CALL TO ORDER
Mayor DeRosa called the Specia l Meeting to order at 6:00 p.m.
ROLL CALL
Present: Council Member Pettis, Council Member Henry and Mayor DeRosa.
Absent: None
PLEDGE OF ALLEGIANCE— Council Member Henry led the Pledge of Allegiance.
INVOCATION — Mayor DeRosa gave the invocation.
PUBLIC COMMENTS - None
AGENDA FINALIZATION
COUNCIL COMMENTS
Council Member Henry, reported that the City was able to do a bond refinance, which will save
the City a substantial amount of money.
Council Member Pettis, reported that he attended a LAFCO meeting where they approved the
annexation of Bill Messenger's property.
Mayor DeRosa, thanked staff for all of their efforts and reported that Fire Chief Robert Van
Nortrick has announced that he will be retiring.
LEGISLATIVE ACTIONS
1. COUNCIL. Discussion and consideration of making an appointment to fill the remaining
term of the Council position recently vacated by Chuck Vasquez. (C. McClendon) (Pg. 1)

Council Member Henry, indicated that he supports appointing an individual to fill the remaining
term that was vacated by Chuck Vasquez. He feels that it will give some assurance that the
City can continue to do business in the event that a Council Member is unable to attend a
meeting between now and when the new Council is seated. He would like to appoint John
Aguilar, who is currently on the Planning Commission and does not have any political
aspirations and is not seeking a seat on the Council at this time.
Nikohl Vandel, Desert Hot Springs, does not support appointing someone to fill the vacant seat
left by the resignation of Chuck Vasquez.
Paul S. Marchand, Cathedral City, does not support the appointment of an individual to fill the

vacated seat by Chuck Vasquez.
Council Member Pettis, indicated that he also supports making an appointment to fill the
remaining term that was vacated by Chuck Vasquez.
Mayor DeRosa, indicated that she does not feel it is necessary to make an appointment to fill
the vacated seat of Chuck Vasquez for three Council Meetings.
MOTION by Council Member Henry, second by Council Member Pettis, carried 3-0 to appoint
John Aguilar to fill the remaining term of Chuck Vasquez whose term will end in November 2014
effective September 25, 2014 by M.O. 6298.
John Aguilar stated that effective upon his swearing in as a Council Member he will tender his
resignation from the Planning Commission.
ADJOURNMENT
Mayor DeRosa adjourned the meeting at 6:37 p.m.
