/alley
from a residential zone , a six-foot high solid wall shall be
installed unless the the design of the site creates a natural
buffer ( i .e . , building) , thereby eliminating any activity on
the side of said buffer . In addition to the wall ,
landscaping shall be provided which establishes an evergreen
screen effect to a minimum height of 15 feet .
8. Lighting
All off-street parking , storage areas , outdoor display area
with proposed lighting , whether for security purposes or
otherwise shall contain fixtures and be designed so that
light emitted is shielded to eliminate glare unto adjacent
1: property or right-of-way .
9. Lot Mergers
If multiple parcels are developed by one developer , all such
contiguous parcels shall be merged into one parcel prior to
the issuance of building permits .

10. Signing
All freestanding signs shall be limited to monument signs .
Attached signs shall be oriented to the Ramon Road corridor .
Limited function accessory signs ( i .e . , directional , parking ,
circulation signs) may be permitted to face toward
residential areas where , during site plan review, such
signing is found to be necessary and permitted by the zoning
ordinance .
11 . Temporary Access
Temporary access to Avenida Maravilla may be granted to the
lot at the northeast corner of Avenida Maravilla and Ramon
Road in the event that said property owner cannot reasonably
negotiate the required access and alley system. Said owner
shall enter into an agreement with the City and shall post
guarantee funds necessary to eliminate said temporary access
and reconstruct frontage and required yard improvements upon
notice by the City to terminate said temporary access .
