AGENDA ITEM A. Commission and Committee Interviews/Appointments, Consider a Formal Appointment to the Coachella Valley Conservation Commission Trails Management Sub-Committee, Discussion/Direction on Future Appointments to Commissions/Committees and Stipends for Certain Commissions Recommendation: To Interview applicants and consider making appointments to the vacant seats on the Planning Commission, Public Arts Commission and the Parks and Community Events Commission, reappoint Tanner Hoss and Dean Keefer to the Architectural Review Committee, reappoint John Rivera to the Historic Preservation Committee, appoint Gary Marshall to the Coachella Valley Conservation Commission Trails Management Sub-Committee and discuss and provide direction on options for future appointments to vacant seats on Commissions and Committees and offering sitpends for certain Commissions. The City Council conducted interviews for the Commission/Committee seats that will expire on June 30, 2022, including the Planning Commission, Public Arts Commission and Parks and Community Events Commission. The following individuals submitted applications and were interviewed: Planning Commission: Danny Lee Christopher Mandarano Elmer Diaz Public Arts Commission: Bea Cortes Domenic Vermeulen Cristal Mojica Parks and Community Events Commission Richard Martinez Mayor Ernesto Gutierrez indicated that the City Council will consider appointments to the Commissions/Committees based on the interviews that were conducted. Council will also consider re-appointments to the Architectural Review Committee and Historic Preservation Committee and a formal appointment to the Coachella Valley Conservation Commission Trails Management Sub-committee. Brad Anderson stated that the City Council will be discussing stipends for Commission/Committee members later in the meeting and he would recommend not to offer stipends. He feels if it is the desire of the City Council to offer stipends to Commission/Committee members they should offer it to all of the members. He expressed his concern with the selection process of the representative of the Coachella Valley Mosquito and Vector Control. He wished the Council well on their appointments. M.O. 2022-100 A motion was made by Councilmember Gregory and seconded by Councilmember Ross to appoint Danny Lee to serve on the Planning Commission for a three-year term beginning on July 1, 2022. RESULT: APPROVED [UNANIMOUS] MOVER: Raymond Gregory, Councilmember SECONDER: Ernesto Gutierrez, Mayor AYES: Gutierrez, Lamb, Carnevale, Ross, Gregory M.O. 2022-103 A motion was made by Councilmember Gregory and seconded by Councilmember Carnevale to re-appoint Tanner Hoss and Dean Keefer to the Architectural Review Committee for a three-year term beginning July 1, 2022. RESULT: APPROVED [UNANIMOUS] MOVER: Raymond Gregory, Councilmember SECONDER: Mark Carnevale, Councilmember AYES: Gutierrez, Lamb, Carnevale, Ross, Gregory M.O. 2022-105 A motion was made by Mayor Pro Tem Lamb and seconded by Councilmember Gregory to appoint Gary Marshall to serve on the Coachella Valley Conservation Cathedral City Page 3 Printed on 6/02/2022 Commission Trails Management Sub-Committee for a three-year term beginning July 1, 2022. RESULT: APPROVED [UNANIMOUS] MOVER: Rita Lamb, Mayor Pro Tern SECONDER: Raymond Gregory, Councilmember AYES: Gutierrez, Lamb, Carnevale, Ross, Gregory 9 rY The City Council discussed the Commission/Committee appointment process and the possibility of having each member of the City Council appoint one member each to each commission. At the conclusion of the discussion, it was the direction of the City Council that staff bring back, at a future meeting, a Commission/Committee appointment process and transition plan for the City Council to discuss, which includes the City Council making one appointment to each commission by district or at large. The City Council also discussed whether or not they would like to consider offering stipends to Commission/Committee members. After discussion, it was the direction of the City Council to not move forward with offering stipends to Commission/Committee members at this time. The City Council directed staff to require all candidates, including those that would like to be re-appointed, to participate in the interview process. They also directed staff to ensure that candidates participate in the interviews in person not on Zoom if the Council Meeting is held in person.
