A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CATHEDRAL CITY ADOPTING A CITY COUNCIL POLICY MANUAL
WHEREAS, in accordance with Government Code Section 54954, the City
Council of the City of Cathedral City established the City Council Policies, Rules and
Procedures to govern the manner in which the business of the City Council is
conducted; and
WHEREAS, the City Council Policies, Rules and Procedures is a document that
merged the adopted Code of Ethics and Policies into one document; and
WHEREAS, on June 27, 2008, the City Council adopted a revised version of the
City Council Code of Ethics/Policies, Rules and Procedures by Resolution 2008-47; and
WHEREAS, the City Council requested that a comprehensive update of the City
Council's Policies, Rules and Procedures be done using the current best practices of
the California League of Cities, National League of Cities and International City/County
Managers Association; and
WHEREAS, the purpose of this Manual is to serve as a reference for existing
Council Members and Staff and to have one document that new City Council Members,
Appointed Officials, Employees and the public can read and understand, which outlines
how the City functions; and
WHEREAS, the Manual also includes by attachment or reference a number of
documents from the State or Public Organizations outlining critical laws and rules that
must be followed by State; and
WHEREAS, the City Council held a special meeting on January 28, 2014, to
review the updated City Council Policy Manual page by page indicating their desired
changes and/or corrections.
NOW THEREFORE, THE CITY COUNCIL DOES HEREBY RESOLVE AS
FOLLOWS:
Section 1. That the City Council hereby adopts a City Council Policy Manual
attached hereto as Exhibit "A" , which shall govern the manner in which the business of
the City Council is conducted.
Section 2. This Resolution supersedes any and all Resolutions previously
adopted by the City Council related to Council Policies, Rules and Procedures.
Section 3. That the City Clerk shall certify to the passage and adoption of this
Resolution; shall make a minute of passage and adoption thereof in the records of the
proceedings of the City Council, in the minutes of the meeting at which Resolution is
passed and adopted.
Section 4. That this Resolution shall become effective immediately upon
adoption.
