AN ORDINANCE OF THE CITY OF CATHEDRAL
CITY ADOPTING SPECIFIC PLAN OF LAND USE
NO. 1-022 FOR THE AREA BOUNDED BY RAMON
ROAD, AVENIDA DEL YERMO, ALISO ROAD AND
AVENIDA LOS NINOS.
WHEREAS, this City Council has referred to the Planning Commission a proposal
that a specific plan of land use be adopted as referred to hereinafter, for that certain
area and block of land in the City of Cathedral City bounded by Ramon Road on the south,
Avenida Del Yermo on the west, Aliso Road on the north and Avenida Los Ninos on the
east; and
WHEREAS, pursuant to requirements of the Planning and Zoning Law of the State of
California, this City Council and the Planning Commission have each held at least one
public hearing on said proposal, with notices thereof having been given in compliance with
the applicable provisions of said Planning and Zoning Law; and
WHEREAS, the Planning Commission has made its report to this City Council,
regarding the proposed adoption of the said specific plan of land use; and
WHEREAS, all environmental procedures pursuant to the California Environmental
Quality Act have been completed regarding the proposed adoption of the said specific plan
of land use; NOW THEREFORE,
The city council of the City of Cathedral City does ordain as follows:
SECTION 1. The Specific Plan on file with the City Clerk entitled Specific Plan
No. 1-022 including the final approved conditions and exhibits hereby is adopted as the
Specific Plan of Land Use for the real property shown on the Plan and generally
encompassing the area bounded by Ramon Road on the south, Avenida Del Yermo on the
west, Aliso Road on the north and Avenida Los Ninos on the east; and said real property
shall be developed substantially in accordance with the Specific Plan unless the Plan is
repealed or amended by the City Council of Cathedral City.
SECTION 2. Allowable uses and other land use regulations for the lots fronting on
Ramon Road shall be as prescribed in the PCC zoning district except as otherwise herein
provided. Allowable uses and other land use regulations for the lots fronting on Aliso
Road shall be as prescribed in the PLC zoning district except as otherwise herein
provided. The regulations encompassed by Specific Plan No. 1-022 in combination with
those regulations contained in Division B of Article V of the Cathedral City Zoning
Ordinance shall supplement the said PCC and PLC regulations, but shall supersede the
same to the extent of any inconsistency between the two sets of regulations and to the
extent that both such sets cannot be applied in compatible fashion.
SECTION 3. The Official Zoning Map of the City, Division B of Article II of
Ordinance No. 80, the Cathedral City Zoning Ordinance, hereby is amended by deleting
the zoning designations "PCC" and "PLC-S", respectively, and showing in lieu thereof a
letter S within a circle, with regard to the real property encompassed by Specific Plan
No. 1-022 and comprising the area bounded by Ramon Road, Avenida Del Yermo, Aliso
Road and Avenida Los Ninos.

SECTION 4. Pursuant to Section l.c.(2) of Division B of Article V of Ordinance
No. 80, the Cathedral City Zoning Ordinance, the City Clerk is authorized and directed to
cause Specific Plan No. 1-022 together with a certified copy of this Ordinance to be
recorded in the Office of the County Recorder of Riverside County, and said Specific Plan
No. 1-022 shall not become effective until thirty (30) days after the date of adoption of
this Ordinance or until the date of recordation, whichever is later.
SECTION 5. EFFECTIVE DATE. This ordinance shall be in full force and effect
thirty (30) days after passage.
SECTION 6. POSTING. The City Clerk shall within 15 days after the passage of
this ordinance, cause it to be posted in at least the 3 public places designated by
resolution of the City Council; shall certify to the adoption and posting of this ordinance;
and shall cause this ordinance and its certification, together with proof of posting, to be
entered in the book of ordinances of this City.
The foregoing ordinance was approved and adopted at a meeting of the City Council
held on December 5 , 1984, by the following vote:

CONDITIONS
Miscellaneous:
1. That the development of the property shall conform substantially with those approved
exhibits contained in Change of Zone No. 1-022, except as specifically modified by any of
the following conditions.
2. That the development of the premises shall conform to all development design controls
pursuant to the City of Cathedral City's Municipal Code.
3. That a sign program be developed and submitted for review and approval to the
Department of Community Development/Planning Division prior to the issuance of
Building Permits.
4. That the landscaping along the north side of Ramon Road be not less than 25 feet in
width. That the 25 foot area will include the 12 feet of public right-of-way and the
abutting 13 feet of private property. The landscaping shall be mounded to a minimum
height of 3 feet. That Aliso Road, Avenida del Ycrmo and Avenida los Ninos shall have a
landscaped area, as measured from curb face of 20 feet, 17 feet and 17 feet, respectively.
5. That any proposed development in this Specific Plan. area shall be subject to architectural
and site plan review pursuant to Section K and the current zoning regulations as
prescribed in Division B Sections 2 Sc 3 of the Cathedral City Municipal Code.
6. That reciprocal access and parking agreements be submitted, reviewed and approved by
the City Attorney for the common use of the parking facilities and acccssways for this
project and that reciprocal access rights for each parcel to Avenida del Yermo and
Avenida los Ninos be assured.
Streets:
7. Street improvements for the proposed interior acccssways shall be designed by a
California Registered Engineer and approved by the City Engineer prior to issuance of a
building permit. All accessway construction shall be in conformance with the following
standards.
• Minimum structural section on the accessways shall be 2" A.C. paving over 4" Class II
of aggregate base or as required in accordance with a soils report as may be required
by the City Engineer. Concrete flow gutters may be required by the City Engineer.

• Minimum accessway width shall be 25 feet.
S. Aliso Road shall not be used for vehicular access except as provided by the interim
standards.
9. That no on-site parking shall be allowed along the southerly side of Aliso Road.
Architecture:
10. That structures along Aliso Road not exceed two stories or 25 feet in height.
Grading and Drainage:
11. That all stormwater and nuisance water drainage that results from the development of
any lot or parcel must be either retained on site or casements secured to carry subject
water to another lot or parcel.
12. A Grading and Drainage Plan and hydrology study shall be required and shall be submitted
to the City Engineer for approval.
Interim Standards:
The following interim standards shall apply:
13. Developer shall provide and design protective devices which will prohibit erosion that may
result to abutting properties as result of development of abutting properties. Such
protective measures shall be approved by the City Engineer.
14. Access from Ramon Road shall be provided for interior lots fronting on Ramon Road
which are not contiguous to existing development. Access shall be subject to approval as
to ultimate design and location by the Department of Community Development and the
City Engineer.
15. The developer will be required to secure casements for the release of drainage and
stormwater run off from the project to adjoining or abutting properties or provide
alternate methods of disposal of subject run off. Alternatives and casements must be
approved by the Department of Community Development and City Engineer.
16. Conditions of approval as they relate to open space, parking, building height and such
other adopted standards shall prevail unless specifically amended as a condition of
approval of this project.
FINDINGS
1.That the project is consistent with State Law Sections 65450 - 65553.
2. That the project is consistent with the City's General Plan.
3. That the project is consistent with the surrounding development.
4.That the project will have no significant adverse environmental impacts.
