2_ CLOSED SESSION
City Attorney Eric Vail announced that the City Council will meet in Closed Session
to discuss the following items listed on the agenda.
A. Public Employee Performance Evaluation Pursuant to Government Code
section 54957(13)(1)
Title: City Manager
The City Council recessed to Closed Session at 3=02 p.m.
The City Council reconvened at 0 52 p.m_
City Attorney Eric Vail announced that the City Council met in Closed Session to
discuss item 2A. Public Employee Performance Evaluation for the City Manager.
He stated that a follow-up Closed Session Item will be agendized for the March
13, 2024, Council Meeting.
The City Council recessed to Closed Session at 3:02 p.m.
The City Council reconvened at 3:52 p.m.
3. STUDY SESSION
A. Facilities Master Plan, Phase I Final Report, including Facilities
Condition Assessment (FCA) and Preventative Maintenance Report
Overview
Recommendation: This agenda item is for review and discussion only.
Kevin Biersack, Financial Services Director, provided an overview of the
Facilities Master Plan. Phase I Final Report, including Facility Conditions
Assessments (FCA) and Preventative Maintenance Report. The following points
were presented:
• Facility Condition Assessments (FCA)
o Assessment Approach
o Building System Categories
• Facilities Assets Identified/Ranked
• Comprehensive Plan
• Deferred Maintenance
• Preventative Maintenance
• Current Management Practices Assessments
• Fiscal Impact
The City Council provided their feedback and asked clarifying questions, which
were responded to by staff. This item was for information and discussion only,
there was no formal action taken by the City Council.

1. PUBLIC COMMENT
Sergio Espericueta, thanked the City Council for moving forward with the Dream
Homes Park. He discussed a petition circulating asking residents to consider a name
for the Dream Homes Park. He expressed his concern with being added to the
naming committee by the Parks and Community Events Commission for the Dream
Homes Park and would like his name removed from the record and from the
committee.
Jesus Gonzales, Cathedral City Police Officer, presented the City Council with a
plaque in appreciation for their support of the Battle in the Desert Boxing event,
which he organizes and runs.
2. COUNCIL REPORTS
Councilmember Rita Lamb reported on the following:
• She stated that former Parks and Community Events Commissioner Steve
Vericker's family would like to donate a tree at the new Dream Homes Park
• Her attendance at the Cathedral City High School Band fundraiser hosted by
the Evening Rotary
• Her attendance, along with Councilmember Gutierrez and City Manager, at
the 2x2 meeting with the Palm Springs Unified School District
• The upcoming Senior Inspiration Awards luncheon, where the City will be
honoring Dirk Tacke
• Her attendance at the Mary Nutter Collegiate Classic Softball Tournament
• The activities and outreach of the FIND Food Bank
• Yoga events at the Cathedral City Community Amphitheater
• She encouraged residents to take advantage of the City's shredding events
Councilmember Ernesto Gutierrez reported on the following:
• His visit to the Dennys in the City
• His attendance, along with Mayor Pro Tem Ross and City Manager
McClendon, at the 2x2 meeting with Palm Springs Unified School District
• His attendance at the Mary Nutter Collegiate Classic Softball Tournament
• His attendance at the Tastes and Sounds of Cathedral City
• His meeting with City Manager McClendon and Assistant City Manager
Ambrose to discuss the agenda and other issues
• The upcoming Coachella Valley Conservation Committee meeting
• The calls he received related to illegal food and flower vendors
Mayor Pro Tem Nancy Ross discussed the upcoming Primary Election.
Mayor Mark Carnevale reported on the following:
• His visit to the new Dennys in the City
• His attendance at the Mary Nutter Collegiate Classic Softball Tournament
• His attendance, along with City Manager McClendon, at the Coachella Valley
Association of Governments Executive meeting
• Inquires he received from the public that he referred to Stone James, Director
of Economic Development
• His attendance at the Cathedral City High School Band fundraiser hosted by
the Evening Rotary
• The calls he received related to parking in the City
• His attendance at the Tropical Storm Hilary's Volunteer event at Agua
Caliente Casino Cathedral City hosted by the Chamber of Commerce.

A. CFD 2006-1, IA #20, Formation, Election and Ordinance Public Hearing
Recommendation: City Council of the City of Cathedral City, acting on behalf of
Improvement Area (IA) No. 20 of the City of Cathedral City

Community Facilities District (CFD) 2006-1 (law
enforcement, police, paramedic, park and general
maintenance services), adopt the following:
• Resolution of Formation determining the validity of
prior proceedings (Resolution 2024-01, Resolution of
Intention)
• Resolution Calling for a Special Election
• Resolution Canvassing the Results of the Special
Election
• Introduce the 1st reading of an Ordinance Authorizing
the Levy of a Special Tax
Mayor Mark Carnevale announced that at this time he will open the Public
Hearing for the proposed formation of the Improvement Area No. 20 of the
Cathedral City Community Facilities District No. 2006-1 (law enforcement, fire,
paramedic, park maintenance and general maintenance services).
Christina Burton, Administrative Assistant to the City Clerk, announced that the
public hearing was published in accordance with the Mello-Roos Community
Facilities Act of 1982 and proof of such publication is on file in the City Clerk's
Office.
Patrick Bumstead, Financial Analyst II, provided an overview of the formation of
the proposed district.
Mayor Mark Carnevale questioned if there were any members of the public that
wished to speak on this item. Seeing none, he questioned if there were any
property owners subject to the proposed special tax wishing to file a written
protest, if so, he stated that they must file with the City Clerk at this time. Seeing
none, he closed the Public Hearing and returned the discussion to the City
Council.
A motion was made by Councilmember Lamb and seconded by Mayor Pro Tern
Ross to approve a Resolution of Formation of the City Council of the City of
Cathedral City Determining the Validity of Prior Proceedings, Establishing
Improvement Area 20 of the City of Cathedral City Community Facilities District
No. 2006-1 (Law Enforcement, Fire, Paramedic, Park Maintenance and General
Maintenance Services).

A motion was made by Mayor Pro Tern Ross and seconded by Councilmember
Lamb to approve a Resolution of the City Council acting on behalf of Improvement
Area No. 20 of the City of Cathedral City Community Facilities District No. 2006-1
(Law Enforcement, Fire, Paramedic, Park Maintenance and General Maintenance
Services) Canvassing the Results of the Special Election Held within said District.

April 13, 2024, at Dennis Keat Soccer Park; and, approve
the Parks and Community Events Commission's (PACE)
Hydration Station (as part of the event) funding request of
$500 from the FY 2023-2024 PACE Small Events budget.

Gutierrez to approve the Special Use Permit for the Cathedral City Evening
Rotary's 2024 Veterans 22K Walk on Saturday, April 13, 2024, at Dennis Keat

(PACE) Hydration Station (as part of the event) funding request of$500 from the
FY 2023-2024 PACE Small Events budget.

Recommendation: To approve a Resolution adopting the City's FY 2024-2025
Capital Improvement Project (CIP) Plan's projects funded by
Senate Bill 1 (SB-1), the Road Repair and Accountability Act
of 2017, and to approve the list selected for rehabilitation
due to the Tropical Storm Hillary to be funded by SB-1 funds.

C. Award Construction Contract to Granite Construction for the Via De
Anza Street Improvements Project - Phase III, CIP No. C08841
Recommendation: To award a construction contract to Granite Construction
Company in the amount of $1,016,000 for the construction of
Via de Anza Street Improvements Project Phase III
(C08841) and approve a fifteen percent (15%) contingency
in the amount of$152,400 for any unforeseeable
construction costs; and, approve a budget adjustment in the
amount of$303,803 by allocating funds from the Local
Streets and Roads Program (SB1) with account number
248-100-150-156-8800-8802; and, authorize the City
Manager to execute the contract documents; and, authorize
the City Engineer to request bonds and insurance for the
Project, and issue the Notice to Proceed.

A motion was made by Councilmember Gutierrez and seconded by
Councilmember Lamb to award a construction contract to Granite Construction
Company in the amount of$1,016,000 for the construction of Via de Anza Street
Improvements Project Phase Ill (C08841) and approve a fifteen percent (15%)

Reimbursement Agreement with the Coachella Valley Water
District (CVWD)for the relocation and replacement of a
water main at an estimated construction cost of$435,000
within the limits of the upcoming Via De Anza Street

Improvements Project - Phase III, located along the east
side of Via De Anza between Olancha Road and Ortega
Road, and the Arrowhead Road cul-de-sac east of Via De
Anza.

Tem Ross to authorize the City Manager to execute a 100% Reimbursement
Agreement with the Coachella Valley Water District (CVWD) for the relocation

environmental services related to the Messenger

execute the agreement with Terra Nova Planning and
Research, Inc. and authorize the City Manager to execute a

services.

A motion was made by Councilmember Lamb and seconded by Mayor Carnevale
to approve a professional services agreement with Terra Nova Planning and
Research, Inc. for planning and environmental services related to the Messenger
development project and authorize the City Manager to execute the agreement
with Terra Nova Planning and Research, Inc. and authorize the City Manager to
execute a reimbursement agreement with Developer for the cost of services.
