A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CATHEDRAL CITY, CALIFORNIA, ADOPTING A
POLICY FOR THE DISTRIBUTION OF TICKETS FUNDED
THROUGH THE PUBLIC ARTS COMMISSION ARTS
EDUCATION FUND
WHEREAS, the City of Cathedral City has budgeted money for public arts
education to provide funding to community nonprofits to make arts educational
programming available to the community; and
WHEREAS, free tickets to arts educational events and shows are funded through
the City's public arts education fund and the City desires that such tickets are distributed
in a way that benefits the community and is ethical, equitable and defensible; and
WHEREAS, the City Council desires to adopt this policy to provide criteria for the
nonprofits that receive funding through the public arts education fund to follow in
distributing City-subsidized tickets to their arts educational programming.
NOW, THEREFORE, BE IT HEREBY RESOLVED, that the City of Cathedral
City Arts Education Fund Ticket Distribution Policy set forth in Exhibit "A" to this
Resolution, is hereby adopted.
PASSED, APPROVED AND ADOPTED by the City Council of the City of
Cathedral City this 26th day of May, 2021 by the following vote:

CITY OF CATHEDRAL CITY
ARTS EDUCATION FUND TICKET DISTRIBUTION POLICY
1.0 Purpose and Application of Policy
This policy applies to nonprofit organizations that receive funding from the City of
Cathedral City's Arts Education Fund to provide free or reduced cost tickets to
the public to attend ticketed art events. The purpose of this policy is to ensure
that tickets subsidized by the City are distributed to Cathedral City residents in an
ethical, equitable, and defensible manner.
2.0 General Provisions
Nonprofit entities receiving funding from the Cathedral City Arts Education Fund
shall distribute tickets subsidized by the City in accordance with one or more of
the following principles. The nonprofit can determine, case-by-case, which of the
bases outlined below are suitable for the distribution of tickets for a specific show
or event. Regardless of the base(s) utilized for distribution, all recipients of
subsidized tickets must be residents of Cathedral City.
Ticket Distribution Basis
• Financial Need. Tickets may be distributed based on the demonstrated
financial need of the recipient.
• Interest. Tickets may be distributed based on the demonstrated interest of
the recipient in an educational program. For example, tickets to a play
could be made available to those enrolled in an acting class.
• Random Drawing. Tickets may be distributed to any member of the
community in a random drawing.
• Volunteer Recognition. Tickets may be distributed to volunteers who have
met established service-based criteria. For example, tickets could be
distributed to individuals who have provided a certain number of volunteer
hours to the nonprofit or who assisted with completing important
project(s). Ticket shall not be used to reward donations made to the
nonprofit.
3.0 Reporting Requirements
The nonprofits subject to this policy shall keep records of how tickets are
distributed and submit reports to the City's Public Arts Commission Liaison within
30 days of the end of the show/event for which subsidized tickets were
distributed. The report shall contain the following information:
• The name of the nonprofit
• The name of the ticketed event

• The date(s) of the ticketed event
• The face value of the ticket
• The basis for selecting individuals for subsidized tickets and a brief
description of how ticket distribution was implemented
• The name of each ticket recipient, confirmation that they are a Cathedral
City resident, and whether they attended the event.
