The meeting was called to order at 3:00 PM by Mayor Rita Lamb.

There were no changes to the agenda.
1. PUBLIC COMMENT
Bob McKechnie, founder of the initiative that established Cathedral City as an
International City of Peace, announced that Cathedral City is an International City of
Peace and would like to spread the word.
2. CLOSED SESSION
City Attorney Eric Vail announced that the City Council will meet in Closed Session
to discuss the following items listed on the agenda. He noted that Al Ford, Special
Legal Counsel for negotiations, will be in attendance along with City Manager
Charles McClendon.

The City Council recessed to Closed Session at 3:10 p.m.
The City Council reconvened at 4:15 p.m.
City Attorney Eric Vail announced that the City Council met in Closed Session to
discuss item 2A. Conference with Labor Negotiator, there was no reportable
action taken.
3. STUDY SESSION
A. Presentation - California Department of Insurance
Recommendation: There is no formal action required for this item. It is a
presentation only.
Andrea Valdes, Outreach Analyst California Department of Insurance, provided a
brief overview of the California Department of Insurance (CDI). The following
points were presented:
• CDI overview
• Safer from Wildfires Program
• Senior Resources
• California Law related to DMV
• California's Low-Cost Auto Insurance Program (CLCA)
• How to partner with CDI & CLCA
This item was for information and discussion only, there was no formal action
taken by the City Council.
B. Discover Cathedral City & Public Arts Website Redesign
Recommendation: This item is presented for information, discussion, and
direction only.
Ryan Hunt, Communications and Event Manager, and Stone James, Economic
Development Director, provided an overview on both the Discover Cathedral City
and the Public Arts website re-design.
The City Council expressed their support for the website re-designs.
This item was for information and discussion only, there was no formal action
taken by the City Council.

• AGENDA FINALIZATION
Assistant City Manager Anne Ambrose requested that item 68.SUP 23-001 Tour de
Palm Springs 2023 be heard first under Legislative Actions.
1. PUBLIC COMMENT
Thomas Len, representing the President of the Cathedral City High School Band
Booster, invited the City Council to attend their upcoming Star Dust Expo fundraiser,
which will be held on March 4, 2023, from 10:00 a.m. to 4:00 p.m. He also
announced that the Desert Community Foundation is hosting the Coachella Valley
Giving Day and the Cathedral City High School Band Booster is happy to be a
participant of the event this year. He indicated that more information is available at
www.cvgivingday.org.
2. COUNCIL REPORTS
Councilmember Ernesto Gutierrez reported that he met with a Planning
Commissioner, and they discussed goals and ideas for the City. He also reported on
the Special City Council Goal Setting meeting, which was held on January 28, 2023.
He reported that he attended the "Evening with Collective Soul's Ed Roland and
Jesse Triplett" at the Paloma Resort, which was an incredible event. He also
reported that he met with a resident who will be starting a new dance studio in the
City. He reported that he met with a local business owner who was having some
issues relocating to another area of the City. He was able to refer him to Robert
Rodriguez, Planning/Building Director, who was able to assist him. He reported that
he also met with a local business owner who was not be able to have a booth at
Taste of Jalisco, the City will try and include him in next year's event. He announced
that he filmed an interview related to the Taste of Jalisco at the NBC studios, which
aired on Friday and Saturday of the event. He reported that he received many
compliments about Taste of Jalisco and feels that the event keeps getting better and
better. He announced that he will be attending the upcoming CVAG Conservation
Committee meeting. He reported that he met with City Manager McClendon to
discuss this evening's agenda.
Councilmember Nancy Ross reported that she met with Rick Saldivar from Destiny
Church, City Manager McClendon and Code Manager Sandra Molina to discuss the
upcoming Serve the Day event which will be hosted by Destiny Church. She
reported that she attended the Special City Council Goal Setting meeting, the
"Evening with Collective Soul's Ed Roland and Jesse Triplett" at the Paloma Resort,
and the official "Taste" of Jalisco Dinner Experience. She also reported that her son
and daughter-in-law were in town, and they attended the Taste of Jalisco on Friday,
which was a blast. She gave kuddos to Ryan Hunt, Communications and Events
Manager, for his work on Taste of Jalisco. She reported that she attended the
Emergency Preparedness event at the Cathedral City Library, which was hosted by
Mayor Rita Lamb. She also attended the Cathedral City High School Dinner and
Music Fundraiser sponsored by Mario's Italian Café. She announced that the
Jurassic Wonders Dinosaur exhibit will be leaving, and she thanked the Museum of
Ancient Wonders for sponsoring the attraction.
Mayor Pro Tem Mark Carnevale reported that he attended at the Coachella Valley
Animal Campus meeting, where they discussed the shortage of veterinarians. He
reported that he attended the Special City Council Goal Setting meeting, and then
headed over to the "Evening with Collective Soul's Ed Roland and Jesse Triplett" at
the Paloma Resort. He also reported that he, along with Mayor Lamb, met with Berry
Shy related to the Suniva project, where they discussed tax rate concerns. He
reported that he received emails from local dispensary owners related to lowering
taxes. He also reported that he met with Date Palm Country Club Citizens on Patrol
to discuss their community watch program and he was able to provide signs that
support the Cathedral City Police and Fire Departments. He provided a brief
overview of the Homeless Liaison Officer's progress and thanked Commander Enos
for providing the information. He reported that he interviewed two applicants for the
vacant seat on the Parks and Community Events Commission. He also reported that

he met with John Corella, Director of Engineering and Public Works, and Deanna
Pressgrove, Public Works Manager, regarding a possible dog run at Century Park.
He reported that he attended a Cathedral City Rotary meeting, and a met. along with
Stone James, Economic Development Director, with the Chamber of Commerce. He
announced that he will be attended the upcoming Campanile Grand Opening, a
CVAG Homeless Committee meeting, and the Shakespeare and Jazz event at
Sunny Sands Elementary School. He reported that he had a great meal at the new
Brunch 101 restaurant and highly recommends it.
Councilmember Raymond Gregory reported that he attended a virtual training for the
Governance Transparency and Labor Relations Committee. He reported that he,
along with Councilmember Gutierrez. attended a community gathering to celebrate
the full implementation of Measure B. He reported that he attended the Special City
Council Goal Setting meeting. He reported that he also attended the Riverside
County Transportation Commission's Annual Conference, which was held in Palm
Springs. He reported that he attended the Taste of Jalisco event on both Friday and
Saturday, which he felt was a very high-quality festival. He also reported that he
attended the CVAG Transportation Committee meeting, where they discussed CV
Sync and how to move forward with public meetings as emergency orders issued by
the Governor expire. He announced that there are open seats on the Parks and
Community Events Commission and he, along with Mayor Pro Tem Carnevale. will
be making nominations at the next meeting. He reported that he, along with
Councilmember Ross, attended the Sunny Lands opening of the "Place at the Table"
exhibit. He also reported that he attended the Riverside County Transportation
Commission meeting. He announced the upcoming Special City Council meetings to
work on the budget process.
Mayor Rita Lamb reported on the recent Emergency Preparedness event, which was
held on February 4, 2023, at the Cathedral City Library, and she thanked the Fire
Department for their assistance. She reported that Taste of Jalisco was a wonderful
event, and she was happy to recognize Priscila Marquez, a Cathedral City High
School Scholarship recipient, whose parents are from Jalisco. She reported that she
attended the Visit Greater Palm Springs board meeting. She noted that the City has
been designated as an International City of Peace and there is a billboard on Dinah
Shore which expresses the feelings of peace. She also announced that the Senior
Center has meditation classes on Wednesdays at 4:00 pm.

Recommendation: To approve acceptance of the Edward Byrne JAG Grant in

Recommendation: To approve Special Use Permit#23-001 and allow the Tour
de Palm Springs to utilize city streets within Cathedral City
on February 11 , 2023.

A motion was made by Mayor Pro Tem Carnevale and seconded by
Councilmember Gutierrez to approve Special Use Permit #23-001 and allow the
Tour de Palm Springs to utilize city streets within Cathedral City on February 11,
2023, and approve a sponsorship in the amount of$600 to cover the application
fee.

A. SCAG ATP Grant Final Draft Presentation
Recommendation: To accept the final draft of the Active Transportation Plan
(ATP), as part of the Southern California Association of
Governments (SCAG) 2019 Sustainability Communities
Program (SCP).
Dorian Whitney, Cathedral City resident, expressed the need to move this project
forward. He urged the City to make road safety a priority.
After discussion, the City Council expressed their support of the Cathedral City's
Active Transportation Plan.

7. DISCUSSION ON FUTURE AGENDA ITEMS
Mayor Lamb requested that an item be agendized at a future meeting to receive a
presentation from the Cathedral City High School International Baccalaureate
Program.
