CALL TO ORDER
Mayor DeRosa called the Closed Session portion of the meeting to order at 5:10 p.m.

SUMMARY OF CLOSED SESSION ITEMS
City Attorney Green deemed a summary of the Closed Session items read into the record. There
were no changes to the Agenda. Mayor DeRosa opened and closed Public Comments without
any comments. The City Council moved into Closed Session.

BOARD
CALL TO ORDER
Mayor DeRosa called the Regular meeting of the City Council to order at 6:31 p.m.
ROLL CALL
Present: Council Members England, Pettis, Toles, Mayor Pro Tem Vasquez and Mayor DeRosa.
PRESENTATION OF COLORS AND PLEDGE OF ALLEGIANCE
Cathedral City High School Junior Air Force ROTC presented the Colors and Mayor Pro Tem
Vasquez led the Pledge of Allegiance.
INVOCATION
Council Member Toles offered the Invocation.
PRESENTATIONS AND PROCLAMATIONS
Mayor DeRosa thanked Lisa Lukes, Planning Director /Economic Development, Chair of the
Inland Empire Region of the American Public Works Organization, and Deanna Pressgrove,
Conservation Specialist, for their efforts related to the City receiving the American Public Works
Grass Roots Initiative Award.
Sandy Carroll Community Relations Coordinator Coachella Valley Rescue Mission
Mayor DeRosa presented a proclamation to Sandy Carroll, Community Relations Coordinator
Coachella Valley Rescue Mission. Ms. Carroll thanked the Council for helping the community
understand the homeless.
Certificate of Recognition: Samantha Hawley
Mayor DeRosa presented a certificate of recognition to Samantha Hawley for obtaining her
bachelor's degree in Accounting.
CATHEDRAL CITY HIGH SCHOOL STUDENT REPORTS
Alma Perez, Cathedral City, provided an update on the High School activities for October and
upcoming activities in November.

PUBLIC COMMENTS
Juliettea Rocha, Cathedral City, addressed the Council regarding the Dream Homes Assessment
Program and her home being condemned. She questioned where she was supposed to stay.
Mayor DeRosa stated the Council did not have enough information. Ms. Rocha expressed
frustration regarding the program being discontinued. Mayor DeRosa stated staff would look
into the matter.
Carl Brown, Rancho Mirage, stated he was a candidate for the Palm Springs School Board. He
expressed appreciation for the City's connection with the School District.
Eileen Diaz, Palm Springs, member of Bridges of Hope in Cathedral City, announced upcoming
activities.
There being no additional speakers, Mayor DeRosa closed public comments.
AGENDA FINALIZATION
Mayor DeRosa stated Item No. 5 would be pulled at the request of the applicant.
URGENCY ITEMS

CLOSED SESSION ANNOUNCEMENTS
City Attorney Green announced that there was no reportable action.
COUNCIL COMMENTS
Council Member Toles requested a moment of silence for the passing of Gordon Moller, Rancho
Mirage Councilmember. He shared the memory of his inspiration, Paul David Wellston,
Minnesota State Senator, killed in an airplane crash ten years ago. He encouraged residents to
vote.
Council Member England congratulated the Lions on its homecoming game. He announced the
3r Annual Meatball Festival on October 28, 2012, with proceeds to the Boys and Girls Club and
Soroptomist's Club. He discussed upcoming events with Bridges of Hope and Fill the Bus.
Council Member Pettis discussed the High School Football Homecoming. He discussed the
recent Chamber of Commerce Mixer and Senior pet event. He stated he attended recent
community garden programs. He stated SCAG met with City Managers to discuss regional
transportation plans. He discussed the meeting to discuss passenger rail service in the Coachella
Valley. He announced the Sunline Transit Agency Learning Center dedication on November 1,
2012. He stated the City Clerk would be involved in the 2012 International Election Delegation

Study Tour from November 2 -7, 2012. He announced Healing Fields from November 4 -11,
2012 to honor lost troops. He announced the Mathis Brothers Shop grand opening.
Mayor Pro Tem Vasquez discussed the Coachella Valley Rescue Mission and needs of the
homeless.
Mayor DeRosa stated she participated in the Ca1PERS educational forum. She congratulated the
Fire Department on its Pancake Breakfast. She stated she attended the new church opening. She
welcomed the Soroptomist's. She announced the upcoming Jammin' for Jesus and Meatball
Festival. She stated she worked with Desert Aids Project on its communication plan.
COMMITTEE ASSIGNMENTS
No discussion was held.
MINUTES
Approval of minutes from City Council Meeting for September 26th and October 10, 2012.
The Council approved the September 26, 2012 and October 14, 2012 minutes as submitted.
CONSENT AGENDA
MOTION
Council /Board Member England moved and Mayor Pro Tem Vasquez seconded a motion
to approve the Consent Calendar. The motion carried unanimously.
The Consent Calendar consisted of the following items:
1. COUNCIL. Waive further reading and adopt an Ordinance Authorizing an Amendment
to the Contract between the Board of Administration of the California Public
Employees' Retirement System and the City of Cathedral City to provide: A) Section
20475 (Different Level of Benefits), Section 21353 (2 % @60 Full Formula) and Section
20037 (Three -Year Final Compensation) for Local Miscellaneous Members entering
Membership for the first time in the Miscellaneous Classification (Tier 2); and B) Section
20475 (Different Level of Benefits), Section 21369 (2%@55 Full Formula) and Section
20037 (Three -Year Final Compensation) for Local Fire Members entering Membership
for the first time in the Fire Classification Tier 2 by Ordinance No. 715 (T Scott) (Pg. 1-

2. COUNCIL. Approve a Resolution amending the No Parking Zone on portions of Perez

LEGISLATIVE ACTION

Chief Van Nortrick presented the staff report.
There were no public comments.
Administrative Services Director Scott explained that the fire truck had to be purchased
out right and the City would receive a bond.
MOTION
Council Member England moved and Mayor Pro Tem Vasquez seconded a motion to
authorize the purchase of a Type -1 Pierce Fire Engine by M.O. 5051. The motion
carried unanimously.
COUNCIL REPORTS ON CITIZEN INQUIRIES AND CONCERNS
None.
ADJOURNMENT
Mayor DeRosa adjourned the meeting at 7:22 p.m.
