Mayor DeRosa called the Study Session portion of the meeting to order at 6:30 p.m.

PRESENTATION OF COLORS
Cathedral City High School Junior Air Force ROTC
PLEDGE OF ALLEGIANCE - Mayor Pro Tern Vasquez led the Pledge of Allegiance.
INVOCATION - Council Member Henry gave the invocation.
PRESENTATIONS AND PROCLAMATIONS — None
CATHEDRAL CITY HIGH SCHOOL STUDENT REPORTS
Connor Erb, Student, reported that the Heal medical program students will be going to
see famous surgeon, Dr. Ben Carson, at the Rancho Mirage Speaker Series. Juniors in
Heal are receiving their CERT (Citizens Emergency Response Team) Certificates which
include their license to perform CPR. The English and Arithmetic State Testing has
begun for all Juniors at the school. All Juniors in the State of California are required to
take this test which will indicated college readiness. Statistically 25% score college
readiness. The California Aptitude Exit Exam for Sophomores will begin next week.
PUBLIC COMMENTS
Mayor DeRosa opened Public Comments.
John Stevens, Mayor Pro Tern, Thousand Palms, Thousand Palms, stated that he does
not like the new City logo or business cards.
Suzie Del Toro, La Quinta, requested the support from the City Council of the program
"Freedom Flags for Families". Flags recognizing local veterans are purchased from
families and flown on poles throughout the community.
Lee C. Wilson, Jr., Palm Springs, also requested the support of the Council for the
"Freedom Flags for Families" program. He suggested that the flags be flown on

downtown light poles, perhaps in front of City Hall. He questioned if their group can
provide the flags will the City find the funding to hang them. He indicated that he would
like to see this project completed in time for Memorial Day this year. He also requested
that if there are any new streets developed in the City, that they be named after the two
Cathedral City fallen soldiers, U.S. Army Private First Class, Ming Sun and U.S. Army
Chief Warrant Officer 2, Suresh Krause.
Alan Carvalho, Cathedral City, stated that even though they had a successful house
tour, he is still not satisfied with the answer he received with regard to the Mayor
shutting down the sale of tickets, at the Farmers Market, to their event. He stated that
he would like the Mayor's personal cell phone number so he too can call after hours for
help as did the person who made the complaint regarding their ticket sales at the
Farmers Market. He wants a unified community and will work towards making that
happen.
Simeon Den, Cathedral City, expressed his dissatisfaction with the Mayor stopping the
sale of tickets to their event at the Farmers Market instead of helping them find a
solution to move forward.
James Price, Cathedral City, requested that the community work together with the City
to have a new certified Farmers Market. He feels that a Farmers Market is good for the
City. He enjoyed Shorty's Rib Fest and felt that it was a great event. He congratulated
the businesses that supported and sponsored the event and thanked the hundreds of
volunteers. He is looking forward to next year's event. He would like Cathedral City to
be known as the City of Festivals.
Tyron Pierson, Cathedral City, honors City Officials and Staff. He feels that Cathedral
City is a city that works instead of a city of pleasure. He wished the City well.
Rosario Avila, Cathedral City, requested that the wording on the website under City
Council Meetings where it reads "City Council Meetings are held on the second and
fourth Wednesday of each month, however..." that however should be changed to also
or as well.
Jens Mueller, welcomed the new City Manager. He indicated that the City has a large
debt load. He urged the Council to request a proposal from Riverside County Fire and
Sheriffs Department to provide service to Cathedral City. Every day the City wastes
$16,000 by not going to the County for services.
Heal Academy, Cathedral City High School, gave a brief presentation on their project
they are working on, spreading awareness of Cystic Fibrosis. They are working on a
petition to open a care center on the Coachella Valley.

Mayor DeRosa closed Public Comment.
Mayor Kathleen DeRosa, indicated that her cell phone number is on her business cards,
which are available at City Hall for anyone to pick up.
STUDY SESSION AGENDA
1. Discussion on Street Name Change E. Buddy Rogers to Officer Jermaine Gibson (P.
Milos)
Community Development Director Pat Milos, gave a presentation on fallen Officer
Jermaine Gibson. He indicated that he is proposing that the street name E. Buddy
Rogers be changed to Officer Jermaine Gibson. If it is the desire of the Council to
move forward with the street name change it will be placed on the Agenda of March
26, 2014 for consideration and approval. He stated that the street name change will
not affect any businesses or homes and that the name change adheres to all
Cathedral City Codes.
Council Member Stan Henry, read a letter from Officer Jermaine Gibson's mother in
law thanking the City for their support and expressing appreciation for the proposed
Street Name Change. He expressed his support for the street name change.
Mayor Pro Tern Chuck Vasquez, expressed his gratitude for the Police Department
and Fire Department for everything they do and supports the Street Name change.
Mayor Kathleen DeRosa, supports the Street Name Change.
It was the consensus of the Council to direct staff to move forward with the Street
Name Change process and to place it on the March 26, 2014 City Council Meeting
Agenda for consideration.
2. Presentation for Shelter from the Storm by Angela Coe, Executive Director (T. Scott)
Dr. Douglas Dubrois, requested support from the City on the upcoming Shelter from
the Storm New Beginnings Gala, which will be held on March 29, 2014. Tickets are
available on-line. Proceeds will go to shelter.
It was the consensus of the Council to direct staff to work on identifying funding for
the event.
3. City Council/Staff reports and inquiries of new or ongoing projects.
Fire Chief Robert Van Nortrick, gave a brief report on "File of Life". It is a magnet that
City Council of Cathedral City and

you place on the refrigerator that has medical information including prescription and
drug allergies for the resident so in the event that there is a medical emergency, the
responders have as much information as possible.
Mayor Kathleen DeRosa, requested that the "File for Life" be agendized for a future
meeting under Study Session to provide more information on the program.
City Clerk Gary Howell, indicated that he is no longer able to sit on the Coachella
Valley Mosquito and Vector Control Board and is currently looking for someone to
replace him. Anyone interested should contact him.
Mayor Kathleen Derosa, requested that staff prepare an RFP for a new Farmers
Market and to have the Arts Commission look into the Banner Program that was
presented to the Council this evening.
Council Member Stan Henry, welcomed new City Manager, Charles McClendon and
announced that there will be a community reception welcoming him on Monday,
March 17, 2014 from 4:30 to 6:00 p.m.

Fire Chief Robert Van Nortrick presented new Firefighter/Paramedic, Richard Valenti
with his badge.

Mayor DeRosa opened Public Comments.
Jens Mueller, Cathedral City, indicated that in no way does he disparage what the
Cathedral City Police and Fire do. The residents honor and value what the Police and
City Council of Cathedral City and

Fire do for the community. He stated that the City is broke and needs to look at ways to
save money. He encouraged the Council to consider Riverside County Fire and Law
Enforcement in an effort to save money.

COUNCIL COMMENTS
Mayor Kathleen DeRosa, congratulated the Pickford Theatre and Shorty's Rib Fest for
successful events. She reported that she nominated Breanna Erb for the 4th
Supervisorial District Young Lady of the Year. She announced that she was named 4th
Supervisorial District Young Lady of the Year and she will be honored on Tuesday,
March 18, 2014.
