Living Desert.
Allen Monroe, President/CEO Living Desert, provided an overview of the Living
Desert Zoo and Gardens. The following points were presented:

B. Presentation - Veterans Village of Cathedral City

Charles McClendon, City Manager introduced Dr. Laura Otis-Miles, CCO TURN
Behavioral Health Services, and Ron Stark, Program Manager TURN Behavioral
Health Services.
Dr. Laura Otis-Miles and Ron Stark provided a presentation on their
organization's role and strategy for the Veteran's Village of Cathedral City. The
following points were presented:

C. Cathedral City Senior Center Update
Recommendation: This is a presentation only. There is no formal action
required.
Charles McClendon introduced Geoff Corbin, President & CEO, Cathedral City
Senior Center, and Vic Ide, COO, Cathedral City Senior Center.
Geoff Corbin and Vic Ide provided a presentation on the Cathedral City Senior
Center. The following points were presented:

• Food and Social Programs
• CCSC Strategic Alliances and Devoted Business Partners
• Participation and Revenue Growth

They asked that the City Council consider increasing their allocation.
Sue Townsley, Board Member for the Cathedral City Senior Center, thanked
Geoff Corbin for all that he has done and thanked the City for all of their support.

D. Sidewalk Vendor Ordinance
Recommendation: This item is presented for information, discussion and
direction only.
Sandra Molina, Code Compliance Manager, provided an overview of the
proposed sidewalk vendor ordinance. The following points were presented:
• Senate Bill 946
• Issue with sidewalk vendors
• What the City May Regulate/Enforce
• Park and Special Events
• Applicability
• Operation Requirements and Prohibitions
• Additional Restrictions
• Fines
• Removal and/or Seizure of Equipment or Product
The members of the City Council expressed their concerns and provided
recommendations to the proposed Ordinance. Council directed the City Attorney
and staff to revise and make language clarifications to the proposed sidewalk
Vendors Ordinance based on the discussion and to bring it back for discussion
and consideration at a future meeting.

1. OATH OF OFFICE - Michael Contreras, Fire Chief
City Clerk Tracey Hermosillo administered the Oath of Office to Fire Chief Michael
Contreras.
2. PUBLIC COMMENT
Sergio Espericueta expressed his concern with comments made by Mayor Gutierrez
on social media and asked that they be removed to protect his safety.
Augustin Alejandre expressed his concern with comments and photos posted on
social media by Mayor Gutierrez and fears for his safety.
Maria Resondez expressed her concern with comments and photos posted by
Mayor Gutierrez on social media and fears for her children and that they may be
bullied as a result.
Danny Lee congratulated the Councilmembers on their reelection to the City
Council. He thanked all those who ran for office and thanked everyone for their help
to support Measure K. which did not pass. He would like to see the City Council
prioritize an update to the Parks and Recreation Master Plan.
3. COUNCIL REPORTS
Councilmember Raymond Gregory reported on the Tejano Music Festival,
Halloween Spooktacular, the Palm Springs Pride Parade, and the CVAG
Transportation Committee meeting. He announced the upcoming Veteran's Day
events and the Hot Air Balloon Festival. He gave a shout out to the Engineering and
Public Works Departments for their work on various projects around the City. He
expressed his thanks to those who supported Measure K and hopes the City can
continue to work towards other opportunities in the future.
Councilmember Mark Carnevale reported that he attended the Coachella Valley
Animal Campus Meeting, the College of the Desert State of the College, the
Candidate Forum at the Senior Center, Spooktacular, Fields of Valor, and the Palm
Springs Pride Parade. He gave a shout out to Councilmember Ross, who is ill and
still taking meetings via zoom. He reported that he hosted a CVCAN event at his
restaurant, Nicolino's. He provided an overview of the work that the homeless liaison
officers have been doing. He announced that he will be meeting with Economic
Development Director Stone James to discuss development in the North City area.
He wished everyone a Happy Thanksgiving.
Mayor Pro Tem Rita Lamb welcomed Fire Chief Michael Contreras to Cathedral city.
She reported that she did an interview with MIG Consulting related to the Five-Year
Strategic Plan, which is one of the goals of Council for 2022. She also reported that
she spoke with Galia Brown, Communications person for Dezart Performs, who
indicated that they are looking for a permanent place and that they have their eye on
a location in Cathedral City. She reported that she attended the Fields of Valor and
gave a shout out to Jo Anne Kennon for all her efforts. She also reported that she
will attend the Veterans for Peace event at Desert Memorial Park. She commented
on the Senior Center's Cactus Club, which provides scholarships for memberships.
She reported on the Noon Rotary's Hero's Dinner and the presentation provided by
Fred Bell Executive Director of the Palm Springs Air Museum. She also reported that
the Senior Center recognized United Nations Day, which was a wonderful event.
She announced that she attended the Coachella Valley Mosquito and Vector Control
Board of Trustees meeting and will attend the upcoming Coachella Valley Mountains
Conservancy meeting.
Mayor Ernesto Gutierrez welcomed Fire Chief Michael Contreras. He reported on his
campaign efforts prior to the election, which helped him hear concerns and praises

from the residents. He congratulated newly reelected Councilmember Mark
Carnevale and Councilmember Raymond Gregory. He thanked all those who ran
and participated in the election. He expressed his concern with comments made by
Jesse Borrego, President of the CCPOA, at a pervious Council meeting and stated
that he will continue to work together with the Police Department.

Ramsay Group
Recommendation: City Council approve a one-year Professional Consulting
Services Agreement with provisions for two one-year
extensions with The Ramsay Group in the amount not to
exceed $50,000 per year to provide Community
Development Block Grant (CDBG) administrative support
services for the CDBG program; and, authorize the City
Manager to execute the agreement.

B. 2022 Building and Fire Codes Adoption
Recommendation: 1) Introduce and provide first reading, by title only (waiving
further reading), of an ordinance adopting the 2022 editions
of the California Building and Fire Codes with the requisite
findings in support of local additions and amendments to the
codes; and
2) Schedule a public hearing date of November 30, 2022 to
consider adoption of the ordinance pursuant to Government
Code Section 50022.3.

with HR Green for Date Palm Drive Pavement Rehabilitation Project (City
Project No. C08840)
Recommendation: To approve a Design Professional Services Agreement with
HR Green Inc. for the design and preparation of bid ready
construction documents for the Date Palm Drive Pavement
Rehabilitation Project (Project No. C08840) in the not to
exceed amount of$241,443; and authorize the City Manager
to execute the agreement; and, authorize the Director of
Engineering/Public Works to execute a Task Order in the
amount not to exceed $10,000 for "On-Call" material testing
and geotechnical services related to the project; and
authorize a budget amendment in the amount of$251 ,443
from available FY 2022/2023 Maintenance of Effort (MOE)
funds for the completion of the design work.

Engineering/Public Works to execute the proposal.
Councilmember Raymond Gregory would like to see the cost and options for the
proposed dog park for new or existing lighting.
Danny Lee expressed his excitement and support of this item.

Possible consideration of additional measures to be taken.
Council may add items not listed on the agenda pursuant to

City Manager Charles McClendon provided an update on emergency actions
related to COV1D-19, Monkeypox (MPX) and Respiratory Syncytial Virus (RSV).
He stated that he does not recommend any action at this time.
