AGENDA ITEM A. Review of 2022 Goals and Presentation on Five-Year Strategic Plan Recommendation: To approve a resolution adopting the City Council Goals and Departmental Work Plans for 2022 and provide discussion and direction on a framework for development of a long-term strategic plan and the mid-year budget status report. Charles McClendon, City Manager, reported that Council met on January 22, 2022, for a Strategic Planning Retreat to develop goals for the upcoming year. The Council established goals that were subsequently written into formal goal statements along with departmental work plans and incorporated into a Resolution for adoption. He also indicated that Assistant City Manager Katherine Fuentes will be providing a presentation on long-term strategic planning, which was deferred to this Special Meeting to allow time for discussion. Reso 2022-09 A motion was made by Councilmember Gregory and seconded by Councilmember Carnevale to approve a Resolution of the City Council of the City of Cathedral City, California, Establishing Goals and Departmental Work Plans that have been identified by the City Council for 2022. RESULT: APPROVED [UNANIMOUS] MOVER: Raymond Gregory, Councilmember SECONDER: Mark Carnevale, Councilmember AYES: Gutierrez, Lamb, Carnevale, Ross, Gregory Katherine Fuentes, Assistant City Manager, provided an overview of the proposed formation of a Five-year Strategic Plan and recommendations on future actions which included the following: • Development of Five-Year Project Pipelines & Organizational Charts • Class and Compensation Study • Development of a Community Outreach and Education Campaign • Various City Council/Staff Strategy Sessions • Adopt a Five-Year Project Pipelines and Organizational Charts • Prepare the FY 2023-2024 and FY 2024-25 Biennial Budget Based on the Five-Year Project Pipelines and Organization Charts. Assistant City Manager Fuentes finished her presentation with staff's recommendation to prioritize the creation of a sustainable, five-year plan that forecasts future community needs and economic challenges by prioritizing long- range planning across departments. Tami Scott, Administrative Services Director and Kevin Biersack, Deputy Finance Director, provided a mid-year budget status report. It was the consensus of the City Council to support the recommendations on the formation of a Five-year Strategic Plan and the recommendations presented by staff.
