Eric Vail, City Attorney, announced that the City Council will meet in Closed Session
to discuss the following item listed on the agenda.
A. Conference with Labor Negotiator Pursuant to Government Code Section
54956.6
Agency Negotiator: Charles McClendon, City Manager
Represented Employees:
Cathedral City Professional Firefighters Association (CCPFA) and Cathedral City
Firefighters Management Association (CCFMA)
The City Council recessed into Closed Session at 3:01 p.m.
The City Council reconvened at 3:50 p.m.
Eric Vail, City Attorney, announced that the City Council met in Closed Session to
discuss item 2A. Conference with Labor Negotiator pursuant to Government Code
Section 54956.6 with Cathedral City Professional Firefighters Association (CCFMA)
and Cathedral City Firefighters Management Association (CCFMA). Direction was
given, and there was not reportable action taken.
3. STUDY SESSION
A. Presentation - Coachella Valley Rescue Mission
Recommendation: There is no formal action required for this item. It is a
presentation only.
Kimberly McKinney, Development and Grants Manager of Coachella Valley
Rescue Mission (CVRM), provided a presentation on the facts and statistics
related to CVRM.
This item was presented for information and direction only, there was no formal
action taken by the City Council.
B. Update from the Cannabis Task Force
Recommendation: This item is presented for information, discussion and
direction only.
Charles McClendon, City Manager, provided an update from the Cannabis Task
Force which included their discussions on past Council actions, expiration of
inactive retail licenses, Fire Code regulations and carbon dioxide storage.
Councilmember Gregory expressed his concern with safety guidelines not being
adhered to and feels the issue should be addressed.
After discussion, the City Council expressed support for the recommendations
provided by staff and the Cannabis Task Force and directed staff to bring back
an ordinance for consideration.
C. Annual Rate Increase Request for Solid Waste and Recycling Collection
for Residential, Commercial and Roll Off Services.
Recommendation: The annual rate increase request for the solid waste and
recycling collection for residential, commercial and roll-off
services is presented to the City Council for discussion,
comments and direction in anticipation of being presented
for Public Hearing and City Council approval at the June 28,
2023, City Council Meeting.
Deanna Pressgrove, Environmental Conservation and Public Works Manager,
provided an overview of the proposed annual rate increase for solid waste and
recycling collection. The presentation included information related to residential
customers, commercial customers, roll-off services, SB 1383 and outreach
education.

• The gratitude he has received from residents related to the street improvements
• The ongoing issue with commercial vehicles causing issues for residents
• His meeting with City Manager McClendon and Assistant City Manager Ambrose
• The upcoming State of the City Address, which will be held at the DoubleTree
• His personal tour of the City to take note of issues
• Comments made by a resident at the last Council meeting, which he felt were
offensive
• He wished everyone a Happy Hispanic and American Mother's Day
Councilmember Nancy Ross reported on the following:
• Her participation in the monthly Woman's meeting with Supervisor Karen Spiegal
• Her attendance at the Desert Aids Project "dining out for life"
• Her lunch at Brunch 101 with friends
• Her attendance at the play "Ramona"in Hemet
• Her meeting with a group called the Golden State Mobile Home Owners
• Her "Notes from Nancy"column
• Her upcoming travel plans in the month of July
• Her attendance at the SCAG Annual Conference
• Her meeting with Assembly Member Greg Wallace
• Her interactions with constituents
• Her attendance at the Coachella Valley Mosquito and Vector Control Board of
Trustees meeting
• Her meeting with City Manager McClendon and Assistant City Manager Ambrose

• The free swim lessons she is offering through the use of her Community Assistance

Mayor Pro Tern Mark Carnevale reported on the following:

• His interaction with a cannabis cultivator who is experiencing issues
• The letters he received from concerned residents related to housing

• Commended staff for doing a great job cleaning up the homeless encampments
• Nicolino's will be providing dinner for the Boys and Girls Club's Youth and
Community Awards Dinner
• He will be attending the upcoming Harvey Milk Breakfast

Recommendation: To approve Special Use Permit 2023-004 for the Coachella
Valley Bully Fest to be held on Saturday, January 13, 2024
in the Cathedral City Community Amphitheater.
Rebeka Oviedu, Palm Desert, expressed her support of this event.
A motion was made by Mayor Pro Tem Carnevale and seconded by
Councilmember Gutierrez to approve Special Use Permit 2023-004 for the
Coachella Valley Bully Fest to be held on Saturday, January 13, 2024 in the
Cathedral City Community Amphitheater and waive the $510 application fee in
lieu of a sponsorship of the event.

A motion was made by Councilmember Gregory and seconded by Mayor Lamb
to approve Special Use Permit 2023-005 for the Battle of the Desert to be held
on Saturday, October 14, 2023 in the Cathedral City Community Amphitheater
and waive the $510 application fee in lieu of a sponsorship of the event.

C. Award Contract to Jacobsson Engineering Construction Company for
the Via De Anza Street Improvements Project - Phase II, CIP No. 8835
Recommendation: To award a contract to Jacobsson Engineering Construction,
Inc. in the amount of $545,167 for constructing the CDBG
Public Improvements Project: Via De Anza Street
Improvements Project - Phase II (C08835); and, approve a
fifteen percent (15%) contingency in the amount of$81,775
for any unforeseeable construction costs; thereby, bringing
the total construction budget for this Project to $626,942;
and, authorize the City Manager to execute the required
contract documents; and, authorize the City Engineer to
request bonds and insurance for the Project and to issue the
Notice to Proceed.

initiating proceedings for the annual levy of assessments for the City of
Cathedral City Street Lighting and Landscaping Maintenance District No. 1
for fiscal year 2023/2024

declaring its intention to levy and collect assessments for the City of
Cathedral City Street Lighting and Landscaping Maintenance District No. 1
for fiscal year 2023/2024
• A resolution of the City Council of the City of Cathedral City, California for
