Special Meeting
Wednesday, September 1, 2021

Pursuant to executive order N-35-20 and N-08-28, this meeting was conducted by
videoconference.

The meeting was called to order at 2:00 PM by Mayor Raymond Gregory.

1. AGENDA ITEMS
A. Desert Recreation District Presentation
Recommendation: This item is a presentation only, no formal action will be
taken.
Charles McClendon, City Manager, provided the history of the City's efforts to
annex into the Desert Recreation District. He stated that Council had given
direction to staff to work towards the election date of November 2020, however,
the process to annex into the District was put on hold due to the effects of the
pandemic and the significant effects on the community and deferred the
annexation election until 2022.
He reported that City Staff and Desert Recreation District staff began engaging
earlier this summer to restart work on the annexation into the District. He
reported that Kevin Kalman, Director of the Desert Recreation District provided a
presentation to the Parks and Community Events Commission in August.
City Manager McClendon went through the presentation that outlined the
following:
• The District Area and the elected Board of Directors
• The District's Mission and Vision Statement
• The District's facilities throughout the Coachella Valley
• The Revised Election/Annexation Timeline
• The LAFCO Annexation Process
• The Polling Results including the Parks and Recreation Master Plan
Citizen Survey Results, where they included residents of Cathedral City.
• An overview of what it will cost for the DRD to take over current park
maintenance and operations, future park maintenance and operations,
seasonal aquatics and the construction of a successful community
recreation center including maintenance and operations.
He indicated that Kevin Kalman is available for questions and that staff is looking
to Council for direction on how they would like to move forward.
Denise Cross expressed her support of annexing into the Desert Recreation
District. She also expressed her concern with using the Cathedral City High
School pool for recreation because if may conflict with the use of the students for
their sports.
Gary Marshall supports annexation into the Desert Recreation District.
After discussion among the members of the City Council it was the consensus of
the City Council to move forward with the process to take a ballot question to the
voters of Cathedral City on whether or not to annex into the Desert Recreation
District.
B. Fun-O-Rama
Recommendation: To approve Special Use Permit#21-007 for the Fun-O-
Rama event at Ocotillo Park.

A motion was made by Councilmember Carnevale and seconded by
Councilmember Lamb to approve Special Use Permit #21-007 for the Fun-O-
Rama event at Ocotillo on Saturday, October 2, 2021.
RESULT: APPROVED [UNANIMOUS]
