PUBLIC COMMENT There were no members of the public that wished to speak. 2. STUDY SESSION A. Presentation on Diversity and Racial Equity Recommendation: This is a presentation only, no formal action is required. Ryan Hunt, Communications and Events Manager indicated that Mayor Lamb participated in a panel discussion with local city officials and local educational leaders hosted by the Palm Springs Unified School District on Diversity and Racial Equity. Mayor Lamb then requested that staff provide a presentation regarding the same topic to the City Council. He provided an overview of his experience on this topic and provided a definition of diversity and racial equity. Eugenia Torres, Human Resources Manager, provided an overview on the efforts that are being made to ensure awareness of diversity and racial equity in the workplace. This item was for information and discussion only, there was no formal action taken by the City Council. B. Update on the Median Fencing for HSIP Cycle 10 Pedestrian Crossing on Ramon Road Recommendation: Staff is presenting an update on the median fencing for the Highway Safety Improvement Program (HSIP) Cycle 10 Pedestrian Signal Project on Ramon Road for City Council review, discussion, and direction. Councilmember Raymond Gregory recused himself for this item. Andrew Lee, Assistant Engineer, provided an update on the median fencing for the Highway Safety Improvement Program (HSIP) Cycle 10 Pedestrian Signal project on Ramon Road. The following points were presented: • Background on the HSIP Cycle 10 Grant and Project • Median Fencing Options and Proposed Location It was the consensus of the City Council to direct staff to move forward with Option B Cathedral City Tubular Fence. Councilmember Gregory rejoined the meeting for discussion of item 2C. C. Residential Corner Ramp Repair Relief Program Recommendation: Staff is presenting the Residential Corner Ramp Repair Relief Program for City Council review, discussion, and direction. Armando Baldizzone, City Engineer, provided an overview of the Residential Corner Ramp Repair Relief Program. The following points were presented: • Background of the Program • Federal Regulations • Local Regulations • Code Violations Examples • Corner Ramps Evaluation • Purpose of the Program and Assistance • Program Eligibility Requirements and Documents • Program Approval Process and Funding The City Council expressed their support for the program and inclusion of all residential properties. They directed staff to research the issue related to resort residential and whether or not they should be included in the program and to bring this item back for consideration at a future meeting. Mayor Rita Lamb read a letter from former mayor, Kathy DeRosa, thanking Larry Davis for his service. The City Council presented a certificate of recognition thanking him for his service and congratulating him on his retirement. The Cathedral City Noon Rotary thanked Larry Davis for his service and presented him with a plaque. Larry Davis discussed the history and relationship of Forest Lawn and Cathedral City and thanked everyone. 1. PUBLIC COMMENT Joe Feringa expressed his concern with the development in the Rio Del Sol community and how it is impacting his quality of life. He also expressed frustration with the builder and staff. Kit Snider expressed her concern with the development in the Rio Del Sol community and how it is impacting her quality of life. He also expressed frustration with the builder and staff. He indicated that they are having a meeting with staff and requested that Councilmember Ross attend. 2. COUNCIL REPORTS Councilmember Raymond Gregory reminded everyone that it is raining and flooding in the area and thanked staff for their efforts. He reported that he along with his colleagues, attended the Chanukah event which was held at Boomers. He reported that he attended the Palm Springs International Film Festival and encouraged everyone to attend a show. He also reported that he was able to tour the new Acrisure Arena. He reported that he attended the Riverside County Transportation Commission meeting, where they discussed mid-year adjustments. He reported that he had multiple meetings with staff and thanked them. He reported that he met with one of the local cannabis retailers and also met with a developer. He announced the upcoming Martin Luther King Jr. Day Holiday. He also announced the upcoming City Council Goal Setting meeting, which will be held on January 28, 2023. Mayor Pro Tem Carnevale reported that he attended the Chanukah event, which was held at Boomers. He reported that he spent time discussing many issues with residents, which included graffiti, lights at the soccer park, and speeding issues. He also reported that he met with Councilmember Ross and Stone James, Economic Development Director, to discuss the proposed Chamber contract. He reported that he met with Councilmember Gutierrez, Robert Rodriguez, Planning/Building Director, and an owner of Circle K who is planning to relocate his business to another area of the City. He also reported that he attended Sheriff Bianco's swearing in ceremony and the League of California Cities Riverside Division meeting. He reported that he plans to attend the upcoming DVBA Board Installation dinner, which will be held on January 12, 2023. He recommended Desert Thai Restaurant and encouraged everyone to check them out. He announced that his family welcomed a new great grandchild, and it was a great Christmas. Councilmember Nancy Ross announced that she and her husband took a cruise over the holidays. She thanked Stone James, Economic Development Director, for the opportunity to meet with the Latin Chamber of Commerce, she is hopeful that they will bring some great events to Cathedral City. She reported that representatives from the cannabis industry reached out to her and other Councilmembers to discuss their concerns. She, along with her husband, took pizza to the Fire and Police Departments on New Year's Eve and New Year's Day. She expressed her excitement to get to know Fire Chief Contreras and is very appreciative of his help. She thanked Police Chief Crum for all he does to keep everyone safe. She reported that she attended the ribbon cutting for AMP Sports Lounge and DropBy Office, along with Mayor Lamb, who is already a terrific Mayor. She invited everyone to attend the upcoming Ocotillo Square Street Sign Topper dedication ceremony, which will be held on January 18, 2023 at 10:00 a.m. Councilmember Ernesto Gutierrez wished everyone a happy and healthy new year. He reported that he attended the Chanukah event, which was held at Boomers. He reported that he had a meeting with Mayor Pro Tem Carnevale, Robert Rodriguez, Planning/Building Director, and the owner of Circle K who is relocating his business to another area of the City. He also reported that he met with Fire Chief Contreras who e feels will improve the Fire Department. He reported that he attended Sheriff Bianco's swearing in ceremony along with Mayor Pro Tem Carnevale. He reported that he attended a funeral for Rene Gomez, owner of Bravo's Automotive. He also attended a wrestling meet at Rancho Mirage High School, which was a great event. He stated that he encountered several residents that congratulated him on his re- election. He reported that he attended the League of California Cities Riverside Division Meeting and a meeting with City Manager McClendon. He announced that he will be attending the upcoming CVAG Conservation Committee meeting and the City Council Goal Setting meeting. Mayor Rita Lamb offered a Mayor's message for the month, to be of service. She is honored that the City is having an event to celebrate Martin Luther King Jr. Day on Chuperosa lane, which will be held on Saturday Jan 14, 2023. She noted that Cathedral City has a vast network of volunteers who make her think of what she can do herself to make a difference. She reported that she attended the Noon Rotary, where Scott Robinson, Executive Director Cathedral City Boys and Girls Club, discussed the boys and girls club. 3. Greater Coachella Valley Chamber of Commerce Fiscal Service Provider Agreement for January-June 2023; and for the 2023/2024 Fiscal Year Recommendation: To authorize the City Manager to execute the attached Greater Coachella Valley Chamber of Commerce Service Provider Agreements covering the following periods: (1) January-June 2023 for a total of$45,500, and (2) the full- year service provider agreement for the 2023/2024 fiscal year in the amount of$73,436 subject to: (a) Economic Development Department confirming the Chamber materially fulfilled the January-June 2023 contract; and (b) Economic Development Department's professional services budget in the 2023/2024 budget cycle is increased by $43,436 to allow a total annual payment to the Chamber of $73,436 ($53,936 for Chamber services plus $19,500 for the State of the City address). Mayor Pro Tern Carnevale expressed his support. Councilmember Ross expressed her concerns with the Chamber and approving the 2023/2024 agreement. She expressed support of approving the January through June 2023 agreement only. Councilmember Gutierrez expressed his support. Councilmember Gregory expressed his support. Mayor Lamb expressed her support. Diana Soto, Interim CEO Chamber of Commerce, urged the City Council to approve both proposed agreements. Should the Council only approve a 6 month contract, she requested that a date to consider the next agreement be set. M.O. 2023-15 A motion was made by Mayor Pro Tern Carnevale and seconded by Councilmember Gregory to authorize the City Manager to execute a service agreement with the Greater Coachella Valley Chamber of Commerce from January to June 2023 in the amount of $45,500 and a service provider agreement for the 2023/2024 fiscal year in the amount of$73,436 subject to the Economic Development Department confirming the Greater Coachella Valley Chamber of Commerce materially fulfilled the January to June 2023 contract, and increase the Economic Development Department's professional services budget in the 2023/2024 by$43,436 fora total annual payment of$73,436. Update on Emergency Actions Related to COVID-19 Recommendation: Update on Status of Emergency Proclamation. Possible action to continue or rescind Resolution 2020-06. Update on Emergency Actions taken by City, County, State of Federal Agencies. Possible consideration of additional measures to be taken. Council may add items not listed on the agenda pursuant to Government Code section 54954.2 by majority vote. City Manager Charles McClendon provided an update related to emergency actions related to COV1D-19. He does not recommend any actions at this time. Terry Applegate expressed her concern with air born viruses and explained what a corsi-rosenthal box is, which is a do-it-yourself air purifier. G.
