REGULAR MEETING 68-700 Avenida Lalo Guerrero, Cathedral City, CA 92234 CALL TO ORDER -CLOSED SESSION Mayor IDe Rosa called the Closed Session portion of the meeting to order at 6:00 p.m. ROLL CALL Present: Council Member Aguilar, Council Member Henry, Council Member Pettis and Mayor IDeRosa Absent: None PLEDGE OF ALLEGIANCE— Led by Council Member John Aguilar INVOCATION - Offered by Council Member Stan Henry. CLOSED SESSION PUBLIC COMMENTS - None AGENDA APPROVAL SUMMARY OF CLOSED SESSION ITEMS Charles Green, City Attorney read a summary of the items under Closed Session. CLOSED SESSION 1. CITY COUNCIL - CONFERENCE WITH LABOR NEGOTIATOR, pursuant to Government Code Section 54956.6. (C. McClendon) Agency Negotiator: Charles McClendon, City Manager Represented Employees: Cathedral City Police Management Association RECESS The Council recessed to Closed Session at 6:05 p.m. ADJOURNMENT Mayor IDeRosa adjourned the Closed Session Meeting at 6:30 p.m. City Council of Cathedral City and City Council Serving as the Successor Agency of the Redevelopment Agency Minutes of October 22, 2014 Page 2 of 4 REGULAR MEETING OF THE CITY COUNCIL AND THE CITY COUNCIL SERVING AS THE BOARD OF THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY_ CALL TO ORDER— REGULAR MEETING Mayor IDeRosa called the Regular Meeting of the City Council to order at 6:30 p.m. PRESENTATIONS 1_ Palm Springs Unified School Eistrict Update by Karen Cornett, Board Member_ Karen Cornett, Palm Springs Unified School district Board Member, gave an update on the various programs district wide including the schools located in Cathedral City_ She also went over Board related items_ 2. Fiscal Year End Budget Update. (T_ Scott) ( •g_ 1) Tami Scott, Administrative Services Director, presented the Fiscal Year 2013/2094 Year End Budget update_ 3. City Council Goals Update. (C_ McClendon) ( •g_ 2) Charles McClendon, City Manager, gave a progress report on the where staff is on the short term goals that were adopted by Resolution at the April 9, 2014 City Council Meeting. AGENDA FINALIZATION CLOSED SESSION REPORTS Jennifer Mizrahi, C)eputy City Attorney, announced there were no reportable actions taken in Closed Session. URGENCY ITEMS PUBLIC COMMENTS Alan Carvalho, Cathedral City, thanked the Police Chief and the Fire Chief for doing an outstanding job and providing a great service to the community_ COUNCIL COMMENTS due to technical difficulties during the Council Meeting all of the Council's Comments were inaudible. COMMITTEE ASSIGNMENTS - See last page of Agenda Book_ City Council of Cathedral City and City Council Serving as the Successor Agency of the Redevelopment Agency Minutes of October 22, 2014 Page 3 of 4 CONSENT AGENDA MOTION by Council Member Aguilar, second by Council Member Henry, carried 4-0 to approve the following Consent Agenda Items with the removal of Item 4: A_ COUNCIL/CITY' COUNCIL AS SUCCESSOR AGENCY BOARD: 1_ COUNCIL/CITY COUNCIL AS SUCCESSOR AGENCY AND DOWNTOWN FOUNDATION BOARD_ Approve minutes of Wednesday, October 8, 2014. (T_ Martinez) (Pg. 1-7) B_ CITY COUNCIL: 2_ COUNCIL_ Approve a Resolution adopting an amended Conflict of Interest Code. (T_ Martinez) (Pg. 8-16) 13y Resolution 2014-42_ 3_ COUNCIL_ Appoint Council Member Pettis as the voting delegate to represent Cathedral City at the National League of Cities Annual Business Meeting, which will be held in Austin, Texas on Saturday, November 22, 2014, in Austin, Texas. Graham and Christine Graham, for a twelve (12) month period, across the City-owned East Cathedral Channel for access to APN 687-490-002. (P_ Milos) (Fog. 23-36) 13y M_O_ 6314_ 6_ COUNCIL_ Report of intended travel for Council Member Pettis to National League of Cities Congress of Cities and Exposition — November 18 — 22, 2014, Austin, Texas_ Southern California Association of Governments will be reimbursing cost associated with trip. ITEM REMOVED FROM CONSENT AGENDA 4_ COUNCIL_ Authorization to enter into a Purchase and Sale Agreement and Joint Escrow Instructions with City Urban Revitalization Corporation for Property located in the vicinity of the northwest corner of Date Palm and East Palm Canyon_ (T_ Scott) (Pg. 19- 22) MOTION by Council Member Henry, second by Council Member Aguilar, carried 3-1-0-0 (Council Member Pettis voted no), to approve the authorization to enter into a Purchase and Sale Agreement and Joint Escrow Instructions with City Urban Revitalization Corporation for property located in the vicinity of the northwest corner of Date Palm and East Palm Canyon by M_O_ 6313. PUBLIC HEARINGS - None LEGISLATIVE ACTIONS 7_ Consider approval of Special Use Permit J#14-037 for the proposed "Movies in the Park" to use Panorama Park. Recommendation: Approve MOTION by Council Member Aguilar, second by Council Member Pettis, carried 4-0, to approve Special Use Permit #14-037 for the proposed "Movies in the Park" to use Panorama Park by M_O_ 6315. 8_ Consider approval of a Resolution adopting the Cathedral City Annex to the 2012 Riverside County Multi-Jurisdictional Hazard Mitigation Plan.
