CALL TO ORDER
Mayor De Rosa called the Study Session portion of the meeting to order at 5:00 p.m.
ROLL CALL
Present: Council Member Henry, Council Member Pettis, Mayor Pro Tem Vasquez
and Mayor DeRosa
Absent: Council Member Toles
ACTION TO EXCUSE ABSENT CITY COUNCIL BOARD MEMBER(S)
MOTION by Council Member Pettis, Second by Mayor Pro Tern Vasquez, carried 4-0-1-
0 (Council Member Toles was absent) to excuse Council Member Toles' absence from
the meeting.

Mayor Pro Tern Vasquez led the Pledge of Allegiance.

Council Member Henry gave the invocation.
PRESENTATIONS AND PROCLAMATIONS — None
CATHEDRAL CITY HIGH SCHOOL STUDENT REPORTS
Conner Erb, Student, reported that AVID has begun recruitment from the middle
schools. The Heal Program participated in the HOSA competition and they received

first place in two events. The HEAL Banquet will be held on May 18th . The school band
car wash will be held on Saturday, April 12, 2014. He reported that they have
conducted ASB interviews. He also reported that the MESA Solar Project is up and
running and will ready to perform on May 16, 17 and 18th

STUDY SESSION AGENDA
1. Presentation of"File of Life" (R. Van Nortrick)
Chief Robert Van Nortrick, Cathedral City Fire Department, gave an overview of the
"File of Life" program.
2. Receive presentation/video of On-the-Job Training (OJT) incentives offered by the
Riverside County Workforce Development from Wendy Frederick, Eastern County
Regional Manager. (L. Lukes)
Wendy Frederick, Eastern County Regional Manager of Riverside County Workforce
Development, shared a video on the incentives offered by the Riverside County
Workforce Development. She indicated that there are a lot of opportunities available
and encouraged businesses to take advantage of the program.
3. Receive and discuss a report from Cathedral City Parks and Recreation commission
to ban inflatable Bounce Houses in Public Parks. (P. Milos) (Pg. 1-2)
Diane Hines, Chairman, Parks Commission presented the Council with a report on
behalf of the Parks Commission and requested that the Council ban inflatable bounce
houses in public parks.
Council Member Greg Pettis, expressed his concern with banning inflatable bounce
houses. He would like to see what language other cities are using with regard to
banning bounce houses. He questioned who the Commission envisions enforcing
the ban.
Council Member Stan Henry, indicated that he would like to see how many permits
are being issued for bounce houses. He questioned if it is possible to limit areas of
the parks for bounce houses. He wants to be able to offer residents options. He
expressed his concern with the Police Department being limited on how they enforce
the banning of the bounce houses. He suggested that heavy fines may deter
individuals having bounce houses in the parks without permits.

Mayor Pro Tem Chuck Vasquez, feels that it is important to have this opportunity at
the parks for the community. Cathedral City is made up of working class families that
utilize the parks for many different activities. He stated that he feels there is a way to
make it work for everyone.
Mayor Kathleen DeRosa, stated that the challenges have been identified and
somehow we need to find balance to serve the needs of the community. Direction
has been given to staff on the type of information Council would like to see when this
item comes back for consideration.
City Manager Charles P. McClendon, stated that the direction that he is hearing from
Council is for staff to do the following:
• See what type of language other cities are using in their policies or codes.
• How do other cities enforce their policies or codes.
• Discussion on an out-right ban or having a policy in place including
enforcement.
• Will it affect designated parks or all City parks.
• Prepare a draft policy for Council review.
4. Discussion on adopting a Food Truck Ordinance in Cathedral City. (C. McClendon)
(Pg. 3-10)
City Manager McClendon, gave an overview of the research and discussion that has
been done to date. He stated that the City Attorney prepared a draft Ordinance
which includes a section on restricting mobile food facilities within a specific distance
of any fund raising event being conducted by a private organization.
It was the consensus of the Council to move forward with a Food Truck Ordinance
with the understanding that the County of Riverside sets the regulatory frame work as
far as the trucks themselves and the City can set the time, place and locations in
which they are allowed. They would also like the City Attorney to consider the dialog
that took place during discussion.

CALL TO ORDER
Mayor DeRosa called the Regular Meeting of the City Council to order at 6:30 p.m.
ROLL CALL
Present: Council Member Henry and Pettis, Mayor Pro Tern Vasquez and Mayor
DeRosa.
Absent: Council Member Toles
PRESENTATIONS
1. Cathedral City Chamber Singers Performance
The Cathedral City Chamber Singers did a small performance for the City
Council and those in the audience.
2. Introduction and Pinning Ceremony of New Firefighter/Paramedic, Olen Main. (R.
Van Nortrick)
Chief Robert Van Nortrick, Cathedral City Fire Department, introduced the
newest member of the Cathedral City Fire Department, Olen Main, and pinned
him with his badge.
PUBLIC COMMENTS
Mayor DeRosa opened Public Comments.
Jens Mueller, Cathedral City, expressed his concern with the City using City resources
to endorse Measure B. He again urged the City Council to request a proposal from the
County of Riverside for fire and law enforcement services.

Mayor DeRosa announced that City Manager McClendon would like Item #4 pulled from
the Consent Agenda for discussion.
URGENCY ITEMS — None
COUNCIL COMMENTS
Mayor Pro Tem Chuck Vasquez, reported that the going home celebration for Daniel
Webster, owner of Big Mama's Soul Food, will be held on Saturday morning at Glory to
God.
Council Member Greg Pettis, reminded everyone that on Saturday, April 12, 2014 the
Rotary Clubs of Cathedral City and the Scrap Gallery will be sponsoring the Walking for
Water Event from 8:00 a.m. to 12 noon at the Nellie Coffman Middle School.
Council Member Stan Henry, reported that he attended the Dispatcher Appreciation
Dinner and congratulated all of the dispatchers on doing a good job. He announced
that the Golden Apple Awards will be held on Thursday at 5:30 p.m. at the Mary
Pickford Theatre. He also reported that he, Mayor Pro Tern Chuck Vasquez and City
Manager Charles McClendon met with the School District and that they indicated that
the district will be re-building the Agua Caliente Elementary School. There are a couple
of plans that they are considering. Upon completion, it should be a state of the art
school.
Mayor Kathleen DeRosa, reported that she also attended the Dispatcher Appreciation
Dinner. She feels that public works and dispatch are two of the areas of the City that go
unrecognized. They are considered first responders and do a great job. She feels that
it was a great event. She participated in a leadership class at the Cathedral City High
School. She also spent some time at the Safe House of the Desert and working with a
group of women who are doing life coaching. Saturday was Day of the Child, which
was also a great event.

0 (Council Member Toles was absent) to approve the following Consent Agenda Items
with the removal of Item #4:

MOTION by Council Member Henry, second by Mayor Pro Tern Vasquez, carried 4-0-1-
0 (Council Member Toles was absent), to approve the following item that was removed
for discussion with the following correction to the Resolution by Resolution 2014-11:
The last bullet under Economic and Community Development should read:
Look at ways to light up and enliven downtown.
PUBLIC HEARINGS
5. COUNCIL/CITY COUNCIL AS HOUSING SUCCESSOR AGENCY. Approve a
Resolution for the Purchase and Sale Agreement and Joint Escrow instructions
by and between the City of Cathedral City, in its capacity as the Housing
Successor Agency, and Tri-Millenium Cathedral City, LLC. (T. Scott) (Pg. 19-25)
Administrative Services Director Tami Scott, presented a brief report on the item.
City Attorney Charles Green, clarified that each of the Council Members had seen
the Agreement.
The Council Members in attendance confirmed that they have seen the agreement.

MOTION by Council Member Pettis, second by Mayor Pro Tern Vasquez, carried 4-0-1-
0 (Council Member Toles was absent), to approve a Resolution of the City Council of
the City of Cathedral City in its capacity as the Housing Successor Agency to the
Former Cathedral City Redevelopment Agency approving the Purchase and Sale
Agreement between the City of Cathedral City in its capacity as the Housing Successor
Agency and Tri-Millennium Cathedral LLC by Resolution HSA- 2014-01.

ADJOURNMENT
Mayor DeRosa adjourned the meeting at 7:05 p.m.
