AGENDA ITEMS A. Mayoral Rotation Ordinance Recommendation: This item is presented for information, discussion and direction only. Alan Carvalho feels that these topics are important to discuss. After discussion, it was the consensus of the City Council to draft an Ordinance defining the Mayoral Rotation process as follows: Once you serve as Mayor you go back to position 5, however, you will not get bumped by a subsequently elected person who has not yet served. No one should serve as Mayor or Mayor Pro Tem in their first year. If there is a tie as to seniority, the tie will be broken by the drawing of cards from a standard deck of playing cards, using only one suit, with no jokers. High card wins. Ace is highest card. If there is a vacancy the order advances to fill the vacancy, with the vacant position. If the vacancy is the Mayor or Mayor Pro Tem then the person filling the vacancy will be deemed to have served their term as Mayor or Mayor Pro Tem only if, the vacancy occurred, as a matter of law, within 30 calendar days of the first general or special meeting in December at which the Mayor and Mayor Pro Tern are regularly selected in accordance with the City Charter. If the vacancy occurs after the 30-day period, then the term does not count as the member's term as Mayor or Mayor Pro Tern. The members of the Council may by 3/4th majority of the members on council (i.e. 4 votes if there is a full 5 member council or 3 votes if there is only a 4 member council due to a vacancy) may select another member to serve as Mayor or Mayor Pro Tern by another lawful means. B. Discussion on Procedures for Councilmembers to Add Agenda Items Recommendation: This item is presented for information, discussion and direction only. Alan Carvalho encouraged the Council to follow the law. Denise Cross indicated that residents can stillgo to Council to request an item go p before Council for consideration. After discussion, it was the consensus of the City Council to have a standing item on the Agenda for Council to bring up items they wish to add to a future agenda, discuss prioritization and a meeting date. There still should be a provision that an urgent item can be added by the City Manager should he feel that it meets the standards. Staff was directed to update the Council Policy Manual and bring it to Council for review and approval at a future Council meeting.
