PUBLIC COMMENT Alan Carvalho, Cathedral City resident, was called to speak. He expressed his concern with the corona virus and urged the City Council and the business owners to take the situation very seriously. 2. CLOSED SESSION City Attorney Eric Vail announced that the City Council will meet in Closed Session to discuss the following items listed on the Agenda. A. Threat to Public Services and Facilities Pursuant to Government Code Section 54957(a). Conference with: Director of Emergency Services, Fire Chief, Police Chief and City Attorney. The City Council recessed to Closed Session at 4:02 p.m. The City Council reconvened at 5:23 p.m. City Attorney Eric Vail announced that the City Council met in Closed Session to discuss Item 2A. Threat to public service and facilities pursuant to Government Code Section 54957(a).: Conference with: Director of Emergency Services, Fire Chief, Police Chief and City Attorney. He reported that a briefing was provided by staff and there was no reportable action taken. 3. AGENDA ITEMS A. Resolution Proclaiming the Existence of an Emergency Situation and Local Emergency Due to the Worldwide Spread of COVID-19. Recommendation: Consider the adoption of a Resolution of the City Council of the City of Cathedral City proclaiming the existence of an emergency situation and local emergency due to the worldwide spread of COVID-19. Reso 2020-06 Motion by Mayor Pro Tem Gregory, seconded by Councilmember Gutierrez, to adopt a Resolution of the City Council of the City of Cathedral City proclaiming the existence of an emergency situation and local emergency due to the worldwide spread of COVID-19. City Manager Charles McClendon, the Director of Emergency Services provided a list of items to be considered related to the local emergency. M.O. 2020-52 Motion by Mayor Pro Tem Gregory, Seconded by Councilmember Carnevale, to consider other matters the City Council may, by majority vote, determine are necessary to consider, direct or approve related to the local emergency. Cathedral City Page 2 Printed on 3/18/2020 RESULT: APPROVED [UNANIMOUS] MOVER: Raymond Gregory, Mayor Pro Tern SECONDER: Mark Carnevale, Councilmember AYES: Aguilar, Gregory, Carnevale, Gutierrez, Lamb M.O. 2020-53 Motion by Mayor Aguilar, seconded by Mayor Pro Tern Gregory to approve the following list of ordered emergency actions with the understanding that additions can be made to the list as things change and to include a review of the State of the Emergency and reconsideration on each future City Council agenda as the emergency exists: 1. To Protect our Community: a. We will follow all orders or directives from Riverside County Health and Emergency Management departments; and California Health and Emergency Management departments. b. No park reservation permits will be issued until further notice. c. Cross coverage arrangements have been developed with Palm Springs and Riverside County for Dispatch coverage and existing mutual aid agreements for Police and Fire are available. 2. To Protect our Employees and those in contact with our staff&*: a. The permit counter is closed. Staff will issue permits and review simple plans through the glass window. Plan review and items taking a longer review time will be taken through the window and handled separately. b. Police and Fire records will be issued remotely only. c. No live scans will be completed at Police Department until further notice. d. Internal meetings will be done via teleconference unless a critical need exists that dictates otherwise. e. Employees (other than sworn police and fire and dispatch personnel) who need to shelter in place at home will be allowed to do so and to use accrued leave time. f. Employees who are new to the organization and don't have adequate leave in their banks will be allowed to go negative on accruals so they can continue to get paid and receive medical benefits and use future leave accruals to cover such deficits. g. Employees required to quarantine may use accrued leave hours to do so. *These will all be specified in written Administrative policies to be issued shortly 3. To protect the fiscal health of the City government a. All hiring is frozen except the Police Chief position and Dispatchers b. All travel is prohibited c. All departments are to cease any optional expenditures 4. Council and Commission Meetings a. Teleconference attendance will be available b.
