1. CLOSED SESSION
City Attorney Eric Vail announced that the City Council will meet in Closed Session
to discuss the following items listed on the Agenda.
A. Conference with Legal Counsel - Existing Litigation Pursuant to
Government Code Section 54956.9(d)(1):
Name of Case and Number: Jeanette Jaime v. City of Cathedral City;
U.S. District Court Central District: 5:21-cv-00019-JWH
B. Conference with Legal Counsel - Anticipated Litigation - Consideration of

The City Council recessed to Closed Session at 2:32 p.m.
The City Council reconvened at 3:05 p.m.
City Attorney Eric Vail announced that the City Council met in Closed Session to
hold a conference with Legal Counsel related to Existing Litigation, Jeanette Jaime v
City of Cathedral City, and one item of anticipated litigation, there was no reportable
action taken.

There were no members of the public who wished to provide public comment.
3. STUDY SESSION
A. FY 2021/2022 and FY 2022/2023 Biennial Budget Briefing Presentation,
Special Revenue Funds, Proprietary Funds and Capital Improvement
Projects (CIP) Plan
Recommendation: This item is presented for information, discussion and
direction only.
Charles McClendon, City Manager, introduced the item and provided a brief
overview of the budget review process. He indicated that staff will be presenting
the Special Revenue Funds, Proprietary Funds and the Capital Improvements
Projects (CIP) Plan.
Tami Scott, Administrative Services Director and Kevin Biersack, Deputy Finance
Director provided a presentation on the following Special Revenue Funds,
Proprietary Funds and the Capital Improvements Projects (CIP) Plan including
Parks Projects:

Alan Carvalho commented on seeking additional funding.
This was an informational presentation only and there was no formal action taken
by the City Council. The City Council expressed support for the proposed items
in the presentation, which will be addressed through the upcoming budget
process. The City Council expressed their desire to see a balance on the
funding of projects under the 5-year CIP Plan. They would also like to see a plan
for the projects on the unfunded list so that they can be considered in future
budgets. It was the consensus of the City Council to direct staff to include
funding in the amount of $500,000 for a Dog Park at Panorama Park and
$250,000 for the 2nd Street Park re-use for a Dog Park.

• AGENDA FINALIZATION
City Manager Charles McClendon announced that item 7D. Public Arts Commission
FY21/22 CV Rep Arts Education Funding: Ticket Distribution Plan will be pulled from
the agenda for future consideration.
1. SPECIAL PRESENTATION - Award from the American Council of Engineering
Companies for the Date Palm Bridge over the Whitewater River Project for
Engineering Excellence
John Corella, Director of Engineering and Public Works, presented an award for
Engineering Excellence the City received from the American Council of Engineering
Companies for the Date Palm Bridge over the White Water River Project.
The City Council expressed their gratitude to John Corella and the Engineering
Department for all their work on the Date Palm Bridge over the White Water River
Project.
2. PUBLIC COMMENT
Alan Carvalho thanked the Council for moving forward with discussion related to dog
parks. He encouraged the City to place a dog park in the Cove.
Terry Applegate expressed her concern with the lack of support from the City
Council regarding sensitivity and making all feel welcome and heard.
3. COUNCIL REPORTS
Councilmember Nancy Ross reported that she met with the head of the CVAG
Mountain Conservancy where they discussed the goal of the Sierra Club to have an
open space by 2030 and trail grant opportunities. She attended two meetings from
the National League of Cities regarding the American Rescue Plan. She attended a
couple of Little League practices and noted that children's programs in Cathedral
City are a priority for her and she will be working on several opportunities. She
announced that she in collaboration with Mayor Pro Tem Gutierrez will be working
on a hybrid street cleaning program which they will be sharing with everyone soon.
She along with Councilmember Lamb attended the Parks and Community Events
Commission meeting for their Council Introductions. She is honored to be working
with Councilmember Lamb on her upcoming Emergency Preparedness event at the
amphitheater and she encouraged everyone to attend. She is also working with the
American Red Cross on Earthquake preparedness and she feels it is very important
to be ready in the event of an emergency. She reported that she is working with
Councilmember Carnevale on a sub-committee related to SB 1383 which is a
requirement for people to recycle their food. She reminded everyone that both the
SBA revitalization plan for restaurants and round 6 of the stimulus revitalization for
businesses launches soon, which is a great thing for our businesses that were hit
hard during the pandemic. She announced that she will be representing Cathedral
City at her first Salton Sea meeting this coming week. She will also be attending the
Shop Cathedral City First event at Southwest Church in Indian Wells and noted that
many groups are helping to support our City. She stated that she is honored to be
serving the City as a Councilmember and she hopes to see everyone in person
soon, she noted that she can be reached by email at nross@cathedralcity.gov or by

Councilmember Rita Lamb announced that the Cathedral City High School football
team finished a great season with a 4/1 record which is wonderful. She reminded the
public that the Cathedral City Economic Development website is a great resource
and has good information. She announced that a new Grocery Outlet is opening on
Date Palm and they will be having a job fair on May 8, 2021 from 7:00 am to 11:00
am. She reported that she was able to attend the Earth Day Celebration in the Cove
where she crossed paths with many people and feels it was a wonderful event. She
reported on the 40th Anniversary Committee which met and is making great strides.
She announced the upcoming Emergency Preparedness event which will be on the
first Saturday in June at the Cathedral City Community Amphitheater. She reported
that she attended the Noon Rotary meeting. She also reported that she will be

attending the Coachella Valley virtual business conference where Supervisor Perez
will be giving the opening remarks. She along with Councilmember Ross will be
attending the Riverside Elected Women's Leaders Workshop. She announced that
COVID-19 vaccines are now available for those 16 years and older.
Councilmember Mark reported that he attended the CVAG Homeless Committee
meeting where they accepted several grants. He reported on the 40th Anniversary
Committee meeting where there was great discussion and good ideas. He also
reported that he along with Stone James met with an owner of multiple gas stations
interested in Cathedral City which looks promising. He met with Chief Crum and staff
for an update on the future of ERICA. He also met with Alex Gonzales regarding
leasing part of the local soccer field. He along with John Corella and Deanna
Pressgrove will be attending a meeting with AYSO. He attended a round table
discussion regarding AB 1311 which is a recycling for beverage containers bill. He
announced the upcoming Spaghetti Dinner fundraiser for the Cathedral City Boys
and Girls Club and encouraged everyone to come on April 29, 2021 from 5:00 pm to
7:00 pm.
Mayor Pro Tem Ernesto Gutierrez wished everyone a Happy Mother's Day. He
reported on the April 21, 2021 Special City Council Workshop meeting. He reported
that he was able to assist several restaurant owners with the Paycheck Protection
Program. He announced that the Federal Government has launched a program to
help restaurants and he requested that City Staff obtain information on the program.
He also announced that California is offering a relief grant, round 6. and encouraged
businesses to apply. He reported that he will be attending a meeting with the
developer of the 13.5 acres for an update. He also reported that he will be attending
the League of CA Cities Riverside County Division Meeting. He announced the
upcoming City Hall at Your Corner on May 4, 2021, the May 5, 2021 Special City
Council Workshop meeting, and he will be attending a Planning Commission
meeting on May 5, 2021. He reminded everyone to support local businesses.
Mayor Raymond Gregory reported that he spoke with many residents and staff over
the last two weeks. He announced that he attended the April 19, 2021 Desert
Community Energy Board meeting which continues to have issues. He reported on
the April 21, 2021 Special City Council Workshop and thanked the Council and staff
for their participation, he feels that having the workshops is very beneficial. He also
attended the April 21, 2021 Planning Commission Meeting for his Council
Introduction. He attended the SunLine Earth Day Celebration, which was a special
meeting dedicated to Earth Day. He reported that SunLine will also be having a
youth intern program which will be announced soon. He attended the Riverside
County Transportation Commission Budget and Implementation meeting and the
CVAG Executive Committee meeting where many projects were discussed and
approved included some in Cathedral City. He stated that he along with other City
Mayors participated in an interview with KESQ and he thanked Chris Parman,
Communications and Events Manager, for his help. He announced the upcoming
Special City Council Workshop meeting on May 5, 2021 at 2:00 pm. He also
announced that the art piece, Swiss Cheese, has been installed in Panorama Park.

Mayor Raymond Gregory expressed his concern with the contract lacking some
sort of retention fee to ensure performance and would like the City to employ
methods in future contacts to ensure performance.

to produce and manage Taste of Jalisco and Cathedral City LGBT Days.

Ticket Distribution Plan
Recommendation: To approve the ticket distribution procedures agreed to by
the Coachella Valley Repertory Theater, Cathedral City
Senior Center, and Cathedral City Boys and Girls Club.
This item was pulled from the agenda.
E. September 11th Memorial at Fire Station 411
Recommendation: To approve the Public Arts Commission's ("PAC" or
"Commission") recommendations to use Art in Public Places
funds to commission artist and Cathedral City Firefighter
Corey Goddard to build, deliver, and oversee the installation
of a two-tower September 11th memorial at Fire Station 411.
The total cost of the project will not exceed $15,000.

Tem Gutierrez to approve the Public Arts Commission's ("PAC" or "Commission")

G. Update on Emergency Actions Related to COVID-19

Recommendation: Update on Status of Emergency Proclamation. Possible
action to continue or rescind Resolution 2020-06.
Update on Emergency Actions taken by City, County, State
of Federal Agencies.
Possible consideration of additional measures to be taken.
Council may add items not listed on the agenda pursuant
to Government Code section 54954.2 by majority vote.
City Manager Charles McClendon provided an update on Emergency Actions
Related to COVID-19. He indicated that the news is good and although we saw a
slight increase in case numbers, he is happy to report the numbers are currently
lower than they have ever been. He reported that the City currently has no
employees out with COVID, which has been the case for a couple weeks straight.
He thanked HR Manager Eugenia Torres and staff for their efforts. He
announced that the City will be open by appointment only for services beginning
May 3, 2021 and our first in person Council Meeting is scheduled for June 23rd.
It appears the State will be reopening on June 15th and he will continue to
monitor the status.
Terry Applegate expressed her concern with those fully vaccinated contracting
COVID-19 and encouraged everyone to stay vigilant as no vaccine is 100%
effective. She also inquired if there is data on the number of vaccinations that our
local businesses have received.
City Manager McClendon responded that there is no such data that he aware of
at this time.
Mayor Raymond Gregory requested that City Manager McClendon continue to
monitor the States guidelines and bring forward any adjustments needed to our
emergency orders for ratification.
