A. Interview Applicants for the Palm Springs International Airport
Commission and Finance Advisory Committee
Recommendation: Interview applicants for the Palm Springs International
Airport Commission and the Finance Advisory Committee.
The City Council conducted interviews for the Commission/Committee seats
that will expire June 30, 2024, using a random number generator to determine
the order in which the applicants would be interviewed. The Council will
consider making appointments at the Regular Meeting of June 26, 2024. The

Fuz Michael Edwards expressed his concern related to a short-term vacation
rental citation he received.
Dante Kai expressed his concern related to a short-term vacation rental citation
he received.

A. Desert Recreation District (DRD) Presentation
Recommendation: This is for presentation purposes only.
Kevin Kalman, Desert Recreation District, provided an overview of the Desert
Recreation District (DRD). He covered the following points:
• Overview of DRD

• Programming
• Special Events
• Park Safety with Park Attendants
• Cleanliness of Parks
• Community Engagement
• Benefits of Joining the DRD
This was a presentation only, there was no formal action taken by the City
Council.
Terry Applegate, discussed the Resident Study Committee. She questioned how
to bridge the communication gap with those who are not familiar with DRD
services. She suggested using Cathedral City Ambassadors to help the
community better understand the services provided by DRD.
B. Presentation - Lift to Rise 2024-2026 Action Plan

C. Update on the City's use of Service Contracts and the introduction of the
Contract Tracker Spreadsheet
Recommendation: The update on the city's use of service contracts
throughout the organization and the introduction of the
"Contract Tracker" spreadsheet is presented to the City
Council for information, discussion and comments.
John Corella, Director of Engineering and Public Works, provided an update on
the City's use of service contracts and he introduced the contract tracker
spreadsheet. The following points were presented:

1. SPECIAL PRESENTATION
A Cathedral City High School Band Booster Club
Recommendation: This is a presentation only.
Brenda Ramirez, President of the Cathedral City Band Booster, provided an
overview of the Cathedral City Band's recent achievements. She thanked the
City for their support and presented the City Council with a plaque of
appreciation.
1. PUBLIC COMMENTS
Robert McCormick, expressed his concern related to the impoundment of his
vehicle and requested that he receive maximum punitive damages.
Yasmin Espinoza, expressed her gratitude to Mayor Pro Tern Ross and the City
for their efforts related to the issues at Tramview Mobile Home Park. She
provided a copy of a letter from the Tramview Residents to the owner of the
park for the City Council's review.
Josh Heinz, Community Engagement Manager Visit Greater Palm Springs,
thanked the City for their partnership and collaboration and for beginning the
process to become a Certified Autisum City.
Jens Mueller, expressed his concern with trash can violations and the City's
enforcement of the issue. He provided suggestions for better enforcement.
Evan Tucker, urged the City to prioritize affordable housing in the City.

• Her participation in the recent Emergency Preparedness Event, held at

2024, Requesting Riverside County Provide Election Services and
Establishing Regulations for Candidates Filing an Optional Candidate
Statement
Recommendation: To adopt a Resolution calling and giving notice of a
General Municipal Election to be held on Tuesday,
November 5, 2024, for the election of certain officers and
requesting the Board of Supervisors of the County of
Riverside to consolidate the General Municipal Election
with the Statewide General Election to be held pursuant to
California Elections Code Section 10403. It is further
recommended that the City Council adopt a Resolution

materials submitted to the voters at an election to be held
on November 5, 2024.

4. PUBLIC HEARINGS
A. Annual Renewal of the Lighting & Landscaping District (LLD) Budget
Recommendation: To hold a public hearing, adopt resolutions approving the
final engineer's report, and order the levy and collection of
annual assessments for the sixteen (16) existing benefit
zones for the annual renewal of the Lighting and
Landscaping District budget for fiscal year (FY) 2024/2025.
Kevin Biersack, Financial Services Director, provided an overview of the
proposed Landscape and Lighting Maintenance District Annual Budget
Adoption.
Mayor Mark Carnevale opened the Public Hearing to receive public comments,
seeing none, he closed the Public Hearing and returned discussion to the City

B. Award Agreement for Design Professional Services to STC Traffic, Inc.
for the Highway Safety Improvement Program (HSIP), Cycle 11C,
Citywide Traffic Signal Hardware Upgrades Project.
Recommendation: To award a Professional Services Agreement to STC
Traffic, Inc. in the amount of $84,688.93 to prepare the
plans, specifications, right of way and environmental
documents for the Highway Safety Improvement Program
(HSIP), Cycle 11C, Citywide Traffic Signal Hardware
Upgrades Project (CIP C08756); and authorize the City
Manager to execute the contract.

Bringas Memorial Bridge Grade Control Structure and the Date Palm
Drive Bridge Channel Lining to Contera Construction Corporation
Recommendation: To award a construction contract to Contera Construction
Corporation, in the amount of $2,690,521.00 for the
removal of soil from the Ofelia Bringas Memorial Bridge
Grade Control Structure (City Project M00023) and Date
Palm Drive Channel Lining (City Project M00025) affected
by the Tropical Storm Hillary event, and approve a fifteen
percent (15%) contingency in the amount of $403,578.15
for any unforeseeable costs; thereby, bringing the total soil
removal budget for this project to $3,094,099.15; and,
authorize a budget amendment in the amount of
$3,094,099.15 from the General Fund to complete the
project; and, authorize the City Manager to execute the
required contract documents; and, authorize the City
Engineer to request bonds and insurance for the project
and issue the Notice to Proceed.

Recommendation: To ratify the agreement for LeAnn Rimes to perform as the
headline act inside the Community Amphitheater for the

Balloon Festival on Saturday, Nov. 23, 2024.

Recommendation: To adopt Resolution No. declaring that certain 1.8-
acre vacant land parcel located at the northwest corner of
East Palm Canyon Drive and West Buddy Rogers Avenue,
also identified by Assessor's Parcel Number 687-475-006,
as surplus land and direct the City Manager's office to
follow the procedures set forth in the Surplus Land Act,
California Government Code Section 54220 et seq., as
amended on January 1, 2020, for the sale of surplus land.

by Councilmember Gregory to adopt a Resolution declaring that certain 1.8-acre
