Special Meeting

Pursuant to Executive Order N-35-21 and N-08-28, this meeting was conducted by
videoconference.

The meeting was called to order at 2:00 PM by Mayor Raymond Gregory.

1. Study Session on Billboards
Recommendation: In accordance with City Council Goal No. 6 under Planning,
Streets and Infrastructure, it is recommended that the City
Council provide feedback and direction to staff on methods
to reduce, over time, the number of billboards in the City,
including direction on whether to amend the City Code to
state that new billboards are not permitted.
Erica Vega, Assistant City Attorney, stated that one of Council's goals for 2021 is
to direct staff on methods to reduce, over time, the number of billboards in the
City, including direction on whether to amend the City Code to state that new
billboards are not permitted. She provided background on the City's power to
regulate billboards, Outdoor Advertising Act, billboards on tribal land and
amortization. She also provided an overview of section 9.62.070 of the City's
Municipal Code related to regulations for billboards and Section 9.66.090 related
to amortization of non-conforming billboards. She indicated that there are some
fiscal impacts that may vary depending on the direction provided by the City
Council.
Danielle Mead expressed her concern with non-conforming billboards on Date
Palm.
Alan Carvalho encouraged the Council to speak the truth and to be a voice of the
people.
Danny Lee questioned if there is a list of billboards that are in the City with their
conditions.
After discussion it was the direction of the City Council to direct staff to compile a
list of the 20 billboards in the City with the following information included:
• Ownership of land
• Ownership of billboard
• Zoning of the land
• Set-backs to residential
• When the billboard was installed
• The conditions of approval
• Whether it is digital or non-digital
The City Council also directed staff to do the following:
• Remove language in the Municipal Code regarding replacement and add
phase out language
• Define in the Municipal Code what the maintenance of billboards is versus
upgrades versus replacement
• Add language in the Municipal Code regarding a non-digital billboard can't
be changed to a digital billboard
• Provide options and costs on the phase out of billboards
Staff was also directed to bring back an item for discussion with the requested
information at a future meeting in November 2021.
