A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CATHEDRAL
CITY, CALIFORNIA, AMENDING THE SCHEDULE OF USER AND
REGULATORY FEES FOR VARIOUS CITY SERVICES TO REDUCE THE
CODE COMPLIANCE FEES FOR STREET VENDOR PERMITS
WHEREAS, user and regulatory fees are established by the City Council; and
WHEREAS, the City completed a study in 2021 to identify the cost of providing
various user and regulatory fee-related services; and
WHEREAS, the City Council adopted a schedule of fees through Resolution No.
2021-27 after finding that the study provides adequate evidence to conclude that the fees
do not exceed the cost to provide the services for which the fees are charged; and
WHEREAS, the schedule of fees contains provisions such that the City Manager
may update the various fees based on the percentage change, for 12-months ending
March of the current fiscal year, in the All Urban Consumers Price Index (CPI-U) for
Riverside-San Bernardino-Ontario, to become effective July 1 of the subsequent fiscal
year; and
WHEREAS, the schedule of fees has been updated twice on July 1, 2022 and July
1, 2023 based on the CPI-U; and
WHEREAS, the City Council has expressed an interest in reducing the code
compliance fees for street vendors to promote the permitting and licensing of vendors
through the City; and
WHEREAS, by adopting this Resolution, the City Council is taking action only on
the code compliance fees for street vendors, as identified in Exhibit "A". The remaining
fees that have not been modified from prior resolutions shall remain in full force and effect.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CATHEDRAL CITY,
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. INCORPORATION OF RECITALS
The City Council hereby finds the recitals set forth above to be true and correct.
SECTION 2. AMENDMENT TO FEE SCHEDULE AND ESTABLISHMENT OF
REVISED CODE COMPLIANCE FEES FOR STREET VENDORS
The City Council hereby adopts an amendment to the fee schedule as set forth in
attached Exhibit "A" and incorporated by reference.
SECTION 3. EFFECTIVE DATE
This Resolution shall take effect upon adoption.
SECTION 4. CERTIFICATION
The City Clerk shall attest to and certify the vote adopting this Resolution.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council
of the City of Cathedral City held on this 10th day of January, 2024, by the following vote:
Ayes: Councilmembers Lamb, Gutierrez and Gregory; Mayor Pro Tern Ross
Noes: None
Absent: Mayor Carnevale
Abstain: None
