INTERVIEWS A. Interview Applicants for the Palm Springs International Airport Commission and Finance Advisory Committee Recommendation: Interview applicants for the Palm Springs International Airport Commission and the Finance Advisory Committee. The City Council conducted interviews for the Commission/Committee seats that will expire June 30, 2024, using a random number generator to determine the order in which the applicants would be interviewed. The Council will consider making appointments at the Regular Meeting of June 26, 2024. PUBLIC COMMENTS Fuz Michael Edwards expressed his concern related to a short-term vacation rental citation he received. Dante Kai expressed his concern related to a short-term vacation rental citation he received. The City Council recessed at 2:54 p.m. The City Council reconvened at 3:00 p.m. 3. STUDY SESSION A. Desert Recreation District (DRD) Presentation Recommendation: This is for presentation purposes only. Kevin Kalman, Desert Recreation District, provided an overview of the Desert Recreation District (DRD). He covered the following points: • Overview of DRD • DRD Staff • Programming • Special Events • Park Safety with Park Attendants • Cleanliness of Parks • Community Engagement • Benefits of Joining the DRD This was a presentation only, there was no formal action taken by the City Council. Terry Applegate, discussed the Resident Study Committee. She questioned how to bridge the communication gap with those who are not familiar with DRD services. She suggested using Cathedral City Ambassadors to help the community better understand the services provided by DRD. B. Presentation - Lift to Rise 2024-2026 Action Plan Recommendation: This is a presentation only, no formal action is recommended Cathedral City Page 2 Jessika Pollard, Senior Policy Analyst and Ian Gabriel, Director of Data, for Lift to Rise, provided an overview of the Lift to Rise 2024-2026 Action Plan. The following points were presented: • North Star • Shared Goal • Shared Wins • The Action Plan • Two Year Goal • Key Strategies o Pipeline o Funding o Policy Advocacy o Infrastructure o Movement Building o Rapid Response • You have the Power Ofilia Zavala, expressed her support for Lift to Rise and encouraged the Council to support the Lift to Rise Action Plan. She feels the Coachella Valley is a beautiful place where there are a lot of families that are in need of affordable housing. C. Update on the City's use of Service Contracts and the introduction of the Contract Tracker Spreadsheet Recommendation: The update on the city's use of service contracts throughout the organization and the introduction of the "Contract Tracker" spreadsheet is presented to the City Council for information, discussion and comments. John Corella, Director of Engineering and Public Works, provided an update on the City's use of service contracts and he introduced the contract tracker spreadsheet. TION There were no changes to the Agenda. 1. SPECIAL PRESENTATION A Cathedral City High School Band Booster Club Recommendation: This is a presentation only. Brenda Ramirez, President of the Cathedral City Band Booster, provided an overview of the Cathedral City Band's recent achievements. She thanked the City for their support and presented the City Council with a plaque of appreciation. 1. PUBLIC COMMENTS Robert McCormick, expressed his concern related to the impoundment of his vehicle and requested that he receive maximum punitive damages. Yasmin Espinoza, expressed her gratitude to Mayor Pro Tern Ross and the City for their efforts related to the issues at Tramview Mobile Home Park. She provided a copy of a letter from the Tramview Residents to the owner of the park for the City Council's review. Josh Heinz, Community Engagement Manager Visit Greater Palm Springs, thanked the City for their partnership and collaboration and for beginning the process to become a Certified Autisum City. Jens Mueller, expressed his concern with trash can violations and the City's enforcement of the issue. He provided suggestions for better enforcement. Evan Tucker, urged the City to prioritize affordable housing in the City. 2. Approval of Grant Expenditure SLESA FY 2020-2021 Recommendation: To approve the expenditure plan appropriating Cathedral City Page 7 Supplemental Law Enforcement Services Account (SLESA) for FY 2021-2022 allocation for NexLog Dispatch Event Recorder, two BizHub printer/copiers, and four 4RE Motorola Watchguard in-car camera systems and funds to match the Department of Justice, Patrick Leahy Bulletproof Vest Partnership Program. M.O. 2024-93 F. Amendment No. 1 to the Agreement for Development Support Services between Cathedral City and Christiansen & Company Recommendation: For the City Council to approve Amendment No. 1 to the Agreement for Development Support Services between the Cathedral City and Christiansen & Company to provide engineering land development management support consulting services for one (1) additional year, with the option for two (2) additional one (1) year extensions, in the not to exceed amount of $93,000 per year; and, authorize the City Manager to execute Amendment No. 1 and additional extensions provided within Amendment No. 1, M.O. 2024-94 G. Notice of Completion for FY 2023-2024 Rubberized Emulsion Aggregate Slurry (REAS) Projects Recommendation: To accept and approve the following REAS Projects: Panorama Neighborhood streets (C08681), Sunny Lane Neighborhood streets (C08682), and Victoria Drive Neighborhood streets (C08683), as final; and authorize the City Manager to file a Notice of Completion with the Riverside County Recorder's Office; and authorize the release of retention funds to Petrochem Materials Innovation, LLC (PM!) upon expiration of the Notice of Completion. M.O. 2024-95 H. CFD 2006-1, IA#21 Authorizing the Levy of a Special Tax (2nd Reading) Recommendation: To conduct second reading and adopt an ordinance authorizing the levy of a special tax within Improvement Area No. 21 of the City of Cathedral City Community Facilities District No. 2006-1 (Law Enforcement, Fire, Paramedic, Park and General Maintenance Services). Ord 879 Ratify Nominations by Councilmembers for Commission/Committee Seats and Appoint Individuals to Serve a Three-year Term to Expire June 30, 2027. Resolution Confirming Assessments Against Various Property Owners for Nuisance Abatement Costs Recommendation: Staff recommends City Council adopt the proposed resolution, thereby confirming assessments against various property owners for nuisance abatement costs and providing for collection. Reso 2024-27 K. Calling a General Municipal Election to be held Tuesday, November 5, 2024, Requesting Riverside County Provide Election Services and Establishing Regulations for Candidates Filing an Optional Candidate Statement Recommendation: To adopt a Resolution calling and giving notice of a General Municipal Election to be held on Tuesday, November 5, 2024, for the election of certain officers and requesting the Board of Supervisors of the County of Riverside to consolidate the General Municipal Election with the Statewide General Election to be held pursuant to California Elections Code Section 10403. It is further recommended that the City Council adopt a Resolution Cathedral City Page 9 establishing regulations for elective office pertaining to materials submitted to the voters at an election to be held on November 5, 2024. Annual Renewal of the Lighting & Landscaping District (LLD) Budget Recommendation: To hold a public hearing, adopt resolutions approving the final engineer's report, and order the levy and collection of annual assessments for the sixteen (16) existing benefit zones for the annual renewal of the Lighting and Landscaping District budget for fiscal year (FY) 2024/2025. Kevin Biersack, Financial Services Director, provided an overview of the proposed Landscape and Lighting Maintenance District Annual Budget Adoption. Mayor Mark Carnevale opened the Public Hearing to receive public comments, seeing none, he closed the Public Hearing and returned discussion to the City Council. Reso 2024-30 Reso 2024-31 A motion was made by Councilmember Gregory and seconded by Councilmember Lamb to adopt the following resolutions: A Resolution of the City Council of the City of Cathedral City ordering the levy and collection of assessments within the Street Lighting and Landscape Maintenance District No. 1 for Fiscal Year 2024/2025. A Resolution of the City Council of the City of Cathedral City approving the final Engineer's Annual Levy Report for the Street Lighting and Landscape Maintenance District No. 1 for Fiscal Year 2024/2025. Award Agreement for Design Professional Services to STC Traffic, Inc. for the Highway Safety Improvement Program (HSIP), Cycle 11C, Citywide Traffic Signal Hardware Upgrades Project. Recommendation: To award a Professional Services Agreement to STC Traffic, Inc. in the amount of $84,688.93 to prepare the plans, specifications, right of way and environmental documents for the Highway Safety Improvement Program (HSIP), Cycle 11C, Citywide Traffic Signal Hardware Upgrades Project (CIP C08756); and authorize the City Manager to execute the contract. M.O. 2024-99 A motion was made by Councilmember Gutierrez and seconded by Councilmember Gregory to award a Professional Services Agreement to STC Traffic, Inc. in the amount of$84,688.93 to prepare plans, specifications, right of way and environmental documents for the Highway Safety Improvement Program (HSIP), Cycle 1/C, Citywide Traffic Signal Hardware Upgrades Project (CIP C08756); and authorize the City Manager to execute the contract. Contract Award for Homeless Encampment Clean Up Services and Other Support Services Recommendation: Commencing fiscal year 2024-25, to approve a three year As-Needed Service Contract to Signature Cleanup for Homeless Encampment Clean Up Services and Support Services in the not to exceed amounts of $200,000 for Homeless Encampment Cleanup Services, $120,000 for Environmental Support Services and $20,000 for Public Arts Maintenance, respectively, with an option to extend an additional two- years in one-year increments; and, authorize the City Manager to execute the contract. M.O. 2024-100 A motion was made by Councilmember Lamb and seconded by Councilmember Gregory to approve a three-year as-needed services contract to signature cleanup for homeless encampment clean up services and support in the not to exceed amounts of $200,000 for homeless encampment cleanup services, $120,000 for environmental support services and $20,000 for public arts Cathedral City Page 12 maintenance, respectively, with an option to extend an additional two-year in one-year increments; and, authorize the City Manager to execute the contract. Award Construction Contract for the Soil Removal from the Ofelia Bringas Memorial Bridge Grade Control Structure and the Date Palm Drive Bridge Channel Lining to Contera Construction Corporation Recommendation: To award a construction contract to Contera Construction Corporation, in the amount of $2,690,521.00 for the removal of soil from the Ofelia Bringas Memorial Bridge Grade Control Structure (City Project M00023) and Date Palm Drive Channel Lining (City Project M00025) affected by the Tropical Storm Hillary event, and approve a fifteen percent (15%) contingency in the amount of $403,578.15 for any unforeseeable costs; thereby, bringing the total soil removal budget for this project to $3,094,099.15; and, authorize a budget amendment in the amount of $3,094,099.15 from the General Fund to complete the project; and, authorize the City Manager to execute the required contract documents; and, authorize the City Engineer to request bonds and insurance for the project and issue the Notice to Proceed. Declaration of Surplus Land Recommendation: To adopt Resolution No. declaring that certain 1.8- acre vacant land parcel located at the northwest corner of East Palm Canyon Drive and West Buddy Rogers Avenue, also identified by Assessor's Parcel Number 687-475-006, as surplus land and direct the City Manager's office to follow the procedures set forth in the Surplus Land Act, California Government Code Section 54220 et seq., as amended on January 1, 2020, for the sale of surplus land.
