2_ STUDY SESSION
A_ Resident Study Committee Recommendations
Recommendation: This item is presented for information, discussion and
direction only.
City Manager Charles McClendon provided an overview of the Resident Study
Committee and their recommendations. The following points were presented:
• Background of Measure K
• Appointment of a Resident Study Committee
• Purpose of the Committee
• Meeting Schedule and Topics
• Committee's Recommendations
Shelley Kaplan, congratulated Mayor Carnevale on his second term as Mayor.
He expressed his support of the Resident Study Committee's recommendations
and feels the City needs a community center.
Geoff Corbin and Vic Ide Cathedral City Senior Center, provided a brief overview
of the Senior Center's work and programming. They expressed their support of
the Resident Study Committee's recommendations.
Rick Saldivar, thanked City Manager McClendon for inviting him to participate in
the Resident Study Committee. He provided an overview of the work of the
Resident Study Committee and their recommendations, which he supports. He
would like to see an oversight committee created to review how funds are being
utilized should the proposed tax measure move forward and pass.
After discussion, the City Council expressed their support of a general-purpose
half-cent sales tax measure and directed staff to move forward with the following
next steps:
• Staff will bring back contracts for polling and consulting on educational
materials to the City Council for consideration
• Develop a formal agreement with Desert Recreation District for services
that is acceptable to LAFCO
• Final action to refer a question to the voters will need to occur in June or
July to meet the August 9, 2024, deadline for submission of measures to
Riverside County Registrar of Voters
B. Special Events: Fall 2023 Recap and Spring 2024 Preview
Recommendation: This item is presented for information, discussion, and
direction only.
Ryan Hunt, Communications and Events Manager, provided a recap of the City's
2023 Fall Events and a preview of 2024 Spring Events, which included the
following:
• 2023 Coachella Valley's Battle in the Desert
• 2023 Halloween Spooktacular
• 2023 Palm Spring Pride Parade
• 2023 International Hot Air Balloon Festival
• 2023 SnowFest at North Pole Village
• 2024 Palm Springs International Film Festival
• 2024 Taste of Jalisco
• 2024 Tastes and Sounds of Cathedral City
• 2024 Mary Nutter Collegiate Softball Classic
• 2024 Cathedral City LGBT Days

Councilmember Ernesto Gutierrez reported on the following:
• His attendance at the Coachella Valley Association of Governments
Conservation Committee Meeting
• His interactions with a resident in the Dream Homes neighborhood related to
Code Enforcement issues
• His interactions with residents and businesses in and around the Horizon
neighborhood
• The complaints he received related to illegal food vendors, and the City's
enforcement of the issue
• The progress of the traffic signal at the corner of Landau and McCallum
• His interactions with a resident related to the work being done on the new
Dream Homes Park
• The requests he received by local soccer coaches looking for fields to play at
in the City
• The DoubleTree's virtual game room
• The upcoming City Council Goal Setting and Strategic Planning Session

Recommendation: The City Council acting in its capacity for the City, the
Successor Agency to the former Redevelopment Agency,
the Housing Successor Agency and the Cathedral City
Public Finance Authority Board receive and file payment of
claims and demands in the aggregate sum of$4,847,724.51
for the month of December 2023.

D. Amendment No. 1 to the Professional Services Agreement with CASC
Engineering and Consulting Inc. for NPDES Program Consulting
Services
Recommendation: For the City Council to approve Amendment No. 1 to the
Professional Services Agreement with CASC Engineering
and Consulting, Inc., increasing the term of the agreement
for an additional seventeen (17) months for consulting
services provided to comply with the National Pollutant
Discharge Elimination System (NPDES) Program
requirements; and, authorize the City Engineer to issue Task
Orders as needed to complete the NPDES Program
requirements within existing approved FY 2023-2024 and FY
2024-2025 budget limits; and, authorize the City Manager to
execute Amendment No. 1.

Recommendation: To approve amendments to the regulations covering
Executive, Administrative, Professional, Confidential and
Other Particular Employees.

A. SUP Tour de Palm Springs 2024
Recommendation: To approve Special Use Permit#24-001 and allow the Tour
de Palm Springs to utilize city streets within Cathedral City
on Feb. 10, 2024.

A motion was made by Councilmember Gregory and seconded by
Councilmember Lamb to approve Special Use Permit #24-001 and to sponsor
the event by waiving the Special Use Permit fee and allow the Tour de Palm
Springs to utilize the streets of Cathedral City on February 10, 2024.

of CV Link Community Connector Project with the Dream Homes Park
Project.
Recommendation: To authorize the Mayor and the City Manager to execute the
Cooperative Agreement between the Coachella Valley
Association of Governments (CVAG) and the City of
Cathedral City for the construction of CV Link Community
Connector Project with the Dream Homes Park in the
amount not to exceed of$534,404.51.

A motion was made by Councilmember Lamb and seconded by Councilmember
Gregory to authorize the Mayor and the City Manager to execute the Cooperative
Agreement between the Coachella Valley Association of Governments (CVAG)
and the City of Cathedral City for the construction of CV Link Community

Connector Project with the Dream Homes Park in the amount not to exceed
$534,404.51.

Recommendation: To authorize the City Engineer, on behalf of the Traffic
Calming Committee, to execute the purchase of temporary
portable speed humps and respective signage, radar speed
feedback equipment, flashing speed limit signage, other
related signage, an enclosed storage trailer with a City logo
wrap in the total amount of$23,151.17, to implement
temporary traffic measures on City streets.

A motion was made by Councilmember Gregory and seconded by Mayor Pro
Tem Ross to authorize the City Engineer, on behalf of the Traffic Calming
Committee, to execute the purchase of temporary portable speed humps and
respective signage, radar speed feedback equipment, flashing speed limit
signage, other related signage, and an enclosed storage trailer with a City logo
wrap in the total amount of$24,607.17, to implement temporary traffic measures
on City streets.
