A. ACEC - California Engineering Excellence Award for Ofelia Bringas
Memorial Bridge
Andres Perez, Assistant Engineer, presented the City Council with the
Engineering Excellence Award for the Ofelia Bringas Memorial Bridge, awarded
by the American Council of Engineering California (ACEC).
3. STUDY SESSION
A. Dream Homes Park Project Update
Recommendation: Update City Council on the status of the Dream Homes Park
for information and discussion only.
John Corella, Director of Engineering and Public Works, provided an update on
the status of the Dream Homes Park and modifications made.
Chris Giannini, Designer Verde Design, provided an overview of the proposed
design elements for the Dream Homes Park.
Danny Lee expressed his excitement to see this project come to fruition.
Sergio Espericueta thanked everyone for their work with the community to
ensure the residents are getting what they want. He suggested receiving input
from residents and renaming the park.
Erin Hyland, Parks and Community Events Commissioner, expressed her
support of the park as is, and encouraged finding alternative funding sources.
This item was for information and discussion only, there was no formal action
taken by the City Council.
The City Council recessed at 4:00 p.m.
The City Council reconvened at 4:05 p.m.
B. Downtown Dog Park Update and Conceptual Design
Recommendation: For staff to provide the City Council an update on the
Downtown Dog Park and conceptual design for discussion
and direction on Project budget, funding opportunities and
time lines.
John Corella, Director of Engineering and Public Works, provided an update on
the Downtown Dog Park and conceptual design.
Danny Lee supports this project and expressed his hope that the Tribe would
partner with the City on the project in some way. He encouraged EV charging
and the use of solar where possible.
Erin Hyland, Parks and Community Events Commissioner, reiterated the
Commissions priorities, which include pickle ball as a top priority. She expressed
her support for the project.
After discussion, it was the consensus of the City Council to support the Second
Street Dog Park/Downtown Dog Park conceptual design, and the submittal of an
application for the State Parks Land and Water Conservation Fund Grant should
it be determined that the site is eligible.

A. Joint Use Agreement with the Palm Springs Unified School District and
Desert Recreation District for Operation of the Cathedral City High
School Swimming Pool for Public Use During the Summer Months of
2023
Recommendation: To approve a joint use agreement for the use of the
Cathedral City High School (CCHS) swimming pool for
public swim.

A motion was made by Mayor Pro Tem Carnevale and seconded by
Councilmember Gregory to approve the joint use agreement for the use of the
Cathedral City High School (CCHS) swimming pool for public use during the
summer months of 2023.

2. PUBLIC COMMENT
Tom Swan Hernandez presented the City with a picture of the LGBT Veteran's
Memorial to hang at City Hall.
Corwin Deveas expressed his concern with the handling of a police incident that
took place on December 28, 2022.
3. COUNCIL REPORTS
Mayor Pro Tem Mark Carnevale reported on the following:
• Homeless Liaison Officers'progress
• Past and upcoming Special City Council meetings
• His participation in the Raising of the flags for LGBT Days and weekend events
• Fire Department's Pancake Breakfast
• His attendance at the Greater Coachella Valley Chamber of Commerce Board
meeting
• Upcoming League of California Cities Riverside County Division meeting, that will be
hosted in the Cathedral City Community Amphitheater
• Upcoming CVAG Homeless Committee meeting
• Upcoming League of CA Cities Fundraising Committee meeting
• His continued work on the AYSO lighting issues
• Daylight Savings
• His participation in the Boys and Girls Club of Cathedral City's Golf Tournament
Fundraiser, where his team took first place
Councilmember Nancy Ross reported on the following:
• Mary Nutter Collegiate Softball Tournament
• Meeting with a constituent related to gas blowers
• Meeting with the Senior Center related to acquiring more space for their
programming
• Weekly meetings with the City Manager
• Past Special City Council Meeting
• LGBT Days weekend events and the Fire Department taking first place in the bed

Councilmember Ernesto Gutierrez reported on the following:
• Meeting with a local business owner
• Developer's and business owner's issues/concerns he assisted with

• His personal tour of his district to evaluate issues, such as shopping carts and
sidewalk repair
• Upcoming meeting with staff related to Code Enforcement

Recommendation: To approve a contract with Terra Nova Planning &
Research, Inc in an amount not to exceed $70,070, which
reflects the base contract of$63,700 and a 10% contingency
of$6,300, and authorize a budget amendment in the amount
of$70,070.

A motion was made by Councilmember Gregory and seconded by Mayor Pro

REAS Projects
Recommendation: To approve a contract with Petrochem Materials Innovation,
LLC. for $1,038,633.92 to supply and apply Rubber
Emulsion Aggregate Slurry (REAS) on La Pasada

Neighborhood streets, Avenida Maravilla, Avenida La Paz,
Avenida La Vista, and Date Palm Drive, including traffic
control, crack seal and striping replacement; and, approve a
fifteen percent (15%) contingency in the amount of
$155,796.08 for unforeseeable construction costs, making
the total encumbrance $1,194,430; and, authorize the City
Manager to execute the required contract documents.

A motion was made by Councilmember Gregory and seconded by Mayor Lamb
to approve a contract with Petrochem Materials Innovation, LLC. for

8. DISCUSSION ON FUTURE AGENDA ITEMS
It was the consensus of the City Council to agendize an item to have LAFCO provide
a presentation on the annexation process.
