A. Sister Cities December 8, 2018 Retreat Update
Recommendation: Staff will provide a brief update on the progress made during
the December 8, 2018 Sister Cities team building and goal
setting retreat.
Stone James, Director of Economic Development introduced the item and
presented an update of the Sister Cities December 8, 2018 Retreat.
Alan Carvalho, Cathedral City resident, was called to speak. He stated that
during the celebration of the City's 30th anniversary in the Art Museum, the
Historical Society displayed photographs of the City as well as photographs from
our Sister City Tequila.
B. Discussion Regarding Street Lights within the City
Recommendation: Staff will make a presentation on street lights within the City,
including how the existing street lights are funded, how
street lights are added or eliminated and locations where
existing street lights are being requested to be added and/or
removed. City Staff is making this presentation to allow
discussion and to receive feedback from the City Council.
John Corella, Director of Engineering and Public Works, introduced the item and
gave an overview on street lights within the City for discussion.
Mayor Pro Tem Mark Carnevale stated that he believes that street lights are
needed for safety reasons. He is opposed to removing street lights, however, he
concurs with Alan Carvalho that a compromise would be good if possible. He is
also concerned with uniformity in the area.
Councilmember Raymond Gregory stated that he feels that most residents want
street lights. Although he believes a survey of the residents would be wise, he
would more than likely be opposed to removing the street lights no matter what
the results of the survey show. He stated that exploring shields for the current
lights should be the first place to begin resolving this issue.
Councilmember Ernesto Gutierrez feels that some residents want the street lights
removed and an analysis should be done. He believes shields for the current
lights would be a good idea if possible. He is not supportive of removing street
lights.
Councilmember John Aguilar stated for the record, that the City Council received
an email from Mr. Cortez stating his opposition to the removal of the street lights
in the Cove. He also stated that staff needs time to do a thorough analysis.
Charles McClendon. City Manager, stated that the residents would have to pay
for light shields to be installed. He stated that staff will work on getting a
consensus from the residents about the street lights and will report back to the
City Council.
Mayor Greg Pettis stated that this is his district and if there is a neighborhood
meeting he would like to be invited. He stated that the residents will have a
couple months to get some consensus as staff works on an analysis.
Bradley Giles, Cathedral City resident, was called to speak. He stated that he
lives in the Cove and he has always enjoyed the night skies. He expressed his
concern with the excessive street lights throughout the City. He is in favor of
removing unnecessary street lights.
David Lamb, Cathedral City resident, was called to speak. He indicated that he is
opposed to the removal of the street lights in the Cove. He relies on the street
lights and enjoys the lights that keep our city safe.
Alan Carvalho, Cathedral City resident, was called to speak. He stated that this is

a sensitive issue and he was hoping for a compromise. He would like to see
motion lights so that they come on when there is motion but would remain dark
otherwise.
Julie Elmore, Cathedral City resident, was called to speak. She feels that it is a
safety issue and would like the street lights to stay. She stated that there are no
sidewalks where she lives and the lights help drivers to see the residents
walking.
Rita Lamb, Cathedral City resident, was called to speak. She and her husband
have lived in the Cove for over 18 years. She stated that the removal of the street
lights is a concern for her and she would like to have the street lights stay.
Arthur Rodriguez, Cathedral City resident, was called to speak. He stated that he
feels safe and wants the lights to stay.
Dan Eades, Cathedral City resident, was called to speak. He stated that he has
lived in his home for 35 years and the lights are there for safety reasons. He is in
favor of the lights staying. He questioned the petition and the process.
Mike Elmore, Cathedral City resident, was called to speak. He stated that he
does not support the removal of the lights in his neighborhood. He feels the lights
do not impact star gazing. He stated that he has encountered snakes that would
have not been visible without the lights.
Dennis Hondor, Cathedral City resident, was called to speak. He supports
keeping the street lights and sees other issues in his neighborhood he feels are
more important than the street lights. He agrees the lights are bright, however he
can still star gaze in his back yard.
Bruce Lederer, Cathedral City resident, was called to speak. He stated that there
is a part of him that does not like street lights, however, he does understand the
issue of safety and questioned if there was a way to compromise. He proposed
the neighborhood meet and work together to find a solution.
3. CLOSED SESSION
Eric Vail, City Attorney, announced that the City Council will meet in Closed Session
to discuss the following agenda items.
A. Conference with Real Property Negotiator Pursuant to Government Code
Section 54956.8
Property Location: Approximately 2 acres at the southeast corner of West
Buddy Rogers and East Palm Canyon Drive.
Negotiating Parties: City of Cathedral City as the Housing Successor Agency to
the former Redevelopment Agency, and CCD, LLC
Property Owner: City of Cathedral City as the Housing Successor Agency to the
Former Redevelopment Agency
Under Negotiations: Price and Terms for potential sale of real property.

The City Council reconvened at 6:30 p.m.
Eric Vail, City Attorney announced that the City Council met in Closed Session to
discuss item 3A. Conference with Real Property Negotiator for approximately 2
acres at the southeast corner of West Buddy Rogers and East Palm Canyon Drive,
item 38. Conference with Legal Counsel-Anticipated Litigation for one case. There
was no reportable action.

Larry Davis, Forest Lawn - Presentation to Cathedral City Police Department
Larry Davis, Forest Lawn, presented a check for$5,000 for the Cathedral City Police
Department Fund for the Police Officer Memorial.
Police Chief Walker announced the Police Officer Memorial Dedication will be held
on Saturday December 15, 2018 at 10:00 am. He also announced the Cathedral City
Police Department gun buy back program which will be held on December 22, 2018.
1. PUBLIC COMMENT
Chip Yarborough, Cathedral City resident, was called to speak. He congratulated the
newly elected Council and wished Mayor Pettis a successful and positive year as
Mayor. He stated that he is an advocate for women's rights and he is addressing the
Council as a concerned citizen. He expressed his concern with the lack of woman in
government and leadership roles in the City. He stated that there are no female
firefighters and no female officers above the rank of Sergeant. He suggested the
City recruit for qualified females and make it a priority.
2. COUNCIL REPORTS
Councilmember Ernesto Gutierrez thanked all of his supporters during his election.
He reported that he attended a forum for the Dream Homes neighborhood and it was
very informative. He announced that they are looking for volunteers to help make the
neighborhood a better place.
Councilmember Raymond Gregory stated that the Council meeting on Monday was
a great meeting and he encouraged everyone to view it if they missed it. He stated
that he is happy to be a part of the City Council.
Councilmember John Aguilar reported that Snowfest was a great event and a huge
success, he thanked all those who participated and supported the event. He
reported that he attended the Sister Cities retreat at the fire station and all districts
were represented. He also attended the Shelter from the Storm Board Member
meeting.
Mayor Pro Tem Mark Carnevale reported that he attended the Hanukkah event at
City Hall and he was the Master of Ceremonies at Richard Clapp's Distinguished
Citizens award dinner. He stated that Snowfest was a great event. He announced
that he will be attending the CVRM event on December 14, 2018. He will also be
attending the Date Palm Country Club Golf Course Parade and the Police Officer
Memorial Dedication.
Mayor Greg Pettis stated that Snowfest was a fun event. He reported that there have
been a lot of activities in the last month or two and encouraged everyone to keep an
eye out for upcoming events. He announced the Council will have a goal retreat in
January and he feels Cathedral City will continue to grow.
Pat Cooper, Supervisor Perez' office, was introduced by Mayor Greg Pettis. She
gave an overview of the duties of Supervisor Perez' office and the services they
provide to the City.

Recommendation: The City Council acting in its capacity for the City, the

Finance Authority Board, and the Cathedral City Downtown
Foundation Board receive and file payment of claims and
demands in the aggregate sum of $ 5,504,351 for the month
of November, 2018

B. Approval of a Service Provider Agreement with MVR Consulting to Provide
Proposition 68 Statewide Park Program Grant Related Services Required to
Submit a Grant for the Dream Homes Park Project.
Recommendation: Staff recommends the City Council authorize the City
Manager to execute a Service Provider Agreement with
MVR Consulting in the amount not-to-exceed Fifty Nine
Thousand Dollars ($59,000) to provide Proposition 68
Statewide Park Program Grant and Related Services for the
Dream Homes Park Project; and authorize a budget
amendment to fund these services from Fund 100-156-8601
of the General Fund.

C. Authorization to Purchase Playground Shade Structure for
Commons/Heritage Park
Recommendation: Staff recommends the City Council authorize the purchase
of the children's playground sun shade structure at
Commons Heritage Park from USA Shade & Fabric
Structures for $68,110.

D. Design Review No. 18-002, General Plan Amendment No. 16-006, and
Change of Zone No. 16-005
Recommendation: Staff recommends the City Council provide second reading
and adopt an ordinance approving Design Review No. 18-
002, General Plan Amendment No. 16-006, and Change of
Zone No. 16-005 for a 60-unit multi-family residential
development for veterans on approximately 6.5 acres of an
8.9-gross acre project site located on the east side of
Landau Boulevard, between Corta Road and Vega Road.

E. Accept Resignation of Sarah Rodriguez from the Planning Commission

Recommendation: Staff recommends the City Council accept the resignation of
Sarah Rodriguez from the Planning Commission effective
immediately and direct staff to proceed with filling the vacant
seat.

Recommendation: Staff recommends the City Council approve a resolution in
support of the recent County of Riverside and the County of
Imperial ("Counties") memorandum of understanding
("MOU") supporting the restoration and stabilization of the
Salton Sea.
Pat Cooper, Supervisor Perez' office, gave an overview of the Memorandum of
Understanding on the Salton Sea.

A motion was made by Councilmember Aguilar and seconded by Councilmember
Gutierrez to approve a resolution in support of the recent County of Riverside

Pavement Rehabilitation, CIP 8839 as final; and authorize
the City Manager to file a Notice of Completion with the
Riverside County Recorder's office on behalf of the City
Council; and authorize the release of City held retention
funds to All American Asphalt upon expiration of the Notice
of Completion.

Recommendation: Staff recommends the City Council adopt a Resolution
designating the west and east sides of Santoro Drive, south
from McCallum Way to approximately 175 feet south of
Megan Court, as a No Stopping, No Standing and/or No
Parking Zone; and, authorize the City Engineer to rescind all
or portions of the designated No Stopping, No Standing
and/or No Parking Zone in the future as the roadway is
improved and/or widened.

gave an overview on the resolution designating a No Parking Zone on the west
and east sides of Santoro Dr. south of McCallum Way.
Brad Anderson, Rancho Mirage resident, was called to speak. He suggested the
City eliminate overnight parking as a first step.

A motion was made by Councilmember Gregory and seconded by Mayor Pro
Tem Carnevale to adopt a Resolution designating the west and east sides of
Santoro Drive, south from McCallum Way to approximately 175 feet south of
Megan Court, as a No Stopping, No Standing and/or No Parking Zone; and.
authorize the City Engineer to rescind all or portions of the designated No

E. Food Truck Mash Up - March 2019
Recommendation: Staff recommends the City Council approve a Special Use
Permit for the Food Truck Mash-Up event to be held on
March 16, 2019 in Town Square and the surrounding area
and authorize the requested sponsorship for in-kind services
as outlined in the staff report.
Christopher Parman, Communications and Events Manager, introduced the item
and gave an overview on the upcoming Food Truck Mash Up event.

A motion was made by Councilmember Gregory and seconded by Mayor Pro
Tern Carnevale to approve a Special Use Permit for the Food Truck Mash-Up
event to be held on March 16, 2019, in Town Square and the surrounding area
and authorize the requested sponsorship for in-kind services as follows:
• Special use permit application fee waived
• Provide portable toilets, trash cans and removal
• Small police presence
• Use of incidental equipment (pop-up canopies, picnic tables, road closure
signs, cones, and electrical wire covers)
• Access to all city marketing resources

F. Second Reading of an Ordinance to Prohibit Single Use Plastic Straws
Recommendation: Staff recommends the City Council provide second reading
and adopt an ordinance banning all City beverage providers
from using, providing, distributing, or selling plastic beverage
straws.
Eric Vail, City Attorney, stated that at the November 14, 2018 meeting, the City
Council discussed the ordinance to ban single use straws and heard comments
from the public regarding the item. He presented an alternate version of the
ordinance with changes to sections 5.94.020 and 5.94.030 for the City Council to
consider.
Terry Applegate, Cathedral City resident, was called to speak. She presented
materials to the City Council pertaining to disabilities and the use of straws.
Brad Anderson, Rancho Mirage resident, was called to speak. He feels that this
ordinance is unnecessary and suggested waiting to see how the state ban plays
out.
Alan Carvalho, Cathedral City resident, was called to speak. He requested that
City Council members who are restaurant owners recuse themselves from voting
on this item.

A motion was made by Mayor Pro Tern Carnevale and seconded by
Councilmember Aguilar to approve the second reading, by title only, and adopt
an ordinance adding chapter 5.94 to the Cathedral City Municipal Code
prohibiting plastic beverage straws, which includes the modifications in section
5.94.020 and 5.94.030 as presented by the City Attorney.

Pat Milos, Community Development Director, introduced the item and gave an
overview on establishing a Historic Preservation Committee.
Alan Carvalho, Cathedral City resident, was called to speak. He stated that he
was proud to be on the Historic Preservation Task Force. He stated that the goal
of the task force was to create a process that would not restrict, force or be
unfair.
