Kevin Kalman, General Manager Desert Recreation District, provided a review of
the Desert Recreation District Community Facilities District and introduced
Charles Heath from TBWBH Props and Measures.

item.
John Corella, Director of Engineering and Public Works, provided an update on

Deanna Pressgrove, Environmental Conservation and Public Works Manager,
provided an update on the ongoing wind and blow sand issues in the City. The

• AGENDA FINALIZATION
City Manager Charles McClendon requested that item 41. Accept resignation of
Kevin Brandt from the Planning Commission, be pulled from the Consent Agenda for
separate discussion and consideration.
1. SPECIAL PRESENTATION
A. Presentation - LifeStream Update
Recommendation: There is no formal action required for this item. It is a
presentation only.
Jacob Peykani, Life Stream Blood Bank Regional Account Manager, provided an
overview of Life Stream Blood Bank, including their background, donation
centers, blood drives, and the 9 Cities Challenge.
Dominic Lopez questioned if special needs students can donate blood.
Becki Kaplan expressed her appreciation for the text notifications Life Stream
sends to donors informing them where their donation goes.
Danny Lee, commented on the restrictions related to gay men donating blood.
2. PUBLIC COMMENT
George Holliday, Board Member for Desert Access and Mobility, provided an
overview of their services. He thanked the City Council for approving them for CDBG
funds last year and they would like to be considered for funds again should they
become available.
Claylie Mills expressed his concern with a recent news story related to a Police
Officer of Cathedral City would like a fair investigation into the news story.
June Kelly, Cove Resident, expressed her concern for the lack of a dog park in the
Cove area.
Dominic Lopez would like the City Council to endorse Lindsey Horvath for Los
Angeles County Supervisor. He would also like to see a new SunLine bus route from
the Amtrak station in Palm Springs to Cathedral City.
3. COUNCIL REPORTS
Councilmember Raymond Gregory reported that he participated in many meetings
and spoke with many residents in the last few weeks. He also reported that he
attended, along with Mayor Gutierrez, a Parks and Community Events Sub-
Committee meeting with Gary Marshall and Chip Yarborough. He reported that he
attended the CVAG Public Safety Committee meeting where they discussed mylar
balloons and gun violence. He also reported that he attended the Dinner with Patsi
fundraiser at the Runway, which benefited the Police Department Explorers
program. He announced the next Dinner with Patsi fundraiser will be held at La
Tablita Restaurant on July 20th. He reported that he will be attending the upcoming
CVAG General Assembly meeting and the Greater Coachella Valley Chamber of
Commerce Annual Awards Dinner. He expressed his excitement for the construction
of the new Denny's and Quick Quack Car Wash, located on Vista Chino and
Landau. He wished everyone a happy and safe Fourth of July Holiday and looks
forward to seeing everyone in August.
Mayor Pro Tem Rita Lamb reported that she attended Gary Marshall's last meeting
on the Parks and Community Events Commission and expressed her appreciation
for his leadership during his years of service. She reported that she attended the
Interface Southern California Desert Commercial Real Estate Conference, where
Director of Economic Development Stone James was a moderator. She also
attended the CVAG Conservation Committee meeting, the PSUSD 2x2 Sub-

Committee meeting, and the Coachella Valley Mosquito and Vector Control Board
meeting. She also reported that she attended a gun safety rally in Idyllwild. She
reported that she met with Geoff Corbin from the Cathedral City Senior Center to
discuss the possibility of expanding programing and hours. She announced the Free
Summer Kids Movies Series program and thanked Gary Marshall for his help with
facilitating the program. She reported that she along with City staff and Karen Riley
are working on a calendar of events, which she hopes to get out and welcomes any
suggestions in doing so. She also announced the Summer Swim Program is still
happening at the Cathedral City High School pool and encouraged everyone to
attend.
Councilmember Nancy Ross commented on the mylar balloon issue mentioned by
Councilmember Gregory. She expressed her excitement for the new Dave's Hot
Chicken coming to the City. She reported that she continues to help the gated
communities in her District work through issues. She reported that she met with
Thommy and Michael Kocan to discuss their efforts at the Cathedral City Senior
Center Food Bank. She also reported that she attended the CVAG Energy and
Environmental Resources Committee meeting and a fundraiser at the Casino. She
reported that she has been working in a small group as part of the Housing
Leadership program to take a look at the City of Desert Hot Springs ordinances
related to additional dwelling units (ADU). She also reported that she requested a
meeting with a charity fundraiser group to learn more about their process. She
reported that she had a meeting with City Manager Charles McClendon to discuss
some pressing issues in the City. She also reported that she attended the last Public
Arts Commission meeting to share the prototypes for her proposed street sign
topper project in Ocotillo Square neighborhood, which will be coming before City
Council for consideration. She met with Supervisor Manuel Perez to discuss topics
that affect Cathedral City and will continue to meet and stay informed. She reported
that she attended the Dinner with Patsi fundraiser, which was great fun and hosted
her own fundraiser, where she raised over $1400 for a good cause. She also
reported that she attended the SunLine Transit Agency Strategic Planning meeting,
Taxi Committee meeting, and the Board of Directors meeting. She announced the
passing of John Nagus, former Public Arts Commissioner, who will be missed by the
community.
Mayor Ernesto Gutierrez wished everyone a belated happy Father's Day. He
reported that he met with City Manager Charles McClendon for his weekly meeting
where they discussed issues within the City. He attended the Parks and Community
Events Sub-Committee meeting with Gary Marshall and Chip Yarborough. He also
reported that he attended the Palm Springs Unified School District 2x2 Sub-
Committee meeting and noted their plans to renovate Landau and Desert Sands
Elementary schools. He announced that he attended the League of California Cities
Riverside Division Mayors meeting, a meeting with representatives from Free MMA,
and a meeting with Assistant City Manager Katherine Fuentes. He also reported that
he received calls from residents related to fireworks and he assured them the Police
Department is doing all they can to help with this issue. He also received some
concerns from a developer and a contractor which have been referred to City staff.
He stated that he drove around the City to find ways to improve the City. He
announced that he will be attending the upcoming Visit Greater Palm Springs Board
of Directors meeting. He reminded everyone that the Council will be dark for the

month of July and wished everyone a happy and safe Fourth of July Holiday.

Public Finance Authority Board receive and file payment of
claims and demands in the aggregate sum of$5,582,885 for
the month of May 2022.

Recommendation: To approve a Special Use Permit authorizing the Desert
AIDS Project to hold a volunteer appreciation dinner at the
Cathedral City Community Amphitheater on April 2, 2023.

E. Authorize the City Manager to negotiate and execute necessary right of
way agreements for the Active Transportation Program (ATP) Cycle 5
Project
Recommendation: Authorize the City Manager and/or designee to negotiate
and execute the necessary right of way agreements and all
ancillary documents necessary for the Active Transportation
Program (ATP) Cycle 5 Project; and authorize the payments
for the easements and other costs associated with the Right
of Way portion of each Project in the amount of$34,800 and
authorize a 20% contingency in the amount of$6,960 for a
total of$41 ,760; and authorize a General Fund Budget

Recommendation: Award triennial on-call and/or as needed service contracts
to: Albert A. Webb Associates and GIS Surveyors, Inc. for
Professional Land Surveying and Mapping Services; award
Albert A. Webb Associates, Advantec Consulting Engineers,
Inc. and STC Traffic, Inc. for On-Call Traffic Engineering
Services; and award Landmark Consultants and Inland
Foundation Engineering, Inc. for Material Testing Services
and Professional Geotechnical Recommendations; and
Authorize the Director of Engineering/ Public Works to
negotiate to reduce the final labor, equipment, and additional
work rates; and Authorize the City Manager to execute all
required contracts.

68945 Perez Road, and Release Tract Securities Upon Completion of
Certain Conditions for Substitute Project, Conditional Use Permit No.
CUP 20-10.
Recommendation: Rescind the Subdivision Agreement for Tract No. 37555,
executed on October 23, 2019, located at 68945 Perez
Road, and release all related subdivision agreement
securities, contingent upon the completion of certain
conditions of approval for Conditional Use Permit No. 20-10,
a substitute Project for the same parcel, approved by the
Planning Commission on April 20, 2022.

Recommendation: Accept and approve the following REAS Projects: Century
Park Neighborhood Rehabilitation (C08663), Ramon Road
East (C08511), and Corral Road (C08510), as final; and
authorize the City Manager to file a Notice of Completion
with the Riverside County Recorder's office on behalf of the
City Council; and authorize the release of retention funds to
Petrochem Materials Innovation, LLC (PMI) upon expiration
of the Notice of Completion.

I. Calling a General Municipal Election to be held Tuesday, November8,
2022, Requesting Riverside County Provide Election Services and
Establishing Regulations for Candidates Filing an Optional Candidate
Statement

Recommendation: To adopt a Resolution calling and giving notice of a General
Municipal Election to be held on Tuesday, November 8,
2022, for the election of certain officers and requesting the
Board of Supervisors of the County of Riverside to
consolidate the General Municipal Election with the
Statewide General Election to be held pursuant to California
Elections Code Section 10403. It is further recommended
that the City Council adopt a Resolution establishing
regulations for elective office pertaining to materials
submitted to the voters at an election to be held on
November 8, 2022.

Annual Action Plan
Recommendation: Approve the FY 2022-2027 Consolidated Plan (Con Plan)
and the FY 2022-23 Annual Action Plan (AAP) for submittal
to the U.S. Department of Housing and Urban Development
(HUD); and, authorize the City Manager, or designee, to
execute the required certifications; and, execute all funding
agreements and documents consistent with the FY 2022-
2023 Annual Action Plan.
Andrew Lee, Assistant Engineer, provided an overview on the proposed
Community Development Block Grant (CDBG) fiscal year 2022-2027
Consolidated Plan and fiscal year 2022-2023 Annual Action Plan Approval. The

Mayor Ernesto Gutierrez opened the Public Hearing for public comments, seeing
none, he closed the Public Hearing and returned discussion to the City Council.

Councilmember Ross to approve the FY 2022-2027 Consolidated Plan (Con

Recommendation: Adopt the two (2) resolutions to begin the process of the
CFD formation:

1(Cathedral City Park & Recreation Services), to Fund
Public Services and Finance the Development of Certain

Councilmember Raymond Gregory requests that city staff and legal staff work to
make sure that during this process it is affirmed that this measure would rescind
the previous vote related to park maintenance fees.
Danny Lee expressed his support for this item. He also expressed his concerns
related to the implementation process and education for residents.

formation:

Recommendation: Authorize the City Manager to execute a Design
Professional Services Agreement with Verde Design in the
amount $533,288 for the Dream Homes Park Project (City
Project No. C07021) for Professional Landscape Architect,
Design, and Engineering Services; and, a 5% contingency in
the amount of$26,712 for unforeseen design related
contingencies making the total Project encumbrance
$560,000.

C. Award Matich Corporation a Contract for Century Park, Sarah Street and
Avenida Los Ninos Street Rehabilitation CIP Projects and Authorize a
Budget Amendment
Recommendation: Award a contract to Matich Corporation in the amount of
$1,325,141 for the construction of the Century Park
Neighborhood Street Rehabilitation (C08663), Sarah Street
Pavement Rehabilitation (C08512), and Avenida Los Ninos
Surface Widening (C08513) projects; and, approve a twenty
percent (20%) contingency in the amount of$233,592.20 for
any unforeseeable construction costs; thereby, making the
total encumbrance for this Project $1,558,733.20; and,
authorize the City Manager to execute the contract
documents; and, authorize the Director of
Engineering/Public Works to issue the Notice of Proceed
and request bonds and insurance for the project; and,
authorize an SB-1 budget amendment in the amount of
$242,524.86 for the Century Park Neighborhood
Rehabilitation; and to authorize a budget amendment to use
the remaining funds from the Sarah Street Rehab Project for
the construction of Avenida Los Ninos Project in the amount
of$36,292.74; and to authorize a budget amendment to use
the remaining funds in the Unidentified MOE Project in the
amount $28,802.80 for the construction of Avenida Los
Ninos Project; and authorize a General Fund budget
amendment in the amount of$43,837 for the construction of
Avenida Los Ninos Project.
Councilmember Raymond Gregory indicated that he along with Mayor Pro Tern
Lamb have interest in a property near this planned project area and requested
that the City Attorney speak on the non-conflict of interest.
City Attorney Eric Vail explained that there is a specific regulation in the Fair
Political Practices Commission's regulations that exempt repair, maintenance,
and replacement, which this project falls under, and there is not a conflict of
interest in this case.
Danielle Mead feels the residents in the proposed project area will greatly
appreciate these improvements.

A motion was made by Councilmember Gregory and seconded by Mayor Pro
Tern Lamb to award a contract to Matich Corporation in the amount of

Recommendation: Approve a FY2022-23 budget amendment in the amount of
$95,880; and authorize the City Manager under his authority
to execute all required agreements in a form approved by
the City Attorney.

Chuck Parker apologized to the Council for not appearing in person. He
encouraged the Council to communicate with water officials of the U.S.
Department of Interior and the U.S. Bureau of Reclamation related to the Salton
Sea issue. He thanked the City Council for considering this resolution.
Feliz Nunez expressed her concern about the health-related issues surrounding
the Salton Sea. She thanked the City Council for their support.

Recommendation: Approve the Public Arts Commission's recommendation to
memorialize the lives and contributions of accomplished
Cathedral City artists Bill Anson, Joseph Novak, and Tim
Townsley. The Toppers could be installed on existing street
signs located at San Jacinto Road and Van Fleet (Bill
Anson), San Jacinto Road and Glenn Avenue (Tim
Townsley), San Jacinto Road and Cathedral Canyon (Tim
Townsley), Bel Air Drive and Grandview Avenue (Joseph
Novak), and Bel Air Drive and Valley Vista Drive (Joseph
Novak). The Public Arts Commission would use Arts in
Public Places funds in an amount not to exceed $1 ,778.00.
Councilmember Raymond Gregory expressed his support for the project,
however, he expressed his concern with the lack of consensus from the
proposed neighborhood by way of questionnaire or petition. He wants to ensure
that the policy is adhered to and consensus is gained by way of a questionnaire
or petition from the affected areas moving forward. He encouraged the Public
Arts Commission to provide education to the public about these art pieces as

they are funded by the Arts Education Fund. He is not supportive of waving the
fees associated with this
Councilmember Nancy Ross expressed her support for waving the fee for this
project.
Mayor Pro Tern Rita Lamb feels this project is a great project and she concurs
with Councilmember Gregory.
Mayor Ernesto Gutierrez concurs with Councilmember Gregory and Mayor Pro
Tern Lamb.
Danielle Mead expressed her concern with the lack of consensus from the
proposed neighborhood for this project. She feels this is a great project in
general, however, she is not sure city funds should fund this project. She
encouraged the Public Arts Commission to reconsider how this and future
projects are funded.
DeeAnn Hopings expressed her support of this project and feels it will promote
and benefit the city.

H. Update on Emergency Actions Related to COVID-19
Recommendation: Update on Status of Emergency Proclamation. Possible
action to continue or rescind Resolution 2020-06.
Update on Emergency Actions taken by City, County, State
of Federal Agencies.
Possible consideration of additional measures to be taken.
Council may add items not listed on the agenda pursuant to
Government Code section 54954.2 by majority vote.
City Manager Charles McClendon provided an update on Emergency Actions
related to COVID-19. He indicated that the average number of confirmed cases
has been consistent over the past 6 weeks or so. He feels we need to remain
cautious, and he will continue to monitor the data. He did not recommend any
action be taken by the City Council at this time.
8. DISCUSSION ON FUTURE AGENDA ITEMS
Mayor Ernesto Guiterrez suggested that the City Council have a discussion about
the annexation of Thousand Palms.
City Manager Charles McClendon indicated that there is a future agenda item
coming before the City Council to provide an update on the financial analysis that
was done, which can be an opportunity to discuss Mayor Gutierrez'request.
9. CLOSED SESSION
City Attorney Eric Vail announced that the City Council met in Closed Session during
the Study Session meeting to discuss item 3A. Conference with Labor Negotiator
and there was no reportable action taken.
