Fiscal Year (FY) 2023/2024 and 2024/2025 Biennial Budget General Fund Overview Discussion Recommendation: This item is presented for information and discussion only. Kevin Biersack, Financial Services Director, provided an overview of the FY 2023/2024 and FY 2024/2025 Biennial Budget General Fund. The following points were presented: • Biennial Budget Process • Cathedral City Budget Contents • Revenue and Expenditures • Significant General Fund Items • City Staff Composition • Staff Additions in various Departments • City Council Operating Budget • Community Assistance • City-wide Memberships • Department Divisions and Budget Summaries • Budget Balance The City Council provided comments and asked clarifying questions, which were responded to by staff. This item was presented for information and discussion only, there was no formal action taken by the City Council. PUBLIC COMMENT Brad Anderson, expressed his concern with Citizens on Patrol having the authority to issue citations and feels it could cause issues. He commented that the Coachella Valley Mosquito and Vector Control District held a workshop and expressed his concern with their abatement policy. Christine Topetha, commented on a recent incident that she was involved in on Vista Chino involving high winds and no visibility and requested help to prevent it from happening again. 2. Ofelia Bringas Memorial Bridge Project (aka Cathedral Canyon Bridge over Whitewater River) Post-Construction Monitoring and Reporting Recommendation: To approve a Design Professional Services Agreement with Terra Nova Planning and Research, Inc. to assist the City with the five-year post construction invasive species control, as required in the Streambed Alteration Agreement between the City of Cathedral City and the California Department of Fish and Wildlife (CDFW) for the Ofelia Bringas Memorial Bridge Project, in the total amount not to exceed $36,510; and, authorize the City Manager to execute the Agreement. Brad Anderson, Rancho Mirage, expressed his concern with the duration of the proposed contract and feels this is something the City could handle in house. M.O. 2023-51 D. Annual Approval of the City's Investment Policy Recommendation: Staff recommends the City Council approve the updated investment policy. M.O. 2023-52 E. State Homeland Security Program Grant#2022-0043 Recommendation: To adopt a resolution accepting State Homeland Security Program Grant #2022-0043, in the amount of$102,000 Reso 2023-04 4. LEGISLATIVE ACTIONS A. 5-Year Strategic Plan Recommendation: To accept and approve the 5-Year Strategic Plan which will provide a longer term perspective for service delivery and budgeting as well as operationally addressing current needs and priorities. Approval of the Strategic Plan will also add structure and provide context for future policy and budget decisions. M.O. 2023-53 A motion was made by Councilmember Gregory and seconded by Mayor Pro Tem Carnevale to accept and approve the 5-Year Strategic Plan as presented by staff. Community Development Block Grant (CDBG) FY 2023-2024 Annual Action Plan (AAP) Introduction Recommendation: To introduce the City's Community Development Block Grant (CDBG) FY 2023-24 Annual Action Plan (AAP) for the City Council's review, discussion, and direction. M.O. 2023-54 A motion was made by Councilmember Gutierrez and seconded by Mayor Lamb to accept the introduction of the City's Community Development Block Grant (CDBG) FY 2023-24 Annual Action Plan (AAP), which will come back for Council's consideration at a future Council Meeting. National Opioid Settlement Update Recommendation: Council continue to opt-in to the National Opioid Settlement for the six new claims. Reso 2023-05 A motion was made by Councilmember Ross and seconded by Mayor Pro Tem Carnevale to approve a Resolution authorizing entry into settlement agreement with TEVA, ALLERGEN, WALMART, WALGREENS, CVS, and MALLINCKRODT, to agree with the terms of the MOU allocating settlement proceeds, and to authorize entry into the MOU with the Attorney General. California Public Employees Retirement System (CaIPERS) Annual Lump Sum Payment Recommendation: Authorize $2,898,000 for a lump sum payment to CaIPERS Councilmember Gregory restated his concerns that he and other members of Council expressed when the Council approved the pension obligation bond in 2022. He encouraged the Council to be more cautious in the future when making such decisions. Cathedral City Page 5 Printed on 4/20/2023 M.O. 2023-55 A motion was made by Councilmember Gutierrez and seconded by Mayor Lamb to authorize the lump sum payment of$2,898,000 to Ca1PERS to go towards the Unfunded Actuarial Liability (UAL) of the City's retirement plans with Ca1PERS..
