AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF CATHEDRAL CITY, CALIFORNIA,
ASSUMING RESPONSIBILITY FOR THE
ENFORCEMENT OF THE MOBILEHOME PARKS ACT
AND RELATED REGULATIONS OF THE CALIFORNIA
ADMINISTRATIVE CODE AND DESIGNATING THE
ENFORCEMENT AGENCY.
WHEREAS, it is in the interest of the City of Cathedral City to assume
responsibility for the enforcement of the Mobilehome Parks Act and related
regulations of the California Administrative Code,
The city council of the City of Cathedral City does ordain as follows:
SECTION 1. The City of Cathedral City hereby assumes responsibility for
the enforcement of the California Health and Safety Code, Division 13, Part
2.1 (Mobilehome Parks Act), and related regulations of Title 25, California
Administrative Code, within the boundaries of the City.
SECTION 2. The Department of Building and Safety is hereby designated
as the enforcement agency for the City of Cathedral City and is authorized to
provide the qualified personnel necessary to enforce the provisions of the
Mobilehome Parks Act consistent with the State's enforcement program. The
Department shall have available at all times at least one Inspector of proven
experience and capability in enforcement of the Mobilehome Parks Act, and
provision shall be made for an additional qualified Inspector to be available on
twenty-four hours notice.
SECTION 3. The schedule of fees contained in the provisions of the
health and safety code, Division 13, Part 2.1 and the related administrative
regulations shall be applicable within the City of Cathedral City to provide for
the cost of administration and enforcement of the Mobilehome Parks Act.
SECTION 4. The forms used for application for permit to operate, the
permit to operate, the application for mobilehome installation, and the
certificate of occupancy shall be those provided by the State.
SECTION 5. At the present time, there exists within the boundaries of
the City twelve (12) mobilehome parks, and two (2) special occupancy parks
with a combined total of 2,574 lots therein. They are predominately in good
condition and the average age of the facilities and improvements of the parks
is eleven (11) years. There is an average 80% occupancy status in these
existing parks.
SECTION 6. With the adoption of this Ordinance, the City of Cathedral
City hereby declares that the State program and objectives as contained in
Health and Safety Code, Division 13, Part 2.1 and the related administrative
regulations shall be of paramount concern, and that the related local objectives
of the City shall be to assure that all mobilehome and special occupancy parks
within the City are safe, sanitary, and acceptable areas of occupancy.
Reasonable compliance with maintenance, sanitation, safety, use and occupancy
provisions of the Mobilehome Parks Act is anticipated within three months
from the effective date of this Ordinance.

SECTION 7. EFFECTIVE DATE. This ordinance shall be in full force and
effect thirty (30) days after passage.
SECTION 8. POSTING. The City Clerk shall within 15 days after the
passage of this ordinance, cause it to be posted in at least the 3 public places
designated by resolution of the City Council; shall certify to the adoption and
posting of this ordinance; and shall cause this ordinance and its certification,
together with proof of posting, to be entered in the book of ordinances of this
City.
The foregoing ordinance was approved and adopted at a meeting of the
City Council held on April 3 , 1985 by the following vote:
