PUBLIC COMMENT There were no members of the public that wished to speak. • THE CITY COUNCIL WILL RECESS TO CLOSED SESSION FOLLOWING PUBLIC COMMENT 2. CLOSED SESSION City Attorney Eric Vail announced that the City Council will meet in Closed Session to discuss the following items on the Agenda. A. Conference with Labor Negotiator Pursuant to Government Code Section 54956.6 Agency Negotiator: Charles McClendon, City Manager Represented Employees: CCPOA - Cathedral City Police Officers Association The City Council recessed to Closed Session at 3:05 p.m. The City Council reconvened at 3:25 p.m. City Attorney Eric Vail announced that the City Council met in Closed Session to discuss item 2A. Conference with Labor Negotiator pursuant to Government Code Section 54956.6. There was no reportable action taken. • THE CITY COUNCIL WILL RECONVENE FOLLOWING THE CONCLUSION OF THE CLOSED SESSION ITEM 3. STUDY SESSION A. General Fund Year End Review for Fiscal Year (FY) 2020/2021 Recommendation: This item is presented for information, discussion and direction only. City Manager Charles McClendon provided a year-end review of the General Fund for fiscal year 2020/2021. The following points were discussed: • General Fund Cash Balance • Tax Revenue • Property Tax Dollars Allocations • General Tax Revenue Trend • Licenses, Permits, Fees and Services Revenue • Misc. Revenue and Fund Transfers • General Fund Summary • Where Funds Go • General Fund Appropriations • Distribution of Operating Expenditures • General Fund Revenue and Spending • General Fund Projections • American Rescue Plan Act • General Fund Projections-American Rescue Plan Act Included Denise Cross requested clarification on property tax related to property transfers. Alan Carvalho congratulated the City Council and staff on a job well done. City Manager McClendon provided clarification on transfers into the general fund and property transfers. He confirmed that the City has not raised taxes, as any tax increase must go before the voters. City Attorney Eric Vail stated that the City has the ability to charge a limited documentary transfer tax on property transactions. Mayor Raymond Gregory inquired if the City currently charges the documentary transfer tax outlined by the City Attorney. Kevin Biersack, Deputy Finance Director responded in the negative. PUBLIC COMMENT Alan Carvalho expressed how great the recent local events have been. Brian Courtney, Evening Rotary, announced the upcoming Mayor's Golf Tournament and encouraged participation. 2. COUNCIL REPORTS Councilmember Nancy Ross reported that she recently received her COVID vaccine booster. She reported that she spent a weekend in Las Vegas with family to celebrate her Daughter's birthday. She also reported that she attended the Palm Springs Pride Parade which was a feel-good event. She stated that she participated as a contributor to the Cathedral City Boys and Girls Club Meatball Festival, where Cathedral City Administration won the municipal category, and encouraged everyone to view their video submission. She stated that the Police Department, Fire Department and Councilmember Rita Lamb all did a great job raising money for this cause. She reported that she attended the Greater Coachella Valley Chamber of Commerce event at Metate Ranch, which was a lot of fun. She also reported that she attended the League of California Cities Division meeting, where Cathedral City was the only city fully represented. She also reported that she attended the National League of Cities meeting where they discussed ways to help small businesses. She also reported that she continues to stay busy meeting with businesses in her district. She also reported that she met with City Manager McClendon and Assistant City Manager Fuentes to discuss many city issues and feels Mrs. Fuentes has some great ideas. She continues to work steadily towards the City Council Goal Setting meeting scheduled for January and is looking forward to hearing what her fellow Councilmembers have in mind. She announced that the Palm Springs airport has added many new airlines and flights, and the Desert is getting a new Ice Hockey Team named the Firebirds, which will play at the new arena in Palm Desert. She announced the upcoming Balloon Festival and 40th Anniversary Celebration and noted that Agua Caliente will be unveiling their new Hot Air Balloon, which should be amazing. Councilmember Rita Lamb reported that Spooktacular and the Palm Springs Pride Parade were great events that were fun and well attended. She reported on the Cathedral City Rotary's Hero Dinner, which was to recognize local heroes. She also reported that the Noon Rotary had speakers Stone James, Economic Development Director, Tim Wood, PSUSD Board President, and Eric Ornelas, Community Relations for Sunny Lands. She gave Stone James a shout out for his national radio broadcast on NRP. She reported that she attended the unveiling of two new art murals on Chuperosa Lane in honor of Dia de los Muertos hosted by the Agnes Pelton Society and the S.C.R.A.P. Gallery. She also reported that the Cathedral City High School football team lost their final game, however, receiver Frankie Valentino ended the year with record breaking stats. She stated that she attended multiple meetings including the Coachella Valley Mosquito and Vector Control Board meeting and the League of California Cities Division meeting. She announced that AMVETS is dedicating a Peace Pole in Desert Hot Springs for Veteran's Day, which was designed in honor of fallen soldier Hunter Lopez. She also announced the new docuseries about the daily lives of Tik Tok sensations "Old Guys" living together in Cathedral City, which is a type of Golden Girls for the new generation. She reminded everyone to attend the Art Walk on Friday nights and the upcoming City Hall at Your event scheduled for November 11, 2021 at 11:00 a.m. She also announced that CVREP has installed a new electronic marquee and a new flashing speed limit sign was installed in the Cove on Terrace Street. She was happy to report that two residents from district one will be participating in the SCAG Active Transportation Plan (ATP) Planning Grant Project. Councilmember Mark Carnevale stated that Spooktacular was a magnificent event and he thanked all those involved with the event. He announced that a new restaurant called Salt Flats has opened and he is looking forward to dining there. He reported that he attended the Coachella Valley Animal Campus meeting and stated that there has been an increase in the cat population. There will be a free pet spay and neutering event for the homeless and low income at the Palm Springs Air Museum on December 5, 2021. He along with Mayor Pro Tem Gutierrez attended a meet and greet at Desert Sands Mobile Home Park with a lot of great people. He Cathedral City Page 2 Printed on 12/02/2021 also attended the CVAG Public Safety Committee meeting, where he was able to set up a collaboration with Riverside County. He attended along with his colleagues the League of California Cities Division meeting, and the Palm Springs Pride Parade. He also attended the League of California Cities Mayors and Councilmembers Roundtable where they discussed homeless, economic development, and community engagement. He gave a shout out to Planning Director Robert Rodriguez for assisting a business owner with permits for his pool service business. He also stated that he received some calls related to a homeless issue that he was able to assist with. He thanked Assistant City Manager Kathrine Fuentes for attending a meet and greet with the Evening Rotary. Mayor Pro Tern Ernesto Gutierrez stated that he is happy for Day Light's Savings. He feels Spooktacular was amazing and well attended by residents from all over the Valley and Chris Parman did an amazing job. He reported that he had a meet and greet with Stone James and Mr. and Mrs. Bringas, where they discussed the Ofelia Bringas Bridge project. He had a second meeting with Stone James, Mr. and Mrs. Bringas, and PAC Commissioners DeeAnn Hopings and Sunshine Edwards, which was a great meeting. During these meetings he learned about the history of the Boys and Girls Club and Ofelia Bringas' contributions, he also noted that Councilmember Carnevale has been a great contributor to the club as well. He reported on the City Council Special meeting, where they discussed public safety radios. He reported that he met with the developer of a new Circle K Store who expressed concerns that he will be assisting with. He reported that he received some calls related to street racing on Landau that he will discuss with the City Engineer. He attended a meet and greet, along with Councilmember Carnevale, at Desert Sands Mobile Home Park and stated that Councilmember Carnevale is well liked by his constituents and does a great job interacting with them. He reported that he attended the League of California Cities Division meeting, along with his colleagues. He stated that it is getting cold and encouraged those who are eligible for help through the gas company to call (877)238-0092 for discount information. He announced that Veteran's Day is approaching and he thanked all those who have served. Mayor Raymond Gregory feels that Spooktacular was a wonderful event. He reported that he attended the CVAG Transportation Commission meeting and the Hate Crime Vigil in Palm Springs honoring LGBTQ activist George Zander, who was a victim of a hate crime. He reported on the Special City Council meeting where they discussed public safety radios. He also reported on the joint meeting with other cities in the Desert to discuss the College of the Desert to work towards ensuring student's needs in the western part of the Valley are recognized. He attended the LGBTQ+ opening of the historical exhibit in the Palm Springs Welwood Memorial Library. He also attended the Palm Springs Pride Parade, which was a great chance to reach out to the community. He attended the League of California Cities Division meeting, which was a great meeting, and the Riverside County Transportation Commission meeting, where they discussed the San Gorgonio rail project and funding for other County projects. Denise Cross expressed her concern with splitting up neighborhoods into different districts. Alan Carvalho expressed the importance of involving all citizens in this process. He also hopes that individuals can submit their maps anonymously. Update on Emergency Actions Related to COVID-19 Recommendation: Update on Status of Emergency Proclamation. Possible action to continue or rescind Resolution 2020-06. Update on Emergency Actions taken by City, County, State of Federal Agencies. Possible consideration of additional measures to be taken. Council may add items not listed on the agenda pursuant to Government Code section 54954.2 by majority vote. City Manager Charles McClendon reported that the Desert Sun has reported a large increase in COVID-19 cases over the last two weeks in the Coachella Valley. He stated that Cathedral City has not seen such a large increase, however, the numbers are increasing and trending in a similar way to what we saw a year ago. He is hopeful, with the new conditions today, that the numbers will not increase dramatically as they did this time last year. He stated that the City Council may need to discuss Emergency Order No. 58, which includes a provision requiring masks for outdoor events where social distancing is not easily obtainable and how it relates to the upcoming Balloon Festival. He feels that requiring face masks is not necessary for this event and legal counsel has advised that he has the authority through the current order to enforce any necessary requirements should circumstances change with the event. A motion was made by Mayor Pro Tem Gutierrez and seconded by Councilmember Carnevale to add an item to the agenda to consider rescinding Emergency Order 58. Alan Carvalho expressed his support of the City Council's decision related to masks. G. Continuation of Teleconference Meetings Recommendation: To adopt a resolution authorizing the City Council and Commissions to meet via teleconference pursuant to Assembly Bill (AB) 361. City Attorney Eric Vail stated that the City Council must make a decision whether it is safe to return to meetings or not and see that decision through. He provided an overview on the regular teleconferencing rules that would need to be adhered to if the City Council elects to return to in-person meetings. He also provided an overview on what some cities have elected to do related to offering hybrid options, which may or may not be challenged. Alan Carvalho supports the continuation of teleconference meetings. Denise Cross supports the continuation of teleconference meetings. Reso 2021-33 A motion was made by Councilmember Lamb and seconded Councilmember Carnevale to adopt a resolution authorizing the City Council and Commissions to implement teleconference accessibility for conducting public meetings pursuant to AB 361.
