REGULAR MEETING CALL TO ORDER Mayor Pro Tern Vasquez called the Closed Session portion of the meeting to order at 5:30 p.m. ROLL CALL Present: Council Members Henry, Pettis and Toles, Mayor Pro Tern Vasquez and Mayor DeRosa (via telecom). PUBLIC EMPLOYMENT Government Code Section 54957 Title City Manager ADJOURNMENT Mayor DeRosa recessed the Closed Session at 5:45 p.m. City Council of Cathedral City and City Council Serving as the Successor Agency of the Redevelopment Agency Board Minutes of January 22, 2014 Page 2 of 4 CALL TO ORDER Mayor Pro Tem Vasquez called the Regular Meeting portion of the meeting to order at 6:30 p.m. ROLL CALL Present: Council Members Henry, Pettis and Toles, Mayor Pro Tern Vasquez and Mayor DeRosa (via telecom). PRESENTATION OF COLORS None. PLEDGE OF ALLEGIANCE Mayor Pro Tern Vasquez led the Pledge of Allegiance. INVOCATION Council Member Toles gave the invocation. PRESENTATIONS AND PROCLAMATIONS None. CLOSED SESSION ANNOUNCEMENTS City Attorney Greene stated there was no reportable action. PUBLIC COMMENTS Mayor Pro Tern Vasquez opened public comments. There being no speakers, Mayor Pro Tem Vasquez closed public comments. AGENDA FINALIZATION None. URGENCY ITEMS None. COUNCIL COMMENTS City Council of Cathedral City and City Council Serving as the Successor Agency of the Redevelopment Agency Board Minutes of January 22, 2014 Page 3 of 4 Council Member Pettis stated technical difficulties caused him to only be able to listen to part of the January 15, 2014 City Council meeting via teleconference. He reported on the recent Sunline Board Meeting that he attended. COMMITTEE ASSIGNMENTS See last page of Agenda Book. MINUTES None. CONSENT AGENDA The Consent Calendar consisted of the following items: A. COUNCIL/CITY COUNCIL AS SUCCESSOR AGENCY BOARD: None. B. CITY COUNCIL None. PUBLIC HEARINGS None. LEGISLATIVE ACTIONS 1. COUNCIL. Consider ratifying selection for a City Manager and employment agreement (R. Wood) (Pg. 1-10) Interim City Manager Wood presented the staff report. Council Member Henry stated he visited Avondale, Arizona to talk to employees and community members. He discussed similarities between Avondale and Cathedral City. He stated he was confident that Charles McClendon is the right choice. Council Member Toles stated the choice of a city manager is one of the most important decisions of the City Council. He thanked Interim City Manager Wood. He explained the functions of the City Manager. He discussed the interviews conducted with the six potential applicants. He thanked all applicants and welcomed Mr. McClendon. Rosaria Avila, Cathedral City, expressed concern that the residents were not informed of the top six candidates. She stated she was not impressed with Mr. McClendon. Interim City Manager Wood explained that California State law mandated candidate's right of confidentiality. Mayor Pro Tern Vasquez stated the City Council only hire and/or fire the City Manager and City Attorney. There being no additional speakers, Mayor Pro Tern Vasquez closed public comments. Council Member Pettis indicated support for hiring Mr. McClendon. MOTION Council Member Pettis moved and Council Member Toles seconded a motion to offer the position of City Manager to Charles McClendon and authorize the execution of the agreement. The question was called and the motion carried unanimously by M.O. 6211. COUNCIL REPORTS ON CITIZEN INQUIRIES AND CONCERNS None. ADJOURNMENT Mayor Pro Tern Vasquez adjourned the meeting at 6:50 p.m. Approved and adopted by the City Council and City Council serving as the Successor Agency to the Redevelopment Agency on February 12, 2014.
