1. CLOSED SESSION
City Attorney Eric Vail announced that the City Council will meet in Closed Session
to discuss the following item listed on the agenda:
A. Conference with Real Property Negotiator Pursuant to Government Code
Section 54956.8

033, 687-394-034, 687-394-073 and 674-500-006
Negotiating Parties: City of Cathedral City

The City Council recessed to Closed Session at 3:03 pm.
The City Council reconvened at 3:30 pm.
City Attorney Eric Vail announced that the City Council met in Closed Session to
discuss item 1A. Conference with Real Property Negotiator and Welks Resort Desert
Oasis, Falcon Lake and Bureau of Indian Affairs. There was no reportable action
taken.

3. STUDY SESSION
A. Coachella Valley Housing First Program Update
Recommendation: This is a presentation only, no formal action is required.
Tom Kirk, CVAG Executive Director, presented an update on the Coachella
Valley Housing First Program along with Tom Cox, Management Analyst
Coachella Valley Housing First.
B. Presentation - GRID Alternatives
Recommendation: This is a presentation only, no formal action is required.
Victoria Pacheco, Outreach Project Developer for GRID Alternatives, provided a
presentation on GRID Alternatives and the programs they offer. She requested
that the City Council continue supporting them with a letter to the residents in an
effort to get the word out and help those who could really benefit from their
program.
Sergio Espericueta commented on the GRID Alternatives programs and noted
that he is a recipient of this program which helped him save a lot on his energy
cost.
Katie Barrows, Director of Environmental Services, Coachella Valley Association
of Governments, noted that they are fully supportive of GRIDs efforts and would
like to help to encourage residents to learn more about this program.
It was the consensus of the City Council to provide GRID Alternatives with a
letter of support signed by Mayor Raymond Gregory to encourage and increase
participation in their program.
C. Review of Burrtec Rate Increase Request on the Collection of Solid
Waste and Recycling Services for Residential, Commercial and Roll-Off
Accounts
Recommendation: To review the Burrtec Rate Increase Request on the
Collection of Solid Waste and Recycling Services for
Residential, Commercial and Roll-Off Accounts.
Deanna Pressgrove, Environmental Conservation and Public Works Manager,
provided a review of the Burrtec Rate Increase request on the collection of solid
waste and recycling services for residential, commercial and roll-off accounts.

Mayor Raymond Gregory expressed his concern with the format of the numbers
and percentages presented for the rate increases. He requested further
clarification for transparency.
Deanna Pressgrove noted that she will clarify the rate increases and include all
percentage increases in the staff report for the public hearing scheduled for June
23, 2021.
D. Report from the Cannabis Task Force Meeting of April 28, 2021
Recommendation: This item is presented for information, discussion and
direction only.
City Manager Charles McClendon reported on the April 28, 2021 Cannabis Task
Force meeting.
Maria Scagliotti, cannabis business owner, expressed her concern with the
saturation of cannabis businesses in Cathedral City. She is supportive of outdoor
lounges and feels that we need to do something new.
The City Council expressed their support for exploring a possible pilot program
for outdoor consumption lounges in 1-1 zones and the possibility of removing the
setback requirement from East Palm Canyon.
City Manager Charles McClendon stated he would bring forward an item with
suggested regulations for the removal of the setback requirement from East Palm
Canyon as well as suggested regulations for an outdoor consumption lounge
pilot program in 1-1 zones at a future meeting for further discussion.

• AGENDA FINALIZATION
Items 4F. Fiscal Year 2021/2022 Annual Renewal of the Lighting and Landscape
District Budget and 4H. Contract Award for Amphitheater Improvements, were pulled
from the Consent Agenda for separate consideration.
1. SPECIAL PRESENTATION - EAST PACT
City Manager Charles McClendon presented an award to George Crum, Chief of Police,
from the East PACT Team.
2. PUBLIC COMMENT
Paulina Angel, representative of the Unity Hope, provided information on the
CaIHOPE program.
Alan Carvalho commented on the State of the City. He congratulated and thanked
Police Chief Crum for his much-deserved recognition and his engagement with the
Community.
3. COUNCIL REPORTS
Councilmember Nancy Ross reported that she attended a meeting with the United
Nations regarding a plan of action to prevent violent extremism in municipalities. She
surprised her husband with a trip away, which was lovely and much needed. She
reported on the Special City Council Workshop meeting where they discussed the
completion of the Cathedral City Community Amphitheater and feels they made
great progress. She noted that City Council took pictures at the amphitheater and in
the study session room. She reported that she along with Councilmember Rita Lamb
attended the elected women's luncheon sponsored by Supervisor Spiegel. She also
attended the Cathedral City High School awards event where Councilmember Rita
Lamb offered the opening remarks. Those students who received awards is an
extraordinary example of our future. She reported that she was also able to meet
with multiple City Department Heads, some citizens and 8 organizations. She
indicated that she has been securing donations for the upcoming Make and Take
Emergency Preparedness event, which will take place on June 5, 2021 at 9:00 am in
the Cathedral City Community Amphitheater. She reported on the recent State of the
City and thanked Mayor Raymond Gregory, City Council, City Manager Charles
McClendon and Chris Parman. She stated that she will be traveling to Portland
Oregon to visit her children.
Councilmember Rita Lamb commented on the great collaboration of the Coachella
Valley Emergency Disaster Preparedness Network and the City. She reported on the
Cathedral City High School awards event held at the Cathedral City Community
Amphitheater and thanked ASB President Jasmine Lopez, Principal Guillermo
Chavez and ASB Activities Director George Howell for a great event. She gave a
shout out to Justice Harrison, a fifth grade G.A.T.E. student at Katherine Finchy
Elementary for interviewing her about leadership skills for a school project. She
attended a meeting with the Coachella Valley Conservation Committee, where they
purchased more land in the support of the Multiple Species Habitat Plan. She along
with Councilmember Mark Carnevale attended a Zoom meeting with Assemblyman
Garcia regarding the Relief plan and what it means for our City. She noted that Patsi
does a wonderful job with the "Dinner with Patsi"fundraisers to help local non-profits
and was very deserving of the City's Certificate of Recognition. She was able to
assist, along with the help of John Corella, a resident with concerns regarding traffic.
She also assisted another resident, along with the help of Deanna Pressgrove,
regarding an abandoned house.
Councilmember Mark Carnevale reported that he attended the CVEP meeting as
well as a League of CA Cities Division Meeting. He attended, along with
Councilmember Rita Lamb, a meeting with Assemblyman Garcia and noted that Mr.
Garcia is a great source of information. He attended the CVAG Homeless
Committee meeting and reported that they are working on providing one location for
a cooling center that will service multiple cities in the desert. He stated that ASB
Activities Director for Cathedral City High School, George Howell, called him
personally to thank the City for the use of the Cathedral City Community
Amphitheater for the recent awards event. He met with John Corella, Deanna

Pressgrove and Mayor Raymond Gregory to discuss the soccer park contract and
more ways to bring youth activities to that park. He also reported that he attended
the Rancho Mirage Chamber of Commerce meeting and noted that they have a lot
going on that will affect Cathedral City and he is happy to see our neighboring city
moving things forward. He reported that Nicolino's will be hosting the AMVETS Post
66 Memorial Day event. He also reported on the recent State of the City and
thanked City Council, Mayor Gregory, and Chris Parman. He gave a shout out to
Richard and Eric Altman from the Runway for receiving a nomination for restaurant
of the year. He also gave a shout out to Thomas Kocan for "Dinner with Patsi", Larry
Davis and Chief Crum for their much-deserved awards and recognition.
Mayor Pro Tern Ernesto Gutierrez reported that he attended a meeting with the
Evening Rotary Club regarding their upcoming golf tournament fundraiser. He
reported that the City Council filmed the State of the City, had a Special City Council
Workshop meeting, and took pictures. He attended, in person, the Greater Palm
Springs Convention and Visitors Bureau meeting and indicated that the airport is
operating at 80% capacity, conventions continue to be scheduled, and it is expected
that Coachella Valley will have a busy year for tourism. He also met with City
Manager Charles McClendon to go over tonight's agenda. He noted that he had the
opportunity to watch the entire State of the City, which was phenomenal, and
thanked Chris Parman. He also met with two developers interested in developing
within Cathedral City, which he hopes will be moving forward. He was able to assist
multiple residents via email and over the phone. He announced the upcoming
Memorial Day Holiday, noted the history of the holiday, and thanked all those who
have paid the ultimate price for this great nation.
Mayor Raymond Gregory reported on the LOSSAN Board meeting he was able to
attend as an alternate. He reported on the Special City Council Workshop meeting
and the Riverside County Transportation Commission Budget and Implementation
meeting. He noted that the City did not score high enough to receive the requested
funds for the sidewalk infill project around Ocotillo Park. He thanked the Greater
Coachella Valley Chamber of Commerce and Chris Parman for the State of the City
and announced that that it can be viewed on the Discover Cathedral City website.
He announced that he was happy to present this year's Mayor's Award to Police
Chief George Crum and that it was an honor to recognize his work. He recognized
the student's hard work who were honored at the street naming ceremony and feels
this will inspire those students to continue their hard work and others to do the same.
He also reported that he attended the SunLine Transit Agency meeting where work
continues to move forward. He announced the upcoming Memorial Day Holiday and
asked that everyone remember those who have served and made sacrifices for our
freedoms and Country.

Construction Services Contract to Brudvik, Inc for the labor
and materials for the relocation of underground electrical

not to exceed $61,591; provide an amount not to exceed
$35,000 for project management to the City's Project
Management provider, NAI Consulting, for Project

amendments to the proposed contract as well as additional scope of services
attachments not originally attached to the staff report.

B. Public Arts Commission FY21/22 CV Rep Arts Education Funding:
Ticket Distribution Plan and Go-Forward Policy
Recommendation: To approve (i) the ticket distribution procedures agreed to by
the Coachella Valley Repertory Theater, Cathedral City
Senior Center, and Cathedral City Boys and Girls Club, and
(ii) a go-forward Public Arts Educational Funding ticket
distribution policy addressing future Public Arts Educational
Funding requests.
Mayor Raymond Gregory expressed his concern with the options proposed
under the Ticket Distribution Basis section in the staff report.
Councilmember Rita Lamb supports version 2 which clearly defines that "merit"is
for volunteers and excludes staff and recognized donors and removes "other"
under the Ticker Distribution Basis section in the staff report.
Alan Carvalho expressed support for this item.

Tem Gutierrez to approve the ticket distribution procedures agreed to by the
Coachella Valley Repertory Theater, Cathedral City Senior Center, and
Cathedral City Boys and Girls Club, and a Go-Forward Public Arts Educational
Funding ticket distribution policy addressing future Public Arts Educational

library at a combined cost not to exceed $1,800.00.

A motion was made by Councilmember Carnevale and seconded by
Councilwoman Lamb to approve the recommendation of the Public Arts
Commission to commission Artist Gary High to paint the proposed murals on the
three Cathedral City Public Library Book Return and Media boxes located at the
entrance of the library at a combined cost not to exceed $1,800.00.

D. Public Benches Beautification Program: PAC Authorization Request to
Proceed with Select Artists
Recommendation: To authorize the Public Arts Commission to utilize Art in
Public Places Funds to compensate the below listed artists
to paint one bench each for a total of fifteen benches. The
artist hired to paint the Memorial Park bench will also be
hired to paint the Memorial Park trash receptacle.
Compensation will not exceed $1,000.00 per bench and
$250.00 for the trash receptacle. The total project cost will
not exceed $15,250.
Alan Carvalho expressed excitement and support for this item.

A motion was made by Mayor Gregory and seconded by Councilmember Lamb
to authorize the Public Arts Commission to utilize Art in Public Places Funds to
compensate the artists recommended by the Public Arts Commission to paint
one bench each for a total of fifteen benches, each artist will enter into a service
agreement with the City. The artist hired to paint the Memorial Park bench will
also be hired to paint the Memorial Park trash receptacle. Compensation will not
exceed $1,000.00 per bench and $250.00 for the trash receptacle. The total
project cost will not exceed$15,250.

E. Update on Emergency Actions Related to COVID-19
Recommendation: Update on Status of Emergency Proclamation. Possible
action to continue or rescind Resolution 2020-06.
Update on Emergency Actions taken by City, County, State
of Federal Agencies.
Possible consideration of additional measures to be taken.
Council may add items not listed on the agenda pursuant to

Government Code section 54954.2 by majority vote.
City Manager Charles McClendon provided an update on emergency actions
related to COVID-19. He reported that the seven-day average for confirmed
cases is currently at one. He indicated that we continue to follow state guidance
which has not changed since May 3rd, which requires face coverings and social
distancing indoors and outdoors for those who have not been vaccinated. He
expects the State's guidance will be updated soon and we will be adhering to any
updates. He noted that he is appreciative of everything the City, the City Council,
and the residents of Cathedral City have done to cooperate and for helping to
protect our community during these times. He stated that the plan remains to
have an in-person meeting on June 23, 2021, which may be some type of a
hybrid setting.
Mayor Raymond Gregory requested an update from the City Attorney Eric Vail
regarding in person meetings.
Eric Vail, City Attorney, stated that we do not have clear guidance at this time
regarding the Governor's Emergency Order making exceptions to the Brown Act
that is currently still in place. He noted there are two bills going before the State
Senate and State Assembly regarding this matter, however, these are unlikely to
be adopted prior to our June meeting date. He feels there will need to be some
type of a transition period for Cities to resume to full in- person meetings and he
will advise the City Council of updates as he continues to monitor them. He also
indicated that a number of residents have concerns about COVID and would
prefer to continue to access open meetings virtually, which should also be
considered. He indicated that if conditions should change for the worst, the City
Council can issue Emergency Orders when appropriate.
