City Attorney Eric Vail announced that the City Council will meet in Closed Session
to discuss the following item listed on the Agenda.
A. Conference with Legal Counsel - Anticipated Litigation Pursuant to
Government Code Section 54956.9(d)(2).

The City Council recessed to Closed Session at 4:00 PM
The City Council reconvened at 4:35 PM
City Attorney Eric Vail announced that the City Council met in Closed Session to
hold a conference with Legal Counsel regarding one case of anticipated litigation as
listed on the Agenda. There was no reportable action taken.

A. Presentation of Southern California Edison Wildfire Mitigation Plan -
Jennifer Cusack, Government Relations Manager, SCE
Recommendation: This is a presentation only, there is no formal action
required.
Jennifer Cusak, Southern California Edison Government Relations Manager,
presented SCE's Wildfire Mitigation Plan, as required by SB 901.
B. Update- Urban Housing Communities - Veterans Housing Project
Recommendation: It is recommended that the City Council acting in its capacity
as the Housing Successor Agency receive and file this
status report regarding the Disposition and Development
Agreement with Urban Housing Communities for
development of a 60-Unit Veteran's Affordable Housing
Project on Landau between Vega Road and Elizabeth Road
consisting of approximating 9 acres (APN's: 678-060-001
through 005 and 678-060-049 through 053).
Tami Scott, Administrative Services Director, introduced Mark Irving, Urban
Housing Communities, who presented an update on the Veterans Housing
Project, a 60-unit Veteran's Affordable Housing Project on Landau between Vega
Road and Elizabeth Road consisting of approximately 9 acres.
Tami Scott, Administrative Services Director, followed up with additional funding
information and a timeline for this project and the Cathedral Palms Senior
Housing Project.
There is no formal action required with this item. It is recommended that the City
Council, acting in its capacity as the Housing Successor Agency, receive and file
the status report presented.
C. Discussion on CVAG's ATP, Flooding and Blow-Sand RFP Projects
Recommendation: Receive information on CVAG's Active Transportation
Program Projects as well as Flooding & Blow-Sand RFP
Projects for the City Council's discussion.
John Corella, City Engineer/Director of Public Works, gave an overview of the
five Active Transportation Program (ATP) Projects that were chosen by CVAG to
be included within a group of ten projects for the RFQ, which was recently
advertised for engineering design services. These are projects that CVAG
desires to be made "shovel-ready" so they can apply for external construction
funding such as the Cycle 5 of Caltrans' ATP which is coming in the spring of
2020. He stated that the following is the list of projects:
• Highway 111 from Golf Club Dr. to Cathedral Canyon Dr. - Project to
add bike lanes within existing R/W.

• Cathedral Canyon Dr. from Dinah Shore Dr. to Canyon Shores Dr. -
Project to widen existing substandard striped bike lanes and construct
sidewalks on both sides of road.
• Perez Road from Highway 111 to Date Palm Dr. - Project to add striped
bike lanes & infill sidewalk gaps on both sides of road.
• Gerald Ford Dr. from Date Palm Dr. to Da Vail Dr. - Project to add a
striped bike lane on both sides of road between Date Palm Dr. and
Plumley Rd. and on South side of road from Plumley Rd. to Da Vall Dr., all
within existing roadway.
• Cathedral Canyon Channel East (CCCE) from Whitewater River to 2
miles SW along CCCE - Project to construct new paved
pedestrian/bike/NEV lane on top of existing graded channel dike on the
west side of CCCE.
City Engineer Corella also reported that CVAG recently issued an RFP for
Professional Services for Local Flood & Blow-Sand Risk Assessment and
Improvement Plan for the Western Coachella Valley. He stated that the following
three projects were included in the RFP to be analyzed to identify, develop and
evaluate alternative concepts needed to prepare a risk assessment and
improvement plans:
• Varner Road just west of Edom Hill Road - Project to consider adding a
culvert below Varner Rd. to drain the Willow Hole Wash.
• Date Palm Drive just south of Varner Road - Project to consider adding
new culverts below Date Palm Dr. to drain the East Wide Canyon /Long
Canyon Wash.
• Date Palm Drive at Los Gatos Drive - Project to consider adding new
inlets and culverts below Date Palm Dr. at Los Gatos Dr. to drain this low
point of the road.
There is no formal action required, this is for information only.
D. Da Vall Drive / 1-10 Interchange Project Update
Recommendation: The Da Vail Drive Interchange Project update is presented
for the City Council's information.
John Corella, City Engineer/Director of Facilities and Public Works, provided an
update on the Da Vall Drive Interchange Project. He indicated that no funding,
other than CVAG's PSR phase funding, has been allocated for this project.
There is no formal action required of the City Council, this was an update on the
project.

The meeting was called to order at 6:30 PM by Mayor Mark Carnevale.

• STATEMENT OF PARTICIPATION BY THE CITY CLERK
1. PUBLIC COMMENT
Kimberly Webb, Morongo Valley resident, was called to speak. She expressed her
concern with the day laborers she encountered outside of the local U-Haul, she felt
very intimidated and was fearful. She feels this has been a long time issue and that
something needs be done. She urged the Council to be proactive and suggested an
ordinance on loitering be adopted.
2. COUNCIL REPORTS
Councilmember Ernesto Gutierrez thanked the two candidates that participated in
the recent special election. He reported that he attended the ribbon cutting at
Henry's Bar and Grill. He also reported that he met with Glen Miller and discussed
several Senate bills. He reported that he attended the Short-Term Vacation Rental
Task Force meeting. He thanked all members of the task force for their efforts. He,
along with Mayor Carnevale, attended the City Hall at Your Corner. He reported that
there were over 20 participants and felt it was a great event. He also reported that
he met with City Manager Charles McClendon for a biweekly meeting prior to the
City Council meeting and attended the Palm Springs Unified School District address,
which was very informative.
Mayor Pro Tem John Aguilar reported that he was away for the month of August and
that it is great to be back. He reported that he attended the Palm Springs Unified
School District event. It was reported that the test scores for the district have been
increasing over the years, which is good news. He announced that the Short-Term
Vacation Rental Task Force will be holding two public forums for residents and
business owners on Oct 1, 2019 at 6:00 p.m. at the Library and on Oct 19, 2019 at
10:00 am at City Hall. There will be an update to City Council on October 9, 2019.
He also reported that he attended the Elks First Responders event.
Councilmember Raymond Gregory reported that he met with several citizens on
many issues but mostly on short-term vacation rentals, he looks forward to the
update that will take place on October 9, 2019. He also attended Henry's Sports Bar
and Grill ribbon cutting, which he feels is a family friendly business. On September
6, 2019, he attended the Transgender Health and Wellness open house, which had
a huge turnout. On Monday September 9, 2019, he attended the CVAG
Transportation Committee Meeting and the Coachella Valley Mountain's
Conservancy meeting. He announced that he represented the City as a judge at the
Cat City Drag Race, which was a fun event. Today he attended the Riverside County
Transportation Commission and was given an update on a number of big projects
including the 60 freeway. He reminded everyone that the Riverside County
Transportation Commission website has information on road closures.
Mayor Mark Carnevale reported that he attended the City Hall at Your Corner and
was impressed with the turnout. There was a lot of good comments and
conversation. He also attended the Palm Springs Unified School District breakfast
event, which was very exciting. He attended, along with Stone James and Chris
Parman, the Woman's Board of Realtors event at Mission Hills. He reported that he
had the pleasure of meeting with the Principal of Cathedral City High School and
Sergeant Chapman regarding the homecoming parade. They have come up with a
new route for the parade that will be better for everyone. He attended a luncheon
with Councilmember Dana Hobart from Rancho Mirage and felt he learned a lot
about their City. He reported that Palm Springs may be receiving financial aid to
help with homelessness. He spoke with Mayor Pro Tern Geoff Kors from Palm
Spring regarding the funding and how it may also benefit Cathedral City. He
announced that the Cooling Center for the homeless will be winding down.

Recommendation: Recommend the City Council accept and approve the Date
Palm Drive and Gerald Ford Drive Sidewalk Gap Closure
Improvements, CIP 8851 as final; and, authorize the City
Manager to file a Notice of Completion with the Riverside
County Recorder's office on behalf of the City Council; and,
authorize the release of retention funds to Hardy & Harper,
Inc. upon expiration of the Notice of Completion.

Recommendation: To approve Special Use Permit#19-017 for the Annual

Recommendation: Staff is requesting that the Director of Engineering/Public
Works be authorized to issue a Task Order to NAI
Consulting, Inc. (NAI) to assist City Engineering Staff in the
Project Management of the Da Vail Drive Interchange
Project in the amount of $47,472 as part of NAI's on-call
engineering support services contract for State and
Federally Funded Projects.

G. School Resource Officer Contract
Recommendation: Authorize an agreement, in the amount not to exceed,
$166,286.00, by and between the City of Cathedral City and
Palm Springs Unified School District (District) for the Police
Department to provide the District one trained police officer
on a full-time basis as a School Resource Officer (SRO).
