AGENDA ITEMS A. Declaration of Results for the November 8, 2022 Municipal Election Recommendation: To adopt a Resolution declaring the results of the November 8, 2022, election as certified by the Riverside County Registrar of Voters and adopt a Resolution declaring the results of the Special Election for the City of Cathedral City Community Facilities District No. 2022-1 (Cathedral city Park & Recreation Services) and directing further actions Reso 2022-58 Reso 2022-59 A motion was made by Councilmember Ross and seconded by Councilmember Gregory to adopt a Resolution declaring the results of the November 8, 2022 election as certified by Riverside County Registrar of Voters. RESULT: APPROVED [UNANIMOUS] MOVER: Nancy Ross, Councilmember SECONDER: Raymond Gregory, Councilmember AYES: Gutierrez, Lamb, Carnevale, Ross, Gregory B. Appointment of Mayor and Mayor Pro Tern M.O. 2022-201 A motion was made by Councilmember Gregory and seconded by Councilmember Ross to appoint, in accordance with Section 2.04.180 of the Municipal Code, Rita Lamb to serve as Mayor for a one-year term through the Council meeting in December 2023; and to appoint Mark Carnevale to serve as Mayor Pro Tern for the same term. Oath of Office Newly Elected Officials City Clerk, Tracey Hermosillo, conducted the Oath of Office to Greg Jackson who was elected to serve as City Treasure at the November 8, 2022 Election. City Clerk, Tracey Hermosillo, conducted the Oath of Office to Mark Carnevale who was elected to serve as Councilmember of District 3 at the November 8, 2022 Election City Clerk, Tracey Hermosillo, conducted the Oath of Office to Ernesto Gutierrez who was elected to serve as Councilmember of District 4 at the November 8, 2022 Election. City Clerk, Tracey Hermosillo, conducted the Oath of Office to Raymond Gregory who was elected to serve as Councilmember of District 5 at the November 8, 2022 Election. D. Oath of Office Mayor and Mayor Pro Tem City Clerk, Tracey Hermosillo, conducted the Oath of Office to Mark Carnevale who Cathedral City Page 2 Printed on 1/05/2023 was appointed to serve as Mayor Pro Tern for a period of one-year. City Clerk, Tracey Hermosillo, conducted the Oath of Office to Rita Lamb who was appointed to serve as Mayor for a period of one-year. Mayor Rita Lamb and the City Council gave a special presentation of recognition and gift to former Mayor Ernesto Gutierrez. City Treasure, Greg Jackson, thanked the voters, his wife and the City Council. Councilmember Raymond Gregory thanked the voters of District 5, his campaign volunteers Andrew Wancowicz and Antonio Baciu, his son Brian and husband Eric for all of their support. He also thanked his fellow Councilmembers, City Manager Charles McClendon and city staff for all that they do. Mayor Pro Tem Mark Carnevale thanked his wife Rhonda, his son Nicolino, his campaign manager Jo Anne Kennon, City Manager Charles McClendon, and city staff. He also thanked his fellow Councilmembers. He gave a brief overview of things to come in the future. He thanked former Mayor Gutierrez for his leadership and expressed how he is looking forward to what this year will bring with Mayor Rita Lamb. Councilmember Nancy Ross stated that it has been very informative to watch her fellow Councilmembers change, evolve, and go through the election process. She feels this is a quality City Council and she is honored to sit beside them. Councilmember Ernesto Gutierrez congratulated Mayor Rita Lamb, Mayor Pro Tern Mark Carnevale on their new appointments, and congratulated Councilmember Raymond Gregory on his reelection. He thanked God, the voters of District 4, his friends, his family, Aphrodite Krespis, and Tony Marisca for all their help and support. He feels the City has achieved a lot over the last four years and thanked the Council and staff for their efforts to improve the City. Mayor Rita Lamb thanked her husband, son, daughter in law, friends, and campaign committee. She is thankful to her parents who introduced her to democracy. She expressed how proud she is to be on this City Council and is grateful for the faith and trust the residents have placed on the City Council to carry out this most important work.
