Cit Study & Regular Meeting Wednesday, May 22, 2024 3:00 PM City Council Chambers 68-700 Avenida Laic Guerrero Cathedral City, CA 92234 STUDY SESSION 3:00PM • CALL TO ORDER Mayor Mark Carnevale called the Study Session portion of the Meeting to order at 3:00 p.m. • ROLL CALL Present: Mark Carnevale, Mayor Nancy Ross, Mayor Pro Tem Raymond Gregory, Councilmember Ernesto Gutierrez, Councilmember Rita Lamb, Councilmember • AGENDA FINALIZATION There were no changes to the Agenda. 1. PUBLIC COMMENTS There were no members of the public that wished to make public comment. 3. STUDY SESSION A. Presentation Cathedral City High School International Baccalaureate Program Recommendation: This is a presentation only, there is no formal action required. Ed Perry, Coordinator Cathedral City High School International Baccalaureate Program, presented an overview of the program and covered the following items: Cathedral City Page 1 • The History • The Mission Statement • Learner Profile • The Curriculum • Statistics — Student Enrollment and Exam Results He introduced Ana Maya who will be taking over the program in the upcoming school year. This item was for presentation only, there was no formal action taken by the City Council. B. Report on Becoming a Certified Autism Center Recommendation: This report is for information only. Anne Ambrose, Assistant City Manager, provided an overview on how Cathedral City can become a Certified Autism Center. She covered the following points in her presentation: • Certified Autism Destination • Quote from IBCCES • Overview of the training The City Council expressed their support of becoming a certified Autism Center and it was the consensus of the Council to direct staff to move forward. Staff indicated that an item to consider a budget adjustment for this project will be agendized for a future City Council Meeting. C. Ambulance Update Recommendation: No action needed this is information only, Michael Contreras, Fire Chief, provided an overview on the City's ambulance services. He covered the following points: • Calls and Transports (Last three years) • Ambulance Response Times/Commitment Times • County Response Times &Ambulance Availability • The Solution — Fire Engine vs Medic Unit • Fire Department Budget 2023/2024 • Neighboring Agency Comparison • Solution • Ambulance Fees • Fully Committed Resources The City Council expressed their support of the City's ambulance services provided by the Fire Department and it was the consensus of the City Council to direct staff to move forward with their plan as outlined in the presentation. This Cathedral City Page 2 item was for presentation and direction only, there was no formal action taken by the City Council. D. Special Events: Spring 2024 Recap Recommendation: This item is presented for information, discussion, and direction only. Ryan Hunt, Communications and Event Manager, provided an overview of the 2024 Spring Events. He covered the following events: • Yoga in the Amphitheater • Taste of Jalisco • Mary Nutter Collegiate Classic • Cathedral City LGBT Days • Tastes and Sounds This is a presentation only, there was no formal action taken by the City Council. 2. CLOSED SESSION Assistant City Attorney Al Ford announced that the City Council will meet in Closed Session to discuss the following item on the Agenda. A. Conference with Real Property Negotiator Pursuant to Government Code Section 54956.8 Property Location: Approximately 1.8 acres, APN: 687-472-006 Agency Negotiating: Anne Ambrose, Assistant City Manager Negotiating Parties: City of Cathedral City; Unidentified potential purchasers Under Negotiations: Price and Terms of Disposition Recommendation: There is no recommendation for this item. The City Council recessed to Closed Session at 4:30 p.m. They will reconvene at 5:30 p.m. for the Regular Meeting of May 22, 2024. There was no reportable action taken during Closed Session. RECESS REGULAR MEETING - 5:30 PM • CALL TO ORDER Mayor Mark Carnevale called the May 22, 2024 Regular City Council Meeting to order at 5:30 p.m. Cathedral City Page 3 • PLEDGE OF ALLEGIANCE Mayor Pro Tern Nancy Ross led the Pledge of Allegiance. • INVOCATION ( 0 ENT OF REFLECTION) Councilmember Raymond Gregory offered a Moment of Reflection. • ROLL CALL Present: Mark Carnevale, Mayor Nancy Ross, Mayor Pro Tern Raymond Gregory, Councilmember Ernesto Gutierrez, Councilmember Rita Lamb, Councilmember • AGENDA FINAL! TION There were no changes to the Agenda. 1. PUBLIC COMMENTS Brad Anderson, referenced the RCTC Commission, and stated that he is opposed to any increased taxes on the citizens in the region. Jens Mueller, expressed his concern related to trash can violations in the City. He encouraged the City Council to focus on beautifying the City. Erin Hyland, on behalf of Leadership Coachella Valley, invited the City Council to the graduation of Leadership Coachella Valley Class of 2024, which will be held on June 28, 2024. She also provided an update on the Read With Me program, and encouraged volunteerism. 2. COUNCIL REPORTS Councilmember Ernesto Gutierrez reported on the following: • He hopes everyone had a great Mother's Day • His attendance at the Coachella Valley Conservation Commission Meeting • His attendance at the State of the City Address • His participation on the Community Assistance Grant subcommittee • His attendance at a presentation for Lisa Middleton, who is running for State Senate • His meeting with a property owner regarding his commercial building • The phone calls he received regarding Illegal food vendors • His conversation with a business owner who had a permit question • His interaction with a property owner related to a code compliance issue • He wished everyone a safe and fun Memorial Day Cathedral City Page 4 • His meeting with City Manager McClendon and Assistant City Manager Ambrose to review upcoming agenda Mayor Pro Tern Nancy Ross discussed recent surveys that showed that residents in Cathedral City are generally happy with services and opportunities in the City. Councilmember Raymond Gregory reported on the following: • His attendance at the Harvey Milk Breakfast • His attendance at the Safe Schools Pride Prom • His attendance at the Roost Fundraiser • His attendance at the Coachella Valley Association of Governments Public Safety Committee • His meeting with Douglas McCallister the Vice President of Frontier • His participation in the Riverside County Transportation Commission Tele-Town Hall event • His attendance at the State of the City Address • His attendance at the Coachella Valley Association of Governments Homelessness Committee meeting • His attendance at the Desert Business Association Mixer • His attendance at the Coachella Valley Association of Governments Finance Committee meeting Councilmember Rita Lamb reported on the following: • She discussed the Cathedral City High School International Baccalaureate Program • Her attendance at the Cathedral City High School Senior Awards and Scholarship Night • Her attendance at the Cathedral City High School Band Concert • Her attendance at the Cathedral City High School Vocal Awards • Her attendance at the Coachella Valley Mountains Conservancy meeting • Her attendance at the AMVETS Memorial Day Luncheon • She discussed an article from the Police Department related to bicycle safety • She announced that the next Emergency Preparedness Event will be held at the Cathedral City Library on June 1, 2024 at 11:00 a.m. • She reminded everyone that if they "See something, Say Something" Mayor Mark Carnevale reported on the following: • The call he received regarding a neighbor seeing something and reporting it. He reminded everyone "See Something, Say Something" • His attendance at the State of the City Address • He will be attending the upcoming Forest Lawn Memorial Day event • He will be attending the upcoming Boys and Girls Club's Annual Spaghetti Dinner Cathedral City Page 5 3. Recommendation: To ratify a side letter with AFSCME and approve a resolution adopting the salary schedules and rescind resolution 2024- 05. Reso 2024-20 E. Specific Plan Amendment 97-55D Recommendation: Provide second reading by title only and adopt an ordinance adopting Specific Plan Amendment 97-55D to the Rio Vista VillageNerano Specific Plan and approving a density transfer within planning areas 5 and 6 of the Specific Plan. Ord 878 F. Fiscal Year 2024/2025 Appropriations Limit, Gann Initiative Limitation Recommendation: To approve the City's appropriations limit for the FY 2024/2025, Gann Initiative Limitation. Reso 2024-21 G. Notice of Completion for Date Palm Drive Pavement Rehabilitation Project CIP 8840 Cathedral City Page 6 Recommendation: To accept and approve the Date Palm Pavement Rehabilitation Project, CIP 8840 as completed; and authorize the City Manager to execute and file a notice of completion with the Riverside County Recorder's Office; and authorize the release of retention funds to Granite Construction Co. upon expiration of the notice of completion. CFD 2006-1, IA#21, Formation, Election and Ordinance Public Hearing Recommendation: City Council of the City of Cathedral City, acting on behalf of Improvement Area (IA) No. 21 of the City of Cathedral City Community Facilities District (CFD) 2006-1 (law enforcement, police, paramedic, park and general maintenance services), adopt the following: • Resolution of Formation determining the validity of prior proceedings (Resolution 2024-14, Resolution of Intention) • Resolution Calling for a Special Election • Resolution Canvassing the Results of the Special Election • Introduce the 1st reading of an Ordinance Authorizing the Levy of a Special Tax Mayor Mark Carnevale opened the Public Hearing for the proposed formation of Improvement Area No. 21 of the Cathedral City Community Facilities District No. 2006-1. He indicated that the Council would first receive a presentation by staff followed by Public Comments. Tracey Hermosillo, City Clerk, announced that the Public Hearing was published in accordance with the Mello-Roos Community Facilities Act of 1982 and proof of such publication is on file in the City Clerk's office. Patrick Bumstead, Financial Analyst II, provided an overview of Community Facilities District 2006-1 Improvement Area No. 21. Cathedral City Page 7 Mayor Carnevale questioned if there were any members of the public that wished to speak. Mayor Carnevale questioned if there were any property owners subject to the proposed special tax wishing to file a written protest, if so, they must file with the City Clerk at this time. Seeing none he closed the Public Hearing and returned discussion to the City Council. A motion was made by Councilmember Gregory and seconded by Councilmember Lamb to adopt a Resolution of the City Council of the City of Cathedral City determining the validity of prior proceedings, establishing Improvement Area No. 21 of the Cathedral City Community Facilities District No. 2006-1. Tracey Hermosillo, City Clerk announced that two-thirds of the votes cast are in favor of levying that tax. A motion was made by Councilmember Gregor)/ and seconded by Councilmember Lamb to approve the first reading of an Ordinance, by title only, Authorizing the Levy of a Special Tax. FY 2024/2025 Rate Increase Request for Solid Waste and Recycling Collection for Residential, Commercial and Roll Off Services. Recommendation: To approve a 2024/2025 tax year rate increase for the collection, recycling, and disposal of municipal solid waste on Commercial, Residential, and Roll-Off Services; and approve a Resolution approving tax roll billing for Residential Services. Deanna Pressgrove, Environmental Conservation and Public Works Manager, provided a presentation on the annual rate increase for solid waste and recycling collection for residential, commercial and roll off services. Mayor Carnevale opened the Public Hearing to receive public comments. Brad Anderson, expressed his support of the proposed increase. Mayor Carnevale closed the public hearing and returned discussion to the City Council. Reso 2024-25 Cathedral City Page 9 A motion was made by Councilmember Gregory and seconded by Councilmember Lamb to approve a 2024/2025 tax year rate increase for the collection, recycling, and disposal of municipal solid waste on Commercial, Residential, and Roll-Off Services and approve a Resolution approving tax roll billing for Residential Services. Finalize the name for the Dream Homes neighborhood park currently under construction. Recommendation: For the City Council to consider the names submitted by the Parks and Community Events Commission (PACE) for the upcoming Dream Homes neighborhood Park project, select and approve a name for the new park. Evett Perezgil, provided the background on why the residents want to name the park Esperanza Park. Erin Hyland, urged the Council to support the Commission's recommendation. M.O. 2024-84 A motion was made by Councilmember Gutierrez and seconded by Councilmember Lamb to approve the recommendation of the Parks and Community Events Commission and name the upcoming Dream Homes Neighborhood Park, Esperanza Park. .
