A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CATHEDRAL CITY,
APPROVING AND AUTHORIZING THE CALIFORNIA STATE WATER RESOURCES
CONTROL BOARD CLEAN WATER STATE REVOLVING FUND APPLICATION FOR THE
SEPTIC-TO-SEWER PLANNING PROJECT AND DESIGNATING AUTHORIZED
REPRESENTATIVE
WHEREAS, The City of Cathedral City (the "City") is pursuing funding for its Septic-to-Sewe
Planning Project (the "Project") through the Clean Water State Revolving Fund;
WHEREAS, The City has numerous areas that are not connected to a sewer system and rely/
on septic tanks;
WHEREAS, The City wishes to secure funding to design a septic-to-sewer project to connect
the affected areas to the municipal sewer systems owned and operated by Coachella Valley
Water District and Desert Water Agency;
NOW, THEREFORE, BE IT RESOLVED , DETERMINED, AND ORDERED BY THE CITY
COUNCIL FOR THE CITY OF CATHEDRAL CITY, AS FOLLOWS:
SECTION 1.
The City Manager (the "Authorized Representative") or designee is hereby authorized and
directed to sign and file, for and on behalf of the Entity, a Financial Assistance Application for a
financing agreement from the State Water Resources Control Board for the planning, design.
and construction of the Project.
This Authorized Representative, or his/her designee, is designated to provide the assurances,
certifications, and commitments required for the financial assistance application, including
executing a financial assistance agreement from the State Water Resources Control Board and
any amendments or changes thereto.
The Authorized Representative, or his/her designee, is designated to represent the Entity in
carrying out the Entity's responsibilities under the financing agreement, including certifying
disbursement requests on behalf of the Entity and compliance with applicable state and federal
laws.
SECTION 2. CERTIFICATION
That the City Clerk shall certify to the passage and adoption of this Resolution, shall enter the
same in the book of original Resolutions of said City; and shall make a minute of passage and
adoption thereof in the records of the proceedings of the City Council of said City, in the minutes
of the meeting at which Resolution is passed and adopted.
EFFECTIVE DATE
This Resolution shall take effect upon its adoption.
PASSED, APPROVED, and ADOPTED at a regular meeting of the City Council for the City of
Cathedral City held on the 29th day of November 2023 by the following vote:
Ayes: Councilmember Gutierrez , Gregory and Ross; Mayor Pro Tem
Carnevale and Mayor Lamb
