The meeting was called to order at 8:00 AM by Mayor John Aguilar.

Councilmember Mark Carnevale led the Pledge of Allegiance.

Councilmember Ernesto Gutierrez offered the Invocation.

• STATEMENT OF PARTICIPATION BY THE CITY CLERK
1. PUBLIC COMMENT
The following individuals provided public comment for the record. Their comments
were read into the record for three minutes and the full comment will be made part of
the record per out standard procedures:
Bethany Ballard, suggested that all Commissions that require funding for operation
be put on hold until January of 2021. She also urged the Council to follow the code
and not make an exception for term limits unless there were not enough applicants
or some type of an emergency.
Kathleen Patterson, expressed her excitement for the number of applications
received for the upcoming vacant seats on Commissions. She urged the Council not
to extend the term limits of commissioners who have termed out. She expressed
her support of Kendra Culbertson for Architectural Review Committee, Stephen
Vericker for Parks and Community Events Commission and Julie Hartman for the
Planning Commission.
Terry Applegate, requested that the Council reconsider the requirement of being a
registered voter in order to apply for a Commission. She feels that it excludes
certain sectors of the community to serve. She also encouraged utilizing the
commissioners in video campaigns related to COVID-19 and suggested establishing
a sub-committee to help with staff time.
2. AGENDA ITEM
A. Commission and Committee Interviews/Appointments
Recommendation: To Interview applicants and consider making appointments
to the vacant seats on the Finance Advisory Committee,
Public Arts Commission, Parks and Community Events
Commission, Architectural Review Committee and the
Planning Commission.
The City Council conducted interviews with the following applicants for the noted
commissions or committees that they applied for:

Fausto Ascencio applied for the Public Arts Commission and the Parks and
Community Events Commission but did not participate in the interview process.
Ray Lopez applied for the Architectural Review Committee; however, he was
unable to attend the interview but wanted to be considered anyway.
The Council indicated that there were several very qualified applicants which
made the appointment process very difficult. Council directed staff to ask those
applicants not appointed during this process if they might be interesting in
serving on other Commissions/Committees that still have vacancies.
A motion was made by Councilmember Carnevale and seconded by Councilmember
Lamb to appoint Jeffrey B. Gminder-Kalowes to the Finance Advisory Committee for
a three-year term continuing through June 30, 2023.

A motion was made by Mayor Pro Tem Gregory and seconded by Councilmember
Carnevale to appoint John Nagus to fill an unexpired term on the Public Arts
Commission continuing through June 30, 2021 and to appoint DeeAnn Hopings and
Scott Colwell to the Public Arts Commission each for a three-year term continuing
through June 30, 2023.
RESULT: APPROVED [UNANIMOUS]

A motion was made by Mayor Pro Tem Raymond Gregory and seconded by
Councilmember Lamb to reappoint Fergus Currie to the Parks and Community
Events Commission for a three-year term continuing through June 30, 2023 and to
appoint Stephen Vericker to the Parks and Community Events Commission for a
three-year term continuing through June 30, 2023.
RESULT: APPROVED [UNANIMOUS]

A motion was made by Mayor Pro Tern Gregory and seconded by Councilmember
Gutierrez to reappoint John Rivera to the Architectural Review Committee for a
three-year term continuing to June 30, 2023 and to reappoint Ray Lopez to the
Architectural Review Committee for a 6-month term continuing to December 31,
2020 (Mr. Rivera is a Licensed Architect and Mr. Lopez is a non-resident Licensed
Landscape Architect, both required by code.)

A motion was made by Mayor Pro Tern Gregory and seconded by Councilmember
Gutierrez to reappoint Stephen Burchard to the Architectural Review Committee for
a three-year term continuing through June 30, 2023.

term continuing to June 30, 2023 and to appoint Skye Daley to the Planning
Commission for a three-year term continuing to June 30, 2023.
RESULT: APPROVED [UNANIMOUS]
