PUBLIC COMMENT Paula Wedekind expressed her concerns related to her neighbors and how she is being treated by City staff. She stated that she fears for her life and asked for assistance from the City. 2. STUDY SESSION A. Presentation FIND Food Bank Recommendation: This is a presentation only, no formal action is required. Debbie Espinosa, CEO of FIND Food Bank, provided an overview on Hunger Action Month, which is a nationwide campaign to raise hunger awareness. She presented information on how to take action to fight hunger, the state of hunger and food insecurity in the Coachella Valley. This item was for information and direction only, there was no formal action taken by the City Council. B. Review of Draft Historic Preservation Ordinance Recommendation: This item is presented for information, discussion and direction only. City Manager Charles McClendon provided a review of the draft Historic Preservation Ordinance. The following points were presented: • History of the Ordinance • ACBCI Review • Historic Preservation Ordinance • Next Steps Charlotte Hunter-Copper, Historic Preservation Committee Member, provided comments related to the process of working with the Tribe to accomplish the draft Ordinance. She provided information on State and National historic preservation recognition. It was the consensus of the City Council to direct Staff to add language to the ordinance that makes it clear who can apply for Historic designation, who is responsible for any applicable fees and defines procedural processes where needed. It was also the direction of the City Council for staff to provide the revised draft ordinance to the Historic Preservation Committee for review as well as the Agua Caliente Band of Cahuilla Indians for their review and comments prior to it coming back to the City Council for consideration. PUBLIC COMMENT Kristin Lehn, Cathedral City High School Band Booster, thanked the Police Department for their donation of a trailer. She invited the City Council to attend their yard sale on September 17, 2022, at 8:00 am in the Cathedral City High School parking lot. She also invited the City Council to attend their Bandorama event scheduled for November 15, 2022. Rick Saldivar, Cathedral City resident, stated that he has been meeting with many of the youth in hopes of bridging the gap between the community and the youth. He hopes the City will partner with their volunteers to aid in this effort. Arlene Celestino and Danielle Osorio, Gold Medalist for the California Medical Reserve Corps Partnership, provided an overview of the Club's at Cathedral City High School, which they are a part of, as well as their accomplishments and goals. Edward Holzhauer, Cathedral City resident, spoke on the issue of homelessness and how other states are handling the issue. He also expressed his concern with how homeless individuals have been labeled. 2. COUNCIL REPORTS Councilmember Raymond Gregory reported on the Special City Council meeting held on September 1, 2022, regarding to proposed budget amendments. He reported that he was able to meet with community members, staff members, media, and residents. He also reported that he attended a candidate orientation, the League of Cities Annual Conference, CVAG Public Safety Committee Meeting, and the Riverside County Transportation Commission meeting. He took a moment to remember and acknowledge a community member, Sam Pace, who recently passed away. He asked that the City Council adjourn the meeting in memory of Sam Pace. He announced the upcoming Rosh Hashanah Holiday. Councilmember Nancy Ross reported that she participated in the panel interviews for Fire Chief and wished Chief Muhr the best of luck in his retirement. She welcomed Ryan Hunt, Communications and Events Manager. She gave a shout out to her Husband Bob for making her birthday so special. She reported that she attended the League of California Cities Annual Conference along with her colleagues. She reported that she met with a local union representative. She announced that the Public Arts Commission elected DeeAnn Hopings as their Chair and Sunshine Herrera as their Vice-Chair. The Parks and Community Events Commission elected Chip Yarborough as their Chair and Steve Vericker as their Vice-Chair. She stated that the recent rain turned the dinosaurs to a gold color. She announced that some of the rules for donating blood have changed and hopes many more will become regular donors. She reported that she has met with many people over the last couple of weeks related to a variety of issues including land questions, sexual discrimination, senior exploitation, and expressed how honored she is that she is able to help. She also expressed her happiness seeing Ukraine making strides from being overrun by Russia. Councilmember Mark Carnevale reported that he attended the League of California Cities Annual Conference. He reported that he attended the CVAG homeless committee meeting where they discussed the Care Court program. He provided a brief overview of the Care Court program and stated that he would be happy to share more information, he can be contacted at mcarnevale@cathedralcity.gov. Mayor Pro Tem Lamb recognized Debbie Espinoza from FIND Food Bank and announced Hunger Action Month. She reported that she attended the Coachella Valley Mosquito and Vector Control Board meeting and reminded everyone that it is important to take precautionary steps to help mitigate the mosquito issue. She reported that the new Veteran's Village development is a beautiful project. The grand opening is tentatively scheduled for November 10, 2022. She also reported that she attended the Coachella Valley Mountains Conservancy meeting. She announced Cathedral City Page 2 Printed on 9/22/2022 that the Noon Rotary will be having a hero's dinner at the end of October. She stated that on behalf of Don Bradley, Noon Rotary member and former City Manager, she wants to acknowledge those involved with bringing the swim program to the Cathedral City High School pool. She reminded everyone to support the Cathedral City High School Football team. She reported that she watches the Public Arts Commission meetings on channel 17 and encouraged everyone to do the same. She acknowledged Ryan Hunt, Communications and Events Manager, for his presentation at the last Public Arts Commission meeting. She announced the upcoming Meatball Festival, which she and her husband will be participating in. She reported that she received resident concerns related to Desert Recreation, the need for speed bumps on Whispering Palms Trails, and walkways on the Ofelia Bringas Bridge. She also reported that she had the opportunity to watch the US Open on the large screens at the Cathedral City Agua Caliente Casino. Mayor Ernesto Gutierrez welcomed Armando Garcia-Baldizzone, City Engineer. He reported that he met with City Manager Charles McClendon for their weekly update meeting and several constituents and developers. He reported that he received resident concerns related to speeding issues on Whispering Palms and McCallum Way, which he will be discussing with Police Chief Crum. He also reported that he has been very busy working on personal and business issues and was unable to attend the League of California Cities Annual Conference. He wished Councilmember Mark Carnevale and his girlfriend Aphrodite a happy Birthday. 3. Purchase of One New Ambulance Recommendation: The Fire Department requests authorization to purchase one Medix MSV 170 ambulance from Republic Emergency Vehicle Services (EVS), to include a Striker Power Gurney and Loader. Additionally, this unit will come equipped with PSEC compatible radios (to be installed and programmed locally). M.O. 2022163 A motion was made by Mayor Pro Tern Lamb and seconded by Councilmember Gregory to authorize the purchase of one Medix MSV 170 ambulance from Republic Emergency Vehicle Services (EVS), which will include a Striker Power Gurney and Loader and equipped with PSEC compatible radios (to be installed and programmed locally). Resolution Regarding Propositions 26 and 27 Recommendation: To consider resolutions related to Propositions 26 and 27. Anthony Andreas Ill stated that he is a member of the Agua Caliente Band of Cahuilla Indians. He urged the Council to support Proposition 26 and oppose Proposition 27. A motion was made by Councilmember Carnevale and seconded by Mayor Gutierrez to approve a Resolution expressing the City Council's support for Proposition 26 and approve a Resolution expressing the City Council's opposition for Proposition 27 on the November 2022 Ballot. Cathedral City Page 8 Printed on 9/22/2022 A substitute motion was made by Councilmember Gregory and seconded by Councilmember Ross that the City take no formal position on Proposition 26 and Proposition 27, but to affirm the League of California Cities position on the matter. Update on Emergency Actions Related to COVID-19 Recommendation: Update on Status of Emergency Proclamation. Possible action to continue or rescind Resolution 2020-06. Update on Emergency Actions taken by City, County, State of Federal Agencies. Possible consideration of additional measures to be taken. Council may add items not listed on the agenda pursuant to Government Code section 54954.2 by majority vote. City Manager Charles McClendon provided an update on emergency actions related to COVID-19 pandemic. He does not recommend any action at this time and feels we should remain vigilant. 7.
