Visit Greater Palm Springs Update on 2024 Goals and Objectives and Introduction of Proposed Revised Joint Powers Authority Agreement Recommendation: This item is for information and discussion only, no formal action will be taken. Scott White, President & CEO of Visit Greater Palm Springs, and his team provided an annual update on Visit Greater Palm Springs. B. Sphere of Influence Fiscal Impact Analysis Recommendation: Review and discuss reports and findings and provide direction to staff. Andrew Firestine, Director of Development Services, provided a brief background of the 2018 Fiscal Impact Analysis, the City Council's 2022 goals, and the City Council's direction at the August 24, 2022 meeting related to the City's Sphere of Influence. He introduced Nicole Criste, Terra Nova, who provided an overview of the updated Sphere of Influence Fiscal Impact Analysis. Patricia Saleh, Thousand Palms Community Councilmember, provided background on the Thousand Palms community, possible flood issues, and her insight on what the residents feel and need to know. She expressed her support of annexation and willingness to help in any way. City Manager Charles McClendon stated that staff will provide regular updates to the Council to continue the discussion on this matter as new and relevant information becomes available. PUBLIC COMMENT Robert McCormick, expressed his concern with the denial of a search warrant, right to the pursuit of happiness, Miranda Rights, and civil rights during a recent incident with the Cathedral City Police Department. 2. COUNCIL REPORTS Councilmember Rita Lamb reported on the following: • Her attendance at the last Tastes and Sounds of Cathedral City, and she thanked Ryan Hunt for all his efforts • The City sponsored shredding events • Her attendance at the Salvation Army's I 1 th Annual Veterans and Community Expo • Riverside County's Month of Arts and Culture • Her participation as a guest reader at Barnes and Noble Book Store • Her participation in the FIND Food Bank Telethon Fundraiser • The next emergency preparedness event that will be held on June 1, 2024, at the Cathedral City Library • The Public Arts Commission and the Cathedral City Library Art Show Exhibits Councilmember Raymond Gregory reported on the following: • His attendance at the Senior Inspiration Awards Luncheon, where the City honored senior volunteer Dirk Tacke • His attendance at the retirement event for Anne Mayer, Executive Director of the Riverside County Transportation Commission • His attendance at the new Denny's official grand opening • His attendance at the DAP Health's Annual Steve Chase Humanitarian Awards fundraiser • He hopes everyone spent time with family during the Easter Holiday • His attendance at the Coachella Valley Association of Governments Transportation Commission meeting • His attendance at the Desert Business Association's mixer at the bar Black Book • His attendance at the Tastes and Sounds of Cathedral City • His attendance at the Dream Homes Park Groundbreaking • His trip out of state to see the solar eclipse • His attendance at the Riverside County Transportation Commission meeting • He discussed the extra visitors and extra traffic during the April festivals • He encouraged everyone to support the CVRep theater by attending a show Councilmember Ernesto Gutierrez reported on the following: • He discussed how well the Council represents the City at events locally and throughout the area • His attendance at many of the events already discussed by his fellow Councilmembers • His participation in a Spanish TV interview related to the Dream Homes Park Groundbreaking • His interaction with a local developer that he was able to assist and refer to staff Mayor Pro Tem Nancy Ross discussed the environmental, public health and economic issues associated with the Salton Sea, and the work being done. Receive and File Payment of Claims and Demands for March 2024 Recommendation: The City Council acting in its capacity for the City, the Successor Agency to the former Redevelopment Agency, the Housing Successor Agency and the Cathedral City Public Finance Authority Board receive and file payment of claims and demands in the aggregate sum of$5,429,098.44 for the month of March 2024. M.O. 2024-56 D. Ratify the Nomination of Mitchell King by Councilmember Raymond Gregory to fill the Unexpired Vacant Seat on the Architectural Review Committee Continuing through June 30, 2026 Recommendation: To ratify the nomination of Mitchell King by Councilmember Raymond Gregory to fill an unexpired term on the Architectural Review Committee and appoint him to serve for a term continuing through June 30, 2026. Approve the Amended and Restated Joint Powers Authority Agreement with Visit Greater Palm Springs Recommendation: To approve the amended and restated Joint Powers Authority agreement with Visit Greater Palm Springs. M.O. 2024-59 G. Notice of Completion for the Tropical Storm Hilary Soil Removal Project (M00020) Recommendation: To accept and approve the Tropical Storm Hilary Soil Removal Project (M00020) as completed; and, authorize the City Manager to execute and file a notice of completion with the Riverside County Recorder's Office; and, authorize the release of retention funds to Stice Company Inc. upon expiration of the notice of completion. Mario Rodriguez, expressed his support for those residents affected by Tropical Storm Hilary. M.O. 2024-60 H. CFD 2006-1, IA#20 Authorizing the Levy of a Special Tax (2nd Reading) Recommendation: Conduct Second Reading and adopt the Ordinance authorizing the levy of a special tax within Improvement Area No. 20 of the City of Cathedral City Community Facilities District No. 2006-1 (Law Enforcement, Fire, Paramedic. Park and General Maintenance Services). Ord 877 Resolution of Intention to Establish Improvement Area (IA) No. 21 - CFD NO. 2006-01 Recommendation: Adopt a Resolution of Intention (ROI) Reso 2024-14 4. ITEMS PULLED FROM CONSENT 5. Award a Construction Contract to Hardy & Harper, Inc. for the Panorama Neighborhood Reconstruction Projects Recommendation: To award a construction contract to Hardy & Harper, Inc. in the amount of$636,000.00 to provide pavement Cathedral City Page 4 Printed on 4/18/2024 reconstruction on the Panorama Neighborhood streets of Horizon Road (C08676), Los Gatos Road (C08677), Panorama Road (C08678), East-West Alley (C08679), and North-South Alley (C08680); and, approve a fifteen percent (15%) contingency in the amount of$95,400.00 for unforeseeable construction costs, making the total encumbrance $731,400.00; and, authorize the City Manager to execute the required contract documents; and, authorize the City Engineer to request bonds and insurance for the project, and issue the notice to proceed. MiChavela Fest September 2024 Recommendation: To approve a Special Use Permit for the 2024 MiChavela Festival to be held on Saturday, Sept. 14, 2024, in the Cathedral City Community Amphitheater. Ryan Hunt, Communications and Events Manager, indicated that the event organizer would like the Council to consider sponsoring the event by waiving the fee to rent the Cathedral City Amphitheater and cost to provide Police and Fire services. City Attorney Eric Vail advised the Council that they could not act on the request for sponsorship since it was not included in the application or the staff report. Mario Rodriguez, stated that he has attended this event in the past and thanked Ryan Hunt for bringing this event forward. It was the consensus of the City Council to bring an item back to consider sponsorship of the event at a later date. M.O. 2024-62 Cathedral City Page 5 Printed on 4/18/2024 A motion was made by Councilmember Gutierrez and seconded by Councilmember Gregory to approve a Special Use Permit for the 2024 MiChavela Festival to be held on Saturday, Sept. 14, 2024, in the Cathedral City Community Amphitheater. Approve Library Lease Agreement Between the City of Cathedral City and County of Riverside Recommendation: To approve Library Lease Agreement between the City of Cathedral City and County of Riverside. Mario Rodriguez, thanked the council for the opportunity to speak. He discussed the library and its importance to the community. M.O. 2024-63 A motion was made by Councilmember Gregory and seconded by Councilmember Lamb to approve Library Lease Agreement between the City of Cathedral City and County of Riverside. DISCUSSION ON FUTURE AGENDA ITEMS Councilmember Gutierrez would like to bring an item to a future meeting to discuss the issue of individuals squatting on properties without permission. He indicated that other cities have put a process in place utilizing their Police Department. City Attorney Eric Vail discussed the City's jurisdiction over the issue and stated that the staff can explore options. It was the consensus of the City Council to agendize this item to discuss this matter at a future meeting. 8.
