ZONING ORDINANCE AMENDMENT 03-317
A ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CATHEDRAL
CITY, CALIFORNIA APPROVING AN AMENDMENT TO CHAPTER
19.14.020 "PERMITTED USES" AND ADDING 19.14.150 "PARKING
LOTS" REGARDING PERMITTING PARKING LOTS IN THE R1 (SINGLE-
FAMILY RESIDENTIAL) WHEN THE LOT IS ADJACENT TO A
COMMERCIAL LOT ON RAMON ROAD.
WHEREAS, an application for approval of Zoning Ordinance Amendment 03-317 under the
provisions of the Cathedral City Municipal Code and Zoning Ordinance was initiated by the City of
Cathedral City; and
WHEREAS, said application was submitted to the City's Planning Commission for
recommendation to the City Council after a public meeting was held on July 16, 2003;
WHEREAS, said application has been submitted to the City's City Council for decision
after a public meeting was held on August 27, 2003;
WHEREAS, the request is to amend the Zoning Ordinance to allow residential lots in the
R1 (Single-family Residential) zone to be used for parking purposes when said tot is adjacent to a
commercially zoned tot that has frontage on Ramon Road.; and
WHEREAS, the City of Cathedral City acting as Lead Agency has determined that the
requested Zoning Ordinance Amendment 03-676 is exempt from the California Environmental
Quality Act; and
Section 1. The Planning Commission considered all of the evidence submitted into the
administrative record, which includes, but is not limited to: a) the Staff Report prepared for the
Planning Commission by the City Planner; b) the staff presentation; c) public comments, both
written and oral, received and/or submitted at, or prior to, the public hearing/meeting
supporting and/or opposing the staff recommendation; and, d) testimony and/or comments from
the applicant and its representatives submitted to the City in both written and oral form at, or
prior to, the public hearing/meeting.
Section 2. The City Council considered all of the evidence submitted into the
administrative record, which includes, but is not limited to: a) the Staff Report prepared for the
City Council by the City Planner; b) the staff presentation; c) public comments, both written and
oral, received and/or submitted at, or prior to, the public hearing/meeting supporting and/or
opposing the staff recommendation; and, d) testimony and/or comments from the applicant and
its representatives submitted to the City in both written and oral form at, or prior to, the public
hearing/meeting.
Section 3. Based on the foregoing evidence the City Council finds that:
a) The proposed zoning ordinance amendment is in conformity with the General Plan.
The proposed Zoning Ordinance Amendment will provide opportunities for viable land
area to accommodate suitable commercial development, and provide design and
development standards to transition from commercial uses to residential
development.

b) The proposed zoning ordinance amendment is necessary and proper at this time,
and is not likely to be detrimental to the adjacent property or residents.
The Zoning Ordinance Amendment provides standards for walls, landscaping, and
design that will assist the transition from commercial to residential uses.
NOW, THEREFORE, LET IT BE RESOVLED, that the City Council of the City of Cathedral
City does adopt a Negative Declaration and amends Zoning Ordinance as follows:
ADDITION OF SECTION 19.14.020
Section 19.14.050 "Permitted Uses" of the Zoning Ordinance is hereby amended with the
following addition:
"Parking lots; as provided in Section 9.14.150;"
ADDITION OF SECTION 19.14.150 "Parking Lots"
Section 19.14.150 "Parking Lots" is hereby added to the Zoning Ordinance:
"Parking lots, in conjunction with commercial uses, are allowed provided that the parking
lot:
1. Solely serves an adjacent commercial development that has frontage along Ramon
Road;
2. Shares a common property line or alley (not including a public street) with the
commercial development;
3. Does not have vehicular access from an adjacent residential street, unless no other
suitable options are available as determined by the City Planner;
4. Is not located on a lot that fronts on Roundup Road; and
5. Is not used for any type of storage activity, sales, or other non-parking use at any
time.
For parking lots meeting the above criterion, the following development standards shall
apply:
1. A solid decorative masonry wall shall be constructed between the parking lot and the
adjacent residential properties. The wall shall be a minimum of 6 (six) feet and a
maximum of 7 (seven) feet in height. Where the wall is adjacent to a residential front
yard setback, the wall height shall step down, starting at the setback line to meet the
perimeter screen watt height as described below.
2. A solid decorative masonry screen wall shall be constructed between the parking lot
and the adjacent residential street(s) that is a minimum of 36 (thirty-six) inches and a
maximum of 48 (forty-eight) inches in height. A minimum 5 (five) foot interior width
planter shall be constructed along both sides of the decorative screen wall.
3. A minimum 5 (five) foot interior width planter shall be constructed along the
perimeter of the lot where the lot is adjacent to residentially zoned properties.
4. All interior planters shall be protected from vehicle overhangs with concrete wheel
stops. Exception: Vehicles may have a 2 (two) foot overhang into a planter that has a
minimum interior dimension of at least 7 (seven) feet and concrete wheel stops will
not be required.
5. Parking lots shall have a minimum of fifty (50) percent shade coverage of the parking
area within 10 (ten) years of construction. Trees should be planted between every 3

Section 7, Posting
The City Clerk shall within 15 days after passage of this Ordinance, cause it to be posted
in at least the three (3) public places designated by resolution of the City Council; shall certify to
the adoption and posting of this Ordinance; and, shall cause this Ordinance and its certification,
together with proof of posting, to be entered in the Book of Ordinances of this City.
The foregoing Ordinance was approved and adopted at a meeting of the City Council held
