( Santoro Development Corporation (Michael Marix), subdivider) DEPARTMENT: Engineering MEETING DATE: January 24, 2001 DIVISION: Engineering DEADLINE FOR ACTION: N/A CONTACT PERSON: Dave Faessel, City En, gineer APPROVED: Department City Manager d Finance RECOMMENDATION: That the City Council approve the final map of Tract 29487 -1, accept the dedications made to the City on the final map subject to their improvement, and authorize execution of the subdivision agreement. BACKGROUND /ANALYSIS: Tentative Tract 29487, located southerly of 30th Avenue and easterly of Santoro Road, was approved by the City Council in May, of 2000. The tentative map consists of 80 single family lots. Final Map: The developer, Santoro Development Corporation, is the owner- subdivider. The first final map increment of the approved tentative tract , Tract 28487 -1, has been prepared and is ready for final map approval. This first map consists of 23 lots, to be built along Muirfield Way. See the attached vicinity map. The land has been surveyed and a final map has been submitted and reviewed. It meets the conditions of approval of the tentative map and is in conformance with the State Subdivision Map Act. All required securities have been posted to guarantee completion of all improvements, and the developer has executed a subdivision agreement. Staff recommends approval of the final map. Landscape and Lighting District: The subdivider executed a petition requesting the formation of a Landscaping and Lighting Act covering the entire subdivision, to cover future costs of electrical energy for the street lights and for any public parkway landscaping and for graffiti removal. If formed, this district would charge annual maintenance assessments on all lots in the tract. Actual formation of such a Landscape and Lighting District is not being proposed or considered at this time. The written petition from the developer will be kept on file and would be utilized at a later date only if and when the City desires to form a Landscape and Lighting District. If so, the petition would expedite the formation process. Traffic Calming measures: When this tentative map was approved, a condition was added to require traffic calming measures to be implemented to slow traffic and reduce any "cut through" traffic. The measures implemented in this tract primarily are chokers (a portion of street or intersection with a narrowed cross section). Park Fees: Payment of a revised specific plan park fee was also made a condition of approval of the tentative map. The fee was set at $4100 per acre which will be spread over the tract and paid with each building permit issued. An assessment district has been proposed which will include this subdivision and its future map increments. If this district is approved and formed, the park fees will be paid through bond proceeds in a lump sum, rather than with each building permit. FISCAL IMPACT: Approval and recordation of this map will allow construction of the first 23 of the approved 80 single family homes in the tentative tract. The fiscal impact will be positive to the economic vitality and improvement of the tax base for the Cathedral City Redevelopment Agency and the community as a whole. However, this approval will likely cause further fiscal constraints in the ability of the City of Cathedral City to meet expected demands for public services from the buyers and residents of this development. This is because City General Fund revenues expected from this tract is not likely to fund current operating levels needed for such services as Fire, Police, Recreation, park maintenance, and other services. This is compounded with the recent loss of CSD revenues. Yet, while this approval will add to the Redevelopment Agency's burden to provide low and moderate income housing, the increase in property tax increment to the Agency should provide a net benefit to the community tax base.
