HomeMy WebLinkAboutCC Reso 2023-04 RESOLUTION NO. 2023-04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CATHEDRAL CITY, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF SUBAWARD GRANT FUNDS IN THE AMOUNT OF $102,000 FROM THE RIVERSIDE COUNTY EMERGENCY MANAGEMENT DISTRICT WHEREAS, the City of Cathedral City (City) is interested in participating in the Riverside County Emergency Management District Subaward Grant Program, which is made available through the California Office of Emergency Services (CaIOES) FY 22 State Homeland Security Program Grant (SHSP); and WHEREAS, following the City's submittal of a proposal for the Program, Riverside County Emergency Management District offered to award $102,000 for FY 22. The grant authorizes reimbursement requests as of 1/25/2023. The grant cycle for this grant will end on May 31, 2024. All final reimbursement requests are due no later than June 10, 2024; and WHEREAS, Grant Funds will be used for reimbursement of the City's Anti- Terrorism Approval Authority (ATAA); and WHEREAS, the awarded $102,000.00, which will be dispersed in 2023, will be used to continue assisting the department to achieve radio interoperability with Riverside County Public Safety Enterprise Communication System (PSEC). $78,101 will be used toward the required software upgrades to the six dispatch consoles within the communications center. $15,330.00 will be used for the required Nokia SAR-A routers to connect the fiber circuits from Cathedral City to PSEC's core sites, and the remaining $8,569 will go towards the purchase of PSEC compatible radio(s) for the Cathedral City Fire Department; and WHEREAS, in an effort to ensure that all awarded funds are expended the State is requiring that reimbursement requests be made at least every 6 months. Expenses for equipment should be completed within the first 8 months after receiving the award letter. Training must be completed or scheduled within the first year of the grant. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cathedral City as follows: SECTION 1. The City Manager or a designated representative is hereby authorized, on behalf of the City, to accept Subaward Grant Funding in the amount of $102,000 from Riverside County Emergency Management District. SECTION 2. The City Manager or a designated representative is hereby authorized, on behalf of the City, to execute the grant documents and to submit all documents, including, without limitation, contracts, amendments, extensions, and payment requests as appropriate to accept the funds under and comply with the conditions of the grant. SECTION 3. The City Manager is hereby authorized and directed to establish all required accounts and make any and all expenditures, appropriations, transfer, and/or distributions of funds on behalf of the City as are necessary and appropriate to carry out the purpose and intent of this resolution. SECTION 4. By accepting this award, the City agrees to comply with all applicable federal, state, and local requirements of the grant as put forth in the FY22 Grant Assurances, federal and state guidance's, and all provisions of 2 CFR 200 including part F- "Audit Requirements". Any funds found owed as a result of a final review or audit must be refunded to the County within 15 days upon receipt of an invoice from Riverside County EMD. SECTION 5. That the City Clerk shall certify to the passage and adoption of this Resolution; shall enter the same in the book of original Resolutions of said City; and shall make a minute of passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the Resolution is passed and adopted.
